ELGIN AVENUE, FERNHEAD ROAD AND WALTERTON ROAD
1. NOTICE IS HEREBY GIVEN that Westminster City Council on 17th February 2025 made the following Orders under sections 6, 45, 46, 49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended:
• The City of Westminster (Loading Bays) (Amendment No. 57) Order 2025;
• The City of Westminster (Motorcycle Parking Places) (Amendment No. 140) Order 2025;
• The City of Westminster (Parking Places) (C Zone) (Amendment No. 142) Order 2025;
• The City of Westminster (Prescribed Routes) (No. 1) Traffic Order 2025; and
• The City of Westminster (Waiting and Loading Restriction) (Amendment No. 561) Order 2025.
2. The general effect of the Orders will be to:
(a) make various amendments to parking provisions and waiting and loading restrictions in Elgin Avenue, Fernhead Road and Walterton Road, as set out in the Schedule to this Notice;
(b) on Fernhead Road, introduce a prohibition of vehicles, between a point 2.2 metres north of the northernmost wall of No. 10 Fernhead Road and its junction with the north-western kerb-line of Walterton Road – the prohibition will be signed as a Pedestrian Zone with both waiting and loading restricted “at any time” throughout the zone; and
(c) on Fernhead Road and Walterton Road, introduce a prohibition of motor vehicles, except for authorised vehicles, on the lengths of road between the north-western kerb-line of Elgin Avenue and a point 18.2 metres south-west of the common boundary of Nos. 1 and 3 Walterton Road – the prohibition will be signed as a Pedestrian and Cycle Zone with both waiting and loading restricted “at any time” throughout the zone.
3. Please note the following proposals, as detailed in the Notice of Proposals published on 15th November 2023, have been abandoned:
(a) the introduction of a 20-metre goods vehicle loading bay outside No. 2 Walterton Road and Warren Court, Nos. 4-6 Walterton Road; and
(b) the introduction of two pay-by-phone parking bays outside No. 3 Walterton Road, replacing 10 metres of residents’ parking.
4. The Orders, which will come into force on 20th February 2025, and other documents giving more detailed particulars of the Orders are available for inspection until 31st March 2025 at https://westminstertransportationservices.co.uk/notices and, in person by appointment only, at Westminster City Hall, 64 Victoria Street, London, SW1E 6QP, between 9.00 a.m. and 5.00 p.m. on Mondays to Fridays (except bank / public holidays). 5. Any person desiring to question the validity of the Orders or of any provision contained therein on the grounds that it is not within the relevant powers of the Road Traffic Regulation Act 1984 or that any of the relevant requirements thereof or of any relevant regulations made thereunder have not been complied with in relation to the Orders may, within six weeks from the date on which the Orders were made, make application for the purpose to the High Court.

| (ii) midday to 6.30 p.m., Mondays to Fridays, pay-by-phone parking (maximum stay of 30 minutes, no return within 1 hour) | ||
| south-east side, outside No. 1 Walterton Road | introduce 13.6 metres of double yellow line “at any time” waiting and loading restrictions – the pay-by-phone parking bay outside this property will be removed |
