The City of Westminster Local Road (Knightsbridge) (Side Roads) (No. 1) Experimental Traffic Order 1998

Notice is hereby given that the Westminster City Council on 8th April 1998, made the above-mentioned Orders under section 9 of the Road Traffic Regulation Act 1984, and all other enabling powers.   The general effect of the Orders will be to introduce new Red Route controls on Knightsbridge and adjacent side roads. The controls will include:   (a) “double red line controls” prohibiting stopping at any time at locations where stationary vehicles will cause danger or congestion;   (b) “single red line controls” prohibiting stopping between 7 a.m. and 7 p.m. on Mondays to Saturdays inclusive at locations where stationary vehicles will cause danger or congestion during busy day time periods;   (c) bays marked on the carriageway where demand exists for loading/unloading and parking at locations and times where stationary vehicles do not cause congestion or damage;   (d) exemptions to the Red Route controls will be few but do allow for boarding and alighting from buses, taxis and disabled passengers from vehicles displaying an Orange Badge;   (e) introduction of a westbound bus lane on the south side of Knightsbridge.   The Orders provide that subject to the provisions of section 10 of the Road Traffic Regulation Act 1984, the Council’s Director of Environment and Planning for the time being, or some person authorised in that behalf by him, may, if it appears to him or that person essential:   (a) in the interest of the expeditious, convenient and safe movement of traffic;   (b) in the interest of providing suitable and adequate parking facilities on the highway; or   (c) for preserving or improving the amenities of the area through which any road affected by the Orders run, modify or suspend the Orders or provisions contained therein.   Copies of the Orders, which will come into force on 20th April 1998, of other documents giving more detailed particulars of the Orders, can be inspected between 9 a.m. and 5 p.m. on Mondays to Fridays, from 20th April 1998, until such time as the Orders cease to have effect, at Hyder Consulting Ltd., Third Floor, 29 Bressenden Place, London SW1E 5DZ.   Any person desiring to question the validity of any of the Orders or of any provision contained therein on the grounds that it is not within the relevant powers of the Road Traffic Regulations Act 1984, or that any relevant requirements thereof or any relevant regulations made thereunder has not been complied with in relation to any of the Orders may make application for the purpose to the High Court by 20th May 1998.   If the provisions of the Orders continue in force for a period of not less than 6 months, the Council will consider in due course whether the provisions of the Order should be reproduced and continued in force indefinitely by means of Orders made under sections 6 and 45 of the said Act of 1984. Anyone who wishes to object to the making of Orders under sections 6 and 45 of the said Act of 1984, for the purpose of such reproduction and continuation in force may, between 20th April 1998 and 19th October 1998, send a statement in writing of their objection and grounds thereof to the Council’s Agents, Hyder Consulting Ltd., Third Floor, 29 Bressenden Place, London SW1E 5DZ, quoting Ref.
