THE LONDON BOROUGH OF SOUTHWARK (WAITING AND LOADING RESTRICTIONS) (AMENDMENT NO. 108) ORDER 2020

1. Southwark Council hereby GIVES NOTICE that on 30 July 2020 it has made the above orders under sections 6, 45, 46, 49, 124 and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended.

2. The effect of the orders are, in:- note: ‘permit parking places’ refer to parking for holders of valid parking permits within the Controlled Parking Zone (CPZ) listed; and ‘shared-use’ parking places’ refer to parking in which holders of a valid permit for the CPZ listed or paid ticket holders are permitted to park within the permitted hours. All measurements are in metres ‘m’ and are approximate. Parking charges are listed on www.southwark.gov.uk/parking

(a) CHURCHYARD ROW, no vehicles except pedal cycles between junctions with Brook Drive and Longville Road – physically enforceable with removable bollards at each junction;

(b) COLNBROOK STREET, to formalise two pay parking places in CPZ ‘C2’ (i) north-west side o/s St Jude’s Church and (ii) south-east side o/s No. 1 Colnbrook Street;

(c) HALF MOON LANE north-west side o/s Nos. 141 to 145 Half Moon Lane, change the operating hours of existing 'short stay' parking place to Mon – Sun between 8.30 am and 6.30 pm (max stay 30 mins and no return within 2 hrs);

(d) MUNTON ROAD, to relocate an existing solo motorcycle bay from the north side o/s Rosa Parks House to the south side o/s Victory Community Park (east of the existing permit parking bay);

(e) OPHIR TERRACE north-east side opp. Cherry Garden School remove 6.6m of existing CPZ ‘B’ permit parking (15m remains) and add new limited stay Disabled Persons’ Parking Place (DPPP) in which vehicles displaying a valid disabled persons 'blue badge' are permitted (max stay 2 hrs and no return within 30 mins);

(f) PARKERS ROW west side in CPZ ‘G’ opposite Wade House, replace a doctor's parking place which is no longer needed with permit parking (10m);

(g) TOWNLEY ROAD on both sides o/s Alleyn’s School, extend the operating hours of two existing coach only bays to operate between 8 am – 10 am and 3 pm – 6 pm);

(h) WEBBER ROW north-west side, add a new solo motorcycle parking place south of its junction with Waterloo Road (6m);

(i) WINDSOR WALK north-east side of the north-west to south-east arm, remove 29m ‘short stay’ parking o/s The Phoenix public house;

(j) WOOD’S ROAD (i) south-west side opposite Peckham Methodist Church, add new limited stay DPPP (max stay 2 hrs and no return within 30 mins) (6.6m), and (ii) relocate an existing unlimited stay DPPP 6m eastward to o/s Nos. 26 and 28 Wood’s Road – both of which may be used by vehicles displaying a valid disabled persons 'blue badge';

(k) add new or amend existing 'at any time' (AAT) waiting restrictions – double yellow lines (DYLs), in the following locations: ABBEY STREET north-west side, add at its junction with Maltby Street (23m), ALLEYN PARK (i) east side, extend DYLs either side of its junction with Little Bornes and junction with Rouse Gardens (10m either side of each junction) and (ii) on both sides, add 20m around exsting traffic islands o/s No. 23 Alleyn Park and o/s No. 27 Alleyn Park, ATHENLAY ROAD add at its junction with Kelvington Road (north-west side 13m and south-east side 18.5m), ELEPHANT LANE north-west side, o/s No. 16 Elephant Lane add 10m, FARMERS ROAD south-west side, opp. Nos. 143 to 147 Farmers Road add 21.5m, HANSLER ROAD on both sides at its junction with Lordship Lane add 4.5m per side, HILLSBORO ROAD south-west side o/s Alleyn's School reduce by 28.5m, KELVINGTON ROAD north-east side, add across junction with Athenlay Road (27m) and formalise existing DYLs in the rest of Kelvington Road, KING STAIRS CLOSE north-east side add 12m o/s No. 1 King Stairs Close, MALTBY STREET both sides at junction with Abbey Street add 17.5m per side, MUNTON ROAD south side o/s Victory Community Park reduce by 6m, OPHIR TERRACE south-west side remove 43m o/s Cherry Garden School, PIONEER STREET north-east side add 4m o/s No. 3 Pioneer Street and formalise existing waiting restrictions in the rest of Pioneer Street, STEVENSON CRESCENT on both sides add 15m per side north of its junction with Caitlin Street, TOWNLEY ROAD add on both sides o/s Alleyn’s School 28m per side, WINDSOR WALK convert all of the north-west to south-east arm to DYLs, WOOD'S ROAD (i) south-west side, opp. Peckham Methodist Church remove 6.6m and (ii) o/s John Donne Primary School add 10m on the north side and 18m on the south side, WORLINGHAM ROAD south-west and north-west side add 15m on the bend before the junction with Crawthew Grove; and

(l) add new 'at any time' (AAT) loading restrictions – double kerb blips (DKBs), in the following locations: DOVERCOURT ROAD on both sides at its junction with Townley Road (7.5m per side), DULWICH VILLAGE south-west side 15m o/s Dulwich Hamlet Junior School, GREAT SUFFOLK STREET on both sides between its junctions with Dolben Street and Lavington Street (15m per side), TOWNLEY ROAD on both sides o/s Alleyn’s School (28m per side), and WINDSOR WALK o/s The Phoenix public house (i) the north-west to south-east arm, 15m on the north-east side and 8.5m on the south-west side, (ii) the north-east to south-west arm 9m (per side).

3. 4. Any person desiring to question the validity of the orders or of any provision contained therein on the grounds that it is not within the relevant powers of the Road Traffic Regulation Act 1984 or that any of the relevant requirements thereof or of any relevant regulations made thereunder has not been complied with in relation to the orders may, within six weeks of the date on which the orders were made, make application for the purpose to the High Court.
