Notice is hereby given that the Council of the London Borough of Newham on 28th October 1998 made the above-mentioned Orders under sections 6 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended by the Local Government Act 1985 and the Road Traffic Act 1991. The general effect of the Orders will be to: (a) introduce new restrictions on waiting by vehicles (including for the purpose of delivering or collecting goods or loading or unloading a vehicle) at any time—double yellow lines and loading blips—in: (i) Boundary Lane, from its junction with Boundary Road up to and including the roundabout (which lies at the junction of Boundary Lane, the unnamed access road leading to Brampton Manor School car park and the unnamed road leading to the private road through Newham General Hospital); (ii) the unnamed road which links the roundabout referred to in (i) above with the private road through Newham General Hospital; (iii) New City Road, from its junction with Boundary Road to a point 20 metres north-west of the western kerb-line of Boundary Road; (iv) Glen Road, between the north-eastern extremity of the new bus stop and the private road through Newham General Hospital; (b) change the existing restrictions on waiting by vehicles on the north-west side of Glen Road between Belgrave Road and the private road through Newham General Hospital from “7 a.m. to 7 p.m.” Monday to Saturday (single yellow lines) to “at any time” (double yellow lines); (c) prohibit stopping (except buses) on bus stops in Glen Road, the north side and Boundary Lane, the east and west sides; (d) prohibit vehicles exceeding 25 tonnes maximum gross weight from proceeding in Boundary Lane across the Northern Outfall Sewer; (e) introduce “No Entry” for eastbound traffic, except buses, at the western end of the unnamed road which links the roundabout (referred to in (a)(i) above) and the private road through Newham General Hospital; (f) introduce “No Entry” for westbound traffic, except buses, at the eastern end of the unnamed road which links the roundabout (referred to in (a)(i) above) and the private road through Newham General Hospital; (g) prohibit motor vehicles from proceeding in that length of Boundary Lane which lies between the roundabout (referred to in (a)(i) above) and Newham Way (A13); (h) in Silvertown Way, between the end of the existing red route restrictions near Canning Town roundabout and the north-western kerb-line of Sabbarton Street to (a) change the existing restrictions on waiting by vehicles so that they will apply “at any time” and (b) introduce new restrictions on waiting by vehicles for the purpose of loading or unloading a vehicle at any time. Copies of the Orders, which will come into force on 9th November 1998, and of documents giving more detailed particulars of the Orders are availble for inspection during normal office hours until 6 weeks from the date on which the Orders come into force on Monday to Fridays inclusive at the offices of the Director of Environment, 25 Nelson Street, East Ham, London E6 6EH. Copies of the Orders may be obtained from this address. If any person wishes to question the validity of any of the Orders or of any of its provisions on the grounds that it or they are not within the powers conferred by the Road Traffic Regulation Act 1984 or that any requirements of the Act or of any instrument made under the Act has not been complied with, that person may, within 6 weeks from the date on which the Orders were made, apply for the purpose to the High Court.
