ROAD TRAFFIC REGULATION ACT, 1984, SECTIONS 14 AND 15 AS AMENDED BY THE ROAD TRAFFIC (TEMPORARY RESTRICTIONS) ACT 1991

AND ALL OTHER ENABLING POWERS

EXTENSIONS OF EXISTING TEMPORARY PROHIBITIONS OF VEHICULAR TRAFFIC & PARKING – APSLEY ROAD AND BELFAST ROAD, SOUTH NORWOOD

1. Croydon Council, HEREBY GIVE NOTICE that the Secretary of State has issued a direction under Section 15 of the Road Traffic Regulation Act 1984 to extend the temporary prohibitions specified in this Notice for six months to allow for the introduction of experimental traffic schemes.

2. Whilst the said Order continues in force: -

A) Apsley Road will be closed to vehicular traffic (except pedal cycles) at its junction with Albert Road.

B) Belfast Road will be closed to vehicular traffic (except pedal cycles) at its junction with Albert Road.

C) The existing double yellow lines prohibiting waiting at any time at the junction of Apsley Road with Albert Road will be extended by 10 metres south-westwards to form a turning area.

D) The existing double yellow lines prohibiting waiting at any time at the junction of Belfast Road with Albert Road will be extended by 5 metres south-westwards to form a turning area.

3. The restrictions shall not apply in respect of:

(a) a vehicle being used for fire brigade, ambulance or police purposes.

(b) anything done with the permission of a police constable in uniform or a civil enforcement officer.

(c) a vehicle being used for the purposes of a statutory undertaker in an emergency, such as the loss of supplies of gas, electricity or water to premises in the area, which necessitates the bringing of vehicles into a section of road to which the order applies.

4. Whilst the closures are in place the diversion route for north-eastbound traffic will be via Sandown Road (only outside School Pedestrian Zone hours i.e., 8 - 9:30am and 2 - 4pm), Ferndale Road and Belmont Road. For south-westbound traffic the diversion route will be via Watcombe Road, Oakley Road (only outside School Pedestrian Zone hours i.e., 8 - 9:30am and 2 - 4pm) and Dundee Road. Alternatively, traffic can divert via Albert Road, Watcombe Road and Portland Road and then via either Ingatestone Road and Belfast Road or via Apsley Road.

5. The duration of the Order, which originally came into operation on 23 October 2020 and was due to expire on 23 April 2022, will be extended for six months to expire on 23 October 2022.
