THE NEWHAM (WAITING AND LOADING RESTRICTION) (AMENDMENT NO. 139) ORDER 2018

1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Newham on 26 November 2018 made the above-mentioned Orders under Sections 6, 45, 46, 49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended by the Local Government Act 1985 and all other enabling powers.

2. Stratford Central CPZ. The general effect of the Newham (Stratford) (Parking Places) (No. 1, 2014) (Amendment No. 14) Order 2018 will be to introduce 2 hour ‘shared use’ (permit holder and pay and display) parking places in Bow Street E15, on the north-west side, outside Flats 1 to 23, No. 1 Bow Street, at the rear of Nos. 10 to 14 Buxton Road E15 and in Maryland Square, on the south-east side, adjacent to the St. Francis Roman Catholic playing fields to replace the current lengths of yellow line waiting restrictions.

3. Canning Town CPZ. The general effect of the Newham (Canning Town) (Parking Places) (No. 1, 2017) (Amendment No. 2) Order 2018 and the Newham (Canning Town) (Disabled Resident Parking Places) (No. 1, 2017) (Amendment No. 2) Order 2018 will be:

(a) to extend the permit holder parking place located on the north-west side of Butchers Road, outside Nos. 178 and 198, by 4.4 metres in a north-eastward direction;

(b) to convert the permit holder parking places on the east side of St. Luke’s Square, adjacent to St. Luke’s Community Centre, to 2 hour ‘shared use’ (permit holder and cashless) parking places;

(c) to shorten a length of 30 minute ‘shared use’ (permit holder and cashless) parking place on the north side of Fife Road, opposite Nos. 42 to 68;

(d) to introduce new permit holder parking places in the east to west arm of Hammersley Road E16 on the north side, outside the Energy Centre and Nos. 49 to 153 Pioneer Court, Hammersley Road; and

(e) to introduce a new disabled resident parking place in Hammersley Road E16 in its east to west arm, on the north side, outside Nos. 49 to 153 Pioneer Court in which vehicles used by residents who meet the Council’s current criteria for provision of disabled persons’ parking places and display a valid disabled resident permit may be left without time limit.

4. Little Ilford CPZ. The general effect of the Newham (Little Ilford) (Parking Places) (Special Parking Area) (No. 1, 2002) (Amendment No. 14) Order 2018 and the Newham (Little Ilford) (Disabled Resident Parking Places) (Special Parking Area) (No. 1, 2005) (Amendment No. 10) Order 2018 will be to remove the disabled resident parking place opposite No. 88 Dersingham Avenue and extend the adjacent permit holder parking place northward to replace the redundant disabled resident parking place.

5. East Ham South West CPZ. The general effect of the Newham (East Ham South West) (Parking Places) (No. 1, 2017) (Amendment No. 2) Order 2018 will be:

(a) to convert existing permit holder parking places to 2 hour ‘shared use’ (permit holder and cashless) parking places in Masterman Road, on its south-east side, adjacent to the factory at No. 120 High Street South; in Marlow Road, on its north-west side, adjacent to Nos. 140, 140a and 140b High Street South and on its south-east side, adjacent to Nos. 142 and 142a High Street South; and in Hollington Road, on its south-east side, adjacent to No. 162 High Street South;

(b) to install a new 2 hour ‘shared use’ (permit holder and cashless) parking place in Masterman Road, on the north-west side, adjacent to Nos. 180 and 180a Masterman Road; and

(c) extend the length of the 2 hour ‘shared use’ (permit holder and cashless) parking place in Hollington Road, on the north-west side, adjacent to No. 160 High Street South for a further 10 metres north-eastward.

6. Plaistow South CPZ. The general effect of the Newham (Plaistow South) (Parking Places) (No. 1, 2017) (Amendment No. 2) Order 2018 will be:

(a) to remove the ambulance keep clear access markings on the north-west side of Nile Road, outside Edwin House and Nos. 22 to 32 Nile Road, and replace them with permit holder parking places; and

(b) to remove the ambulance keep clear access markings in Samson Street, on its north-east side, between its junctions with Nile Road and Old Street and extend the permit holder parking places to replace them.

7. Market Street CPZ. The general effect of the Newham (Market Street) (Disabled Resident Parking Places) (No. 1, 2012) (Amendment No. 12) Order 2018 will be to introduce a new disabled resident parking place in Dukes Court, Barking Road E6, opposite Nos. 22 to 26 Dukes Court in which vehicles used by residents who meet the Council’s current criteria for provision of disabled persons’ parking places and display a valid disabled resident permit may be left without time limit.

8. Upton Park CPZ. The general effect of the Newham (Upton Park) (Parking Places) (Special Parking Area) (No. 1, 2004) (Amendment No. 30) Order 2018 will be to introduce a permit holder parking place in the carriageway surrounding Austin Court, on the south-west side.

9. The general effect of the Newham (Waiting and Loading Restriction) (Amendment No. 139) Order 2018 will be:

(a) to shorten lengths of at ‘any time’ double yellow line waiting restrictions by 10 metres in Masterman Road, on the north-west side, and in Hollington Road, on the north-west side, near to their junctions with High Street South and in Wilkinson Road;

(b) to extend the operational hours of existing waiting restrictions or introduce new double yellow line waiting restrictions applying at any time in the lengths of roads specified in the Schedule to this notice;

(c) to amend the descriptions of the items for Abbey Road, Peto Street North, Caxton Street North, George Street and Fen Street in the Schedules to that Order to reflect what is currently on the ground;

(d) to introduce waiting restrictions in Sebert Road (i) the north side, between the western wall of No. 2 Ridley Road and its eastern extremity and (ii) the south side, between a point 7.5 metres west of Nos. 240 and 242 Sebert Road and its eastern extremity. The waiting restrictions (single yellow lines) will operate on Monday to Saturday from 8am to 6.30pm; and

(e) to introduce any time loading restrictions in Salway Road E15, on the east side of its junction with Theatre Square.

10. Copies of the Orders, which will come into force on 10 December 2018, and documents giving more detailed particulars of the Orders are available for inspection during normal office hours on Monday to Friday inclusive at Newham Dockside, 1000 Dockside Road E16 2QU for a period of six weeks from the date on which the Orders were made.

11. If any person wishes to question the validity of the Orders or of any of their provisions on the grounds that it or they are not within the powers conferred by the Act, or that any requirement of the Act or of any instrument made under the Act has not been complied with, that person may, within six weeks from the date on which the Order is made, apply for the purpose to the High Court.

NO WAITING AT ANY TIME

(i) Austin Court E6, the carriageway on the north-east and north-west sides, except for lengths of parking places;

(ii) Bow Street E15, the north-west side, except for lengths of parking places;

(iii) Maryland Park E15, the south-west and south-east sides, from a point 5.5 metres south-east of its north-westernmost kerb-line to its junction with Maryland Square, except for lengths of parking place; and the north-east and north-west sides, between the common boundary of Nos. 56 and 58 Maryland Park and a point 7.8 metres north-east of the north-eastern kerb-line of Maryland Park;

(iv) Maryland Square E15, the south-east side, from its junction with Maryland Park to a point 2 metres west of the common boundary of Nos. 63 and 65 Maryland Square;

(v) Butchers Road E16, the north-west side, outside Nos. 176/196 and 198 Butchers Road;

(vi) Dersingham Avenue E12, the east side, opposite the junction with Wolferton Road;

(viii) Fife Road E16, the north side, extending the existing restrictions a further 12.3 metres east of the eastern kerb-line of Edwin Street, opposite Nos. 42 to 46 and Nos. 60 to 64 Fife Road;

(ix) Forest Side E7, the east side and the west side, from a point 1.7 metres south of a point opposite the northern wall of No. 7 Forest Side to the southernmost extremity of Forest Side;

(x) Nile Road E13, the north-west side, opposite Nos. 5 to 7 Nile Road;

(xi) Biggerstaff Road E15, the south-east to north-west arm, on the north-east side, its north-western extremity and on the south-west side, opposite Nos. 1 to 7 Biggerstaff Road;

(xii) Stock Street E13, the north side, outside Nos. 31 to 39 Stock Street;

(xiii) Birch Close E16, on the east side, outside Nos. 2 to 8 and on the west side, outside Nos. 10 to 16;

(xiv) Hammersley Road E16, throughout its east to west arm, except for lengths of parking places;

(xv) William Morley Close, the north-east to south-west arm lying in front of Nos. 70 to 80 William Morley Close, the north-eastern extremity. Waiting restrictions measuring approximately 14.5 metres will be installed outside the gates to Priory Park; and

(xvi) across the railway bridges in Carter Road, E13, Grangewood Street, E6, Maryland Point E15 and Woodgrange Road E7, between its junctions with Forest Lane and Hampton Road.
