PUBLIC NOTICE FOR PROPOSED PARKING CHANGES
THE COUNCIL PROPOSES TO MAKE CHANGES TO THE FOLLOWING ORDERS UNDER THE ROAD TRAFFIC REGULATION ACT 1984 (AS AMENDED): THE TOWER HAMLETS (WAITING, LOADING AND STOPPING RESTRICTIONS) (MAP BASED) ORDER 2019, THE TOWER HAMLETS (PARKING PLACES) (MAP BASED) ORDER 2019, AND THE TOWER HAMLETS (TRAFFIC MOVEMENT AND SPEED LIMIT REGULATIONS) (MAP BASED) ORDER 2021.
1. The general effect of these proposals are as follows:
PTO 2223 – Cleveland Way:
(a) introduce a prohibition of entry for motor vehicles (except for access) in Cleveland Way from a point 14m north of the junction with Mile End Road to the junction with Vawdrey Close
PTO 2224 – Manilla Street / Byng Street / Cuba Street:
(a) Manilla Street (on both sides of Bellamy Close) – To introduce double yellow lines by replacing the following parking bays: (i) the Business permit holder and (ii) 20m of the Permit holder.
(b) Byng Street (outside no.15) - To remove 26m of Shared use (Permit / Pay by Phone) parking space and replace with double yellow lines for an off-street access.
(c) Cuba Street (opposite no. 45 to 47) – (i) To remove the no Waiting Restriction operating Mon- Fri 7.30am to 9.30am and 5pm to 7.30pm, (ii) to change the operational hours of the Shared use (Permit / Pay by Phone) parking bay from 9am – 5pm to 8.30am – 5.30pm.
PTO 2225 – Minor amendments:
(a) Leven Road (spur road) – on the east kerb, to remove 7.5m of Resident parking bay at its southern end and replace with double yellow line
(b) Leven Road – to replace with double yellow lines by: (i) North kerb side - outside Dunlip House - replacing the permit holder bay, (ii) South Kerb – immediate east of the east kerbside of Leven Road (spur road), by removing approx.5m of resident parking space, and (iii) Outside no.204 – by removing approx. 27m of resident parking space.
(c) To introduce no Loading ‘At any time’ restrictions to accompany the double yellow lines on Leven Road: (i) (spur road) East kerbside, from the jnt of Abbots Road northwards for approx. 14m, and 19.5m around the east and south (Leven Road) corner, (ii)Northside, outside Dunlip House for approx. 28m and outside Avocet house for 11m.
(d) Balladier Walk – to convert all the existing single yellow lines into double yellow lines to facilitate vehicle access and waste collections.
(e) Vyner Street (outside no.11-19) – to convert the single yellow line into double yellow line.
(f) Saunders Ness Road (outside Island Gardens) – replace 7m of double yellow line and no Loading with Bus Only parking bay to operate at any time.
(g) Salmon Lane – change single yellow line to double yellow line: (i) South side between Blount St and Rhodeswell Rd including Lowell St junction, and (ii)North side between Blount St and Eastern kerbline of Lowell St including Carr St junction.
(h) Brick Lane (outside Nos.94-96) – change the Loading Bay into Loading Only between 8.30am to 11am (20 mins no return within 1 hour) & Motorcycle Parking Only 11am to 11pm (to operate all days).
(i) Thomas More Street – (i) to convert remaining single yellow lines into double yellow lines between Nightingale House and St. Katharine’s Way, and (ii) to introduce no Loading at any time restrictions between no.31 and Stockholm Way and on the corner with St. Anthony’s Close.
(j) Three Colt Street – change 10m of single yellow line to double yellow line across the entrance to St Anne’s Church.
(k) Imperial Street (South side) – (i) to replace existing Permit holder parking bay and single yellow line with 5 No. Personalised Disabled Bays and 20m of Permit Holder parking, and (ii) Convert remaining single yellow line into double yellow lines.
(l) Imperial Street (east and west sides) – To accompany the double yellow lines, to introduce no Loading At Any Time restrictions from the junction of Hancock Road, southwards.
2. The Regulations, fees and usual exemptions imposed by the governing Traffic Management Orders would apply to the proposals referred to in paragraph 1 above.
3. A copy of each of the proposed Orders and all relevant documents can be obtained by emailing Parking.TMO@towerhamlets.gov.uk until the expiration of a period of 21 days from the date on which this notice is published.
4. Any objections or other representations about the proposed Orders should be sent by email to the above email address in paragraph 3 or in writing to Parking & Mobility Services, 585-593 Commercial Road, London E1 0HJ within 21 days from the date on which this Notice is published. All objections must specify the grounds on which they are made.
