PROPOSED CHANGES TO CERTAIN OFF-STREET RBKC HOUSING PARKING BAY PROVISIONS IN THE 375 PORTOBELLO ROAD, CONVENT ESTATE, GROVE HOUSE, HENRY DICKENS COURT, KENSAL HOUSE, LONGLANDS COURT, LONSDALE HOUSE, OCTAVIA HOUSE, SILCHESTER WEST, TAVISTOCK CRESCENT AND WEST ROW HOUSING ESTATES
THE KENSINGTON AND CHELSEA (HOUSING ESTATES) (OFF-STREET PARKING PLACES AND WAITING AND LOADING RESTRICTIONS) (AMENDMENT NO. 6) ORDER 2025
1. NOTICE IS HEREBY GIVEN that the Council of the Royal Borough of Kensington and Chelsea on 14th October 2025 have made the above-mentioned Order under sections 35 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984.
2. The general effect of the order which will be in respect of the following off-street housing estates:-
(a) 375 Portobello Road Housing Estate - to convert RBKC-Housing resident permit holders (PBR) bay (parking bay number 9) to RBKC-Housing disabled parking bay (PBR 01);
(b) Convent Estate Housing Estate - to convert RBKC-Housing resident permit holders (CON) bay (parking bay number 5) to RBKC-Housing disabled parking bay (CON 02);
(c) Grove House Housing Estate – to introduce an RBKC Housing visitor (VIS) bay (parking bay number 1) opposite Nos. 92 to 120 Grove House;
(d) Kensal House Housing Estate – to remove RBKC-Housing resident permit holders (KHN) bays (parking bay numbers 5 and 7) and therefore to re-number the bays within the estate;
(e) Kensal House Housing Estate - to convert RBKC-Housing resident permit holders (KHN) bay (parking bay number 9) to RBKC-Housing disabled parking bay (KHN 03);
(f) Kensal House Housing Estate - to convert RBKC-Housing disabled parking bay (KHN 03) to RBKC-Housing resident permit holders (KHN) bay (parking bay number 11);
(g) Henry Dickens Court Housing Estate - to convert RBKC-Housing resident permit holders (HDC) bay (parking bay number 32) to RBKC-Housing disabled parking bay (HDC 21);
(h) Longlands Court Housing Estate - to convert RBKC-Housing resident permit holders (LLC) bay (parking bay number 22) to RBKC-Housing disabled parking bay (LLC 04);
(i) Longlands Court Housing Estate - to convert RBKC-Housing resident permit holders (LLC) bay (parking bay number 14) to RBKC-Housing disabled parking bay (LLC 07);
(j) Lonsdale House Housing Estate - to convert RBKC-Housing resident permit holders (PE2) bay (parking bay number 17) to RBKC-Housing disabled parking bay (PE2 03);
(k) Lonsdale House Housing Estate - to remove RBKC-Housing resident permit holders (PE2) bay (former parking bay number 20) and therefore to re-number the bays within the estate;
(l) Octavia House Housing Estate - to remove RBKC-Housing resident permit holders (OCH) bay (parking bay number 9) and therefore to re-number the bays within the estate;
(m) Silchester West Housing Estate - to convert RBKC-Housing disabled parking bay (SEW 03) to RBKC-Housing resident permit holders (SEW) bay (parking bay number 41);
(n) Tavistock Crescent Housing Estate - to convert RBKC-Housing visitors’ (VIS) bay (parking bay number 17) to a RHKC-Housing motorcycle parking bay;
(o) Tavistock Crescent Housing Estate - to remove RBKC-Housing resident permit holders (TSC) bays (parking bay numbers 1 and 2) and therefore to re-number the bays within the estate; and
(p) West Row Housing Estate - to convert RBKC-Housing resident permit holders (WER) bay (parking bay number 4) to RBKC-Housing disabled parking bay (WER 01);
3. Copies of the Orders, which will come into operation on 21st October 2025 and of all other relevant documents can be obtained for inspection by emailing trafficorders@rbkc.gov.uk quoting reference: “Housing/Jun25 Misc” and can be inspected at Kensington Town Hall, Hornton Street, London W8 7NX between 9am and 5pm on Mondays to Fridays inclusive until the end of a period of six weeks from the date the Order was made.
4. Anyone wishing to question the validity of the Orders or of any of its provisions on the grounds that it is not within the powers conferred by the Road Traffic Regulation Act 1984, or that any requirement of that Act or of any instrument made under that Act has not been complied with, that person may, within 6 weeks from the date on which the Orders were made, apply for the purpose to the High Court.
