THE STOPPING UP OF HIGHWAYS (LLANEDEYRN HEALTH CENTRE, CARDIFF) ORDER 202-

The Welsh Ministers propose to make an Order under section 247 of the Town and Country Planning Act 1990 (“the 1990 Act”) to authorise the stopping up of the length of highway described in Schedule 1 to this Notice. The stopping up will be authorised only in order to enable the development to be carried out in accordance with outline planning permission granted under Part 3 of the 1990 Act by the City and County of Cardiff Council on 29 August 2019 with reference number 19/01610/MJR and the approval of reserved matters granted on 23 November 2020 with reference number 20/01073/MJR described in Schedule 2 to this Notice.

The Stopping Up of Highways (Llanedeyrn Health Centre, Cardiff) Order 202- (“the Order”), if made, will cease to have effect if planning permission in respect of the development expires or is revoked.

During 28 days from 8 February 2022 copies of the draft Order and the deposited plan may be inspected free of charge during normal office hours at the Power House, Round Wood, Llanedeyrn, Cardiff CF23 9PN or may be obtained free of charge from the address below quoting reference qA1496592.

Objections, specifying the grounds on which they are made, must be sent in writing to Orders Branch, Transport, Welsh Government, Cathays Park, Cardiff CF10 3NQ or by email to TransportOrdersBranch@gov.wales by 7 March 2022.

Should you wish to object, support or make representations, the Welsh Government may need to consult with persons and organisations outside the Welsh Government. As part of the consultation process, the information you have provided and your personal data will be passed to the applicant/developer and, if necessary, to the local highway authority to enable them to respond to you. We will, however, only disclose your personal details where it is necessary to do so to address the issues raised. Where objections cannot be resolved and the Order becomes subject to a Public Inquiry (“PI”), all correspondence is copied to the Inspector of the PI and is available in the PI library when it becomes publicly available.

If you do not wish personal data to be forwarded to third parties, you should state why when submitting your correspondence and the Welsh Ministers will copy the representations to the appropriate third parties with the name and address removed and if there is to be a PI, the representations will be seen by the Inspector who may give them less weight as a result.

An irregular shaped length of highway located east of Maelfa Road and south of Round Wood, Llanedeyrn, Cardiff, leading to the entrance of the existing Llanedeyrn Health Centre, with a maximum length of 48 metres and a maximum width of 19.5 metres, shown by zebra hatching on the deposited plan.

The Development

Development of the proposed Wellbeing Hub, including replacement of existing car park, sustainable urban drainage system, landscaping works, as well as the proposed demolition of the existing health centre, provision of car parking area, replacement hard surface play area and proposed temporary car park at land adjacent to the Llanedeyrn Community Hub and Llanedeyrn Health Centre.
