PERMANENT MAKING OF EXPERIMENTAL CONTROLLED PARKING ZONES (CPZS)
HIGHAMS PARK STATION (HPS) EXTENSION (EXTN) 1 CPZ (E4 ROADS) (REF: T21A(25); EXP. REF T57A(23)) AND HALE END (HE) EXTN 1 CPZ (E17 ROADS) (REF: T21B(25); EXP. REF T62(23))
THE WALTHAM FOREST (CHARGED-FOR PARKING PLACES) (AMENDMENT NO. 251) ORDER 2025 AND THE WALTHAM FOREST (FREE PARKING PLACES, LOADING PLACES AND WAITING, LOADING AND STOPPING RESTRICTIONS) (AMENDMENT NO. 248) ORDER 2025 [RELATING TO HE (EXTN 1) CPZ];
THE WALTHAM FOREST (CHARGED-FOR PARKING PLACES) (AMENDMENT NO. 252) ORDER 2025 AND THE WALTHAM FOREST (FREE PARKING PLACES, LOADING PLACES AND WAITING, LOADING AND STOPPING RESTRICTIONS) (AMENDMENT NO. 249) ORDER 2025 [RELATING TO HPS (EXTN 1) CPZ];
1. NOTICE IS HEREBY GIVEN that the Council of the LBWF on 22nd May 2025 made the above-mentioned Orders under sections 6, 45, 46, 49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act (RTRA) 1984.
2. The general effect of the Orders will be to:
(a) continue indefinitely the provisions of The Waltham Forest (Charged-For Parking Places) (Amendment No. 190) Experimental Order 2023 and The Waltham Forest (Free Parking Places, Loading Places and Waiting, Loading and Stopping Restrictions) (Amendment No. 188) Experimental Order 2023 [relating to HE CPZ] the effects of which:
a. extended the existing boundary of the Hale End (HE) CPZ to include Beacontree Avenue (Ave) (the remainder of that road north of Belle Vue Road (Rd)); Carnanton Rd; Grantock Rd; Hale End Rd (section between MacDonald Rd and Pentire Rd); Pentire Rd; Railway Terrace; and Thorpe Hall Rd;
b. introduced new permit holder parking places (phpp) and single yellow line (syl) waiting restrictions both operating Mon-Fri 10am to 4pm’ and double yellow line ‘at any time’ waiting restrictions (dyls) into the streets mentioned in paragraph 2(a)a. preceding;
c. provided 2 x Disabled Person’s Parking Places (up to 7.2 metres (m) in length) in Pentire Rd operating "at any time" x 1 outside and x 1 opposite Nos. 62 and 64 Pentire Rd; and
d. provided a Free Short Stay parking place on Hale End Rd (east side) opposite Lamorna Close operating Mon-Fri 8am to 6.30pm Mondays to Fridays with a maximum stay of 3 hours (hrs) and no return in 2 hrs.
e. vehicles displaying any valid permit displaying the letters HE may continue to use any of the permit parking places (ppp) provided in any of roads or parts of rd mentioned in paragraph 2(a) preceding.
(b) continue indefinitely the provisions of The Waltham Forest (Charged-For Parking Places) (Amendment No. 191) Experimental Order 2023 and The Waltham Forest (Free Parking Places, Loading Places and Waiting, Loading and Stopping Restrictions) (Amendment No. 189) Experimental Order 2023 [relating to HPS CPZ] the effects of which:
a. extended the existing boundary of the Highams Park Station (HPS) CPZ to include Hale End Rd (section between Beverley Rd and No. 350A Hale End Rd); Preston Ave; Silverdale Rd, Studley Ave and Vincent Rd;
b. introduced new phpps and syl both operating Mon-Fri 8am to 6.30pm’ and dyls into the streets mentioned in paragraph 2(b)a. preceding.
c. provided a Disabled Person’s Parking Place (up to 7.2m in length) in Preston Ave outside No. 13 and in Silverdale Rd outside No. 9, all operating at all times.
d. vehicles displaying any valid permit displaying the letters HPS may continue to use any of the phpp provided in any of the roads or parts of rd mentioned in paragraph 2(b) preceding.
New parking permit eligibility along with variations in pricing for certain parking permits (based on vehicle emissions and other criteria) will apply on the anniversary/renewal of any permit granted for use in these CPZs. These conditions became effective from 1st February 2025. Further details will be explained when renewing permits, or see www.walthamforest.gov.uk/service-categories/parking-permits
3. In respect of permits to park in each individual zone, the properties specified in the previous experimental orders will continue indefinitely in the permanent orders and only those properties specified will be able to obtain permits to park in a specific zone only.
4. For all CPZs mentioned in this notice, residents and business permits will continue to be charged on a basis of CO2 emissions (or, for older vehicles, engine size) and number of vehicles registered to a household. Residents visitor permits will be obtainable as paperless permits at a rate of £1.10/hour. Any charges mentioned therein may be subject to change.
5. Copies of the Orders, which will come into operation from 22nd May 2025 and all other relevant documents can be inspected until the expiration of a period of 6 weeks from that date on request by either emailing traffic.scheme@walthamforest.gov.uk or visiting (*by appointment) the Highways and Traffic Management office, Low Hall. Argall Avenue E10 7AS during normal office hours on Mondays to Fridays inclusive; or alternatively documents can be viewed online at: www.walthamforest.gov.uk/content/road-traffic-schemes-and-consultations.
6. Any person desiring to question the validity of either of the Orders or of any provision contained therein on the grounds that it is not within the relevant powers of the RTRA 1984, or that any of the relevant requirements thereof or of any relevant regulations made thereunder has not been complied with in relation to the Orders may, within six weeks of the making of the Orders, make application for the purpose to the High Court
