EXTENSION TO THE CLAPHAM “C” CONTROLLED PARKING ZONE
Notice is hereby given that the Council of the London Borough of Lambeth, on 14th April 1999, made the above-mentioned Orders under sections 6, 45, 46, 49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended. 2. The general nature and effect of the Orders will be to further extend the Clapham “C” Controlled Parking Zone to include the area generally bounded on the north-west by Robertson Street (permit allocation only) and the south-eastern boundary of Heathbrook Park, on the north-east by Portslade Road (between Heathbrook Park and Wandsworth Road) on the south-east by Wandsworth Road (between Portslade Road and Queenstown Road) and on the west by Queenstown Road (between Wandsworth Road and Robertson Street). 3. The Orders will provide that: (a) parking places will be designated on the streets specified in Schedules 1 to 5 of this notice, a motor cycle parking area will be provided on the street specified in Schedule 6 to this notice and that those parking places and area will be used for the use of the vehicles described at the beginning of each Schedule: (b) the parking places on the streets specified in: (i) Schedules 1, 2, 3 or 4 to this notice will operate between 8.30 a.m. and 6.30 p.m. on Mondays to Fridays; (ii) Schedule 5 to this notice will operate at all times; (c) the parking area specified in Schedule 6 to this notice will operate between 8.30 a.m. and 6.30 p.m. on Mondays to Fridays; (d) the charge for a ticket (“pay and display”) referred to in Schedule 2 or 4 to this notice will be at the rate of 20 pence for 10 minutes (£1.20 per hour) up to a maximum of 4 hours with no return within one hour; (e) the vehicles referred to in Schedule 2 or 4 to this notice in respect of which a charge is paid for a ticket (“pay and display”) will be passenger vehicles (8 seats or less), goods carrying vehicles, motor cycles or invalid carriages; (f) permits will be issued, on application being made together with payment of the appropriate charge, to any person in respect of a vehicle of the class referred to in sub-paragraph (e) above who satisfies the Council that: (i) in the case of a residents permit, thay are a resident of any street or part of a street specified in Schedule 7 to this notice; (ii) in the case of a business permit, they carry out a business in any street or part of a street specified in sub-paragraph (f)(i) above and the vehicle is essential to the daily operation of that business; (iii) in the case of a visitors’ permit they are a resident of any street or part of a street specified in sub-paragraph (f)(i) above and such permit is to be used by a bona fide visitor to their premises; (iv) in the case of a trade permit, they are either a resident or a business user or a trades person in respect of premises in any street or part of a street specified in sub-paragraph (f)(i) above, and the vehicle is being used in connection with the carrying out of any building, servicing, maintenance or similar work at those premises; (v) in the case of a teachers’ permit, they are a teacher at a school within any street or part of a street specified in sub-paragraph (f)(i) above which does not have off-street parking facilities. Note: Permits issued in respect of parking in the current Clapham “C” Controlled Parking Zone will be available for use in similar parking places in the further extension area and vice versa. (g) charges for permits will be as follows: (i) for a residents’ permit: £9.60 for 1 month, £18.75 for 3 months, £32.50 for 6 months or £60 for 12 months; (ii) for a residents’ motor cycle permit: £11 for 3 months, £17 for 6 months or £29 for 12 months; (iii) for a business or teachers’ permit: £255 for 12 months; (iv) for a trade permit: £12.50 a day for up to four permits purchased at any one time or £10 a day for five permits or over purchased at any one time; and (v) for a visitors permit: £2.50 a day; (h) certain vehicles may wait free of charge in the parking places referred to in Schedules 1 to 4 to this notice in certain circumstances, e.g. to allow persons to board or alight (maximum 2 minutes), to load or unload (maximum 20 minutes) and vehicles displaying a disabled persons’ “Orange Badge” in accordance with the regulations relating to the use of that badge (no time limit); (i) new restrictions on waiting by vehicles will generally apply between 8.30 a.m. and 6.30 p.m. on Mondays to Fridays in certain streets and parts of streets within the area referred to in paragraph 2 above. In certain parts of those streets, existing waiting restrictions which operate for longer than those times, will remain. 4. Copies of the Orders, which will come into operation on 17th April 1999, and of documents giving more detailed particulars of the Orders are available for inspection until the last day of a period of six weeks beginning with the date on which the Orders were made at: (a) the Council’s Transport Group offices in Room 24, Lambeth Town Hall, Brixton Hill, London, S.W.2, between 9.30 a.m. and 4.30 p.m. on Mondays to Fridays; and (b) Clapham Library, 1 Clapham Common North Side, London, S.W.4, on Mondays between 1 p.m. and 6 p.m., on Tuesdays and Fridays between 10 a.m. and 6 p.m., on Thursdays between 10 a.m. and 8 p.m. and on Saturdays between 9 a.m. and 1 p.m. 5. If any person wishes to question the validity of any of the Orders or of any of their provisions on the grounds that it is not within the powers conferred by the Road Traffic Regulation Act 1984, or that any requirements of the Act or of any Instrument made under the Act has not been complied with, that person may, within 6 weeks from the date on which the Orders were made, apply for the purpose to the High Court. Schedule 1 Streets on which parking places will be provided for the use only of vehicles displaying either a valid residents’ permit (including a residents’ motor cycle permit), trade permit or visitors’ permit: Heather Close, Heath Road, Peardon Street and Newby Street. Schedule 2 Streets on which 4 hour parking places will be provided for the use of vehicles displaying a valid ticket purchased from a ticket parking meter (“pay and display”): Silverthorne Road. Schedule 3 Streets on which parking places will be provided for the use of vehicles displaying either a valid business permit or teachers’ permit: St. Rule Street and Silverthorne Road. Schedule 4 Streets on which parking places will be provided for the use of vehicles displaying either a valid business permit, residents’ permit, trade permit, teachers’ permit or visitors’ permit, or a valid ticket purchased from a ticket parking meter (“pay and display”): Heather Close, Heath Road, Peardon Street, Portslade Road, St. Rule Street, Silverthorne Road and Westbury Street. Schedule 5 Streets on which parking places will be provided for the use of vehicles displaying an “Orange Badge” in accordance with the regulations relating to the use of such badges: Heather Close and Newby Street. Schedule 6 Street on which parking areas will be provided for the use of motor cycles: Heather Close. Schedule 7 Streets for the purposes of the eligibility of permits: Heather Close (so much as is public highway), Heath Road (so much as is public highway), Peardon Street, Portslade Road (between the south-eastern boundary of Heathbrook Park and Wandsworth Road), Newby Street, Queenstown Road (the east side, between Robertson Street and Wandsworth Road), Robertson Street (the south-east side), St. Rule Street (between Robertson Street and Wandsworth Road), Silverthorne Road (between Robertson Street and Wandsworth Road), Wandsworth Road (the north-west side, between Queenstown Road and Portslade Road), Westbury Street, Willard Street and the un-named road on the north-west of Wandsworth Road (which lies adjacent to No. 438 Wandsworth Road). 16th April 1999.
