THE BRENT (PRESCRIBED ROUTES) (NO. *) TRAFFIC ORDER 202*

1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Brent propose to make the above-mentioned Orders under sections 6, 84 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended.

2. The general effect of the ‘Speed Limits’ Order would be to impose a maximum speed limit of 20 miles per hour in:-

(a) Berkeley Road;

(b) Brampton Road;

(c) Elmcroft Gardens;

(d) Grosvenor Crescent;

(e) Leybourne Road;

(f) Princes Avenue, between Honeypot Lane and Winchester Avenue.

3. The general effect of 'Waiting and Loading Restrictions' (Amendment) Order would be to amend the Brent (Waiting and Loading Restriction) Order 1979, so that:-

(a) waiting by vehicles (otherwise than for the purpose of delivering or collecting goods or loading or unloading a vehicle) would be prohibited at any time in the length of street specified in Schedule 1 to this Notice;

(b) waiting by vehicles (otherwise than for the purpose of delivering or collecting goods or loading or unloading a vehicle) would be prohibited between 8.00 a.m. and 6.30 p.m. on Mondays to Saturdays inclusive in the length of street specified in Schedule 2 to this Notice;

(c) waiting by vehicles for the purpose of delivering or collecting goods or loading or unloading a vehicle for a period of more than 40 minutes in the same place would be prohibited throughout the week in the lengths of streets specified in Schedule 1 to this Notice and between 8.00 a.m. and 6.30 p.m. on Mondays to Saturdays inclusive in the length of street specified in Schedule 2 to this Notice;

(d) the sale or offer for sale of goods from a vehicle would be prohibited (except on Sundays in the lengths of streets specified in Schedules 1 and 2 to this notice) unless there is in force a valid licence issued by the Brent Borough Council or the goods are immediately taken into or delivered at premises adjacent to the vehicle from which the sale is affected;

(e) the use of any vehicle or of any animal or the wearing of fancy dress or other costume, wholly or mainly for the purpose of advertising would be prohibited in the lengths of streets specified in Schedules 1 and 2 to this Notice;

(f) any existing prohibition on the waiting by vehicles, the sale or offer for sale of goods from a vehicle or the use of any vehicle or animal or the wearing of fancy dress or other costume wholly or mainly for the purpose of advertising in the lengths of streets specified in Schedules 1 and 2 to this Notice would be revoked.

4. The prohibitions referred to in sub-paragraph 3 (a) to (c) inclusive above would not apply in respect of anything done with the permission or at the direction of a police constable in uniform or in certain circumstances, e.g., the picking up or setting down of passengers; the carrying out of statutory powers or duties; the taking in of petrol, etc., from roadside petrol stations; to licensed street traders, etc. The usual exemption relating to vehicles displaying a disabled person's "Blue / Orange Badge" would apply.

5. The general effect of the ‘Prescribed Routes’ Order would be to:-

(a) apply an exemption for pedal cycles for the one-way workings in Berkeley Road and Brampton Road;

(b) provide a north-westbound contra-flow cycle lane on the south-west side of Berkeley Road between the north-western kerb-line of Kingsbury Road and the party wall of Nos. 5 and 7 Berkeley Road; and

(c) provide a south-east bound contra-flow cycle lane on the north-eastern side of Brampton Road between the south-eastern boundary wall of No 530 Kingsbury Road and the south-eastern boundary wall of Nos.

6 Brampton Road. 6. Further notice is hereby given that the Council, under sections 90A-F of the Highways Act 1980 and in accordance with the Highways (Road Humps) Regulations 1999, propose to install road humps in the locations specified in Schedule 3 to this Notice.

7. Further notice is hereby given that the Council, under section 23 of the Road Traffic Regulation Act 1984 has also approved a proposal to install a zebra crossing in Princes Avenue, outside No. 170 under section 23 of the Road Traffic Act 1984. The ‘controlled area’ in which waiting and loading is prohibited at all times, would apply on both the approach and exit sides of the crossing.

8. Copies of the proposed Orders, of the Council's statement of reasons for proposing to make the Orders and plans indicating the proposals can be inspected during normal office hours on Mondays to Fridays inclusive until the end of a period of 6 weeks from the date on which the Orders are made or the Council decides not to make the Orders at Brent Customer Services, Brent Civic Centre, Engineers Way, Wembley, Middlesex, HA9 0FJ.

10. Persons desiring to make representations or to object to the proposals or to the proposed Orders should send a statement in writing of their representations or objections, and the grounds thereof, via email to trafficorders@brent.gov.uk, or in writing to the Head of Healthy Streets and Parking, Healthy Streets and Parking, 6th Floor West Wing, Brent Civic Centre, Engineers Way, Wembley HA9 0FJ, quoting the reference TO/25/143/GD, to arrive no later than 21 days from the date of publication of this Notice.

Princes Avenue, between Nos. 230 and 232 Princes Avenue and 6.4 metres north-east of Nos. 228 and 230 Princes Avenue.

SCHEDULE 2

Waiting restrictions (between 8.00 a.m. and 6.30 p.m. on Mondays to Saturdays inclusive.)

Brampton Road, between the south-eastern wall of No. 6 Brampton Road Nos. 6 and 8 Brampton Road.

(a) between the north-eastern kerb-line of Honeypot Lane and a point 9.00 metres north-east of that kerb-line;

(b) between the south-western kerb-line of Brampton Road / Winchester Avenue south-westward for a distance 9.00 metres – note this is an existing table that will be extended as described.
