THE LONDON BOROUGH OF HAVERING (TRAFFIC MOVEMENT AND SPEED LIMIT REGULATIONS) (CONSOLIDATION) (MAP BASED) – (PEDESTRIAN AND CYCLE ZONE) (AMENDMENT NO 24) ORDER 2025

1. NOTICE IS HEREBY GIVEN that on the 28th April 2025 the Council of the London Borough of Havering did make the above-mentioned Order under the Road Traffic Regulation Act 1984 as amended (making permanent the London Borough of Havering (Traffic Movement and Speed Limit Regulations) (Consolidation) (Map Based) (School Street – Mead Primary School / Oasis Academy Pinewood School / Harrow Lodge Primary School) (Experimental) – (Pedestrian and Cycle Zone) Order 2023 which will come into operation on 5th May 2025.

2. The general effect of the Order will be to;

a) Make permanent the ‘Pedestrian and Cycle’ Zones between Monday and Friday (During term times only) as follows:-

b) between 7.45am – 9.15am and 2.15pm – 3.15pm Monday to Friday (During term times only) (Permit Holders S11) on;

i) Amersham Road from its junctions with Petersfield Avenue and St Neots Road

ii) Harlesden Road from its junction with St Neots Road

iii) Harlesden Walk from its junction with Harlesden Road

iv) Harlesden Close from Harlesden Road

v) Amersham Drive from its junction with Amersham Road

vi) Waltham Close from its junction with Amersham Road

vii) Amersham Walk from its junction with Amersham Road

viii) Amersham Close from its junction with Amersham Road

c) between 8.00am – 9.00am and 2.30pm – 3.30pm Monday to Friday (During term times only) (Permit Holders S12) on; .

i) Clockhouse Lane from its junction with Firbank Road North to the boundary gate

ii) Carter Drive from its junction with Firbank Road to the boundary gate

iii) Thistledene Avenue from its junction with Carter Drive

iv) Lulworth Drive from its junctions with Firbank Road and Carter Drive

d) between 7.45am – 9.00am and 2.30pm – 3.30pm Monday to Friday (During term times only) (Permit Holders S13) on;

i) Rainsford Way from its junction with Hornchurch Road

ii) Strathmore Gardens from its junctions with Upper Rainham Road and Rainsford Way

iii) Barton Road from its junction with Albany Road

iv) Mansard Close from its junction with Saunton Road

v) Saunton Road from its junction with Chestnut Avenue

NB. Access will be permitted to qualifying School Street Permit holders only (prefix ‘s’) within the affected pedestrian and cycle zone.

3. Copies of the Orders, which will come into force on 5th May 2025, other relevant Orders, and other documents giving more detailed particulars of the Orders, can be requested by emailing Schemes@havering.gov.uk.

4. Any person wishing to question the validity of the Order or any of its provisions on the grounds that it is not within the powers of the relevant enabling Act or that a requirement of any such enabling Act or of any relevant regulations made there under has not been complied with may, within six weeks from the date on which the Order was made, make application for this purpose to the High Court.
