  • 1 NOTICE IS HEREBY GIVEN that the Council of the London Borough of Brent propose to make the above mentioned Orders under sections 6, 45, 46, 49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended by section 8 of and Part 1 of Schedule 5 to the Local Government Act 1985, the Parking Acts of 1986 and 1989 and the Traffic Management Act 2004.
  • 2 The general effect of the ‘Disabled Persons Parking Places’ Order would be to:—
    • a designate parking places in certain lengths of the streets specified in Schedule 1 to this Notice in which vehicles authorised by the Order may be left for any period without charge;
    • b provide that the parking places would operate “at any time”;
    • c specify, in respect of the parking places, that disabled persons’ vehicles displaying in the relevant position a disabled person’s badge (commonly referred to as “the Blue Badge”) issued by any local authority under the provisions of the Disabled Persons (Badges for Motor Vehicles) (England) Regulations 2000 may be left therein;
    • d provide that certain vehicles may wait in the parking places in certain circumstances, e.g., to allow persons to board or alight (maximum 2 minutes), to load or unload (maximum 20 minutes), etc;
    • e make minor drafting amendments to the existing Disabled Persons Parking Places in Coronet Parade, Ealing Road and Ealing Road.
  • 3 The general effect of the ‘Parking Places (No. 3, 1997).’ Order would be to revoke the existing pay and display (four hours) parking places in Coronet Parade, Ealing Road and re-designate them in the ‘Parking Places (No. 2, 1999)’ Order as pay and display (two hours) parking places.
  • 4 The general effect of the ‘Parking Places (No. 2, 1999)’ Order would be to:—
    • a re-designate pay and display parking places that would operate between 8.00 a.m. and 6.30 p.m. Mondays to Saturdays inclusive, in the lengths of streets specified in Schedule 2 to this Notice;
    • b designate pay and display parking places that would operate between 8.00 a.m. and 6.30 p.m. Mondays to Saturdays inclusive, in the lengths of street specified in Schedule 3 to this Notice;
    • c specify that:—
      • i each parking place may be used, subject to the provisions of the Order, for the leaving during the permitted hours of such vehicles as are passenger vehicles, goods carrying vehicles, or invalid carriages displaying a valid parking ticket or for which payment has been made using the “pay by phone” system. Motor cycles park free;
      • ii the maximum parking period for which a vehicle, displaying a valid parking ticket may be left during the permitted hours in the parking places specified in Schedules 2 and 3 to this Notice would be 2 hours;
      • iii the charge for short term parking in the parking places specified in Schedules 2 and 3 to this Notice would be:—
      ii the maximum parking period for which a vehicle, displaying a valid parking ticket may be left during the permitted hours in the parking places specified in Schedules 2 and 3 to this Notice would be 2 hours; iii the charge for short term parking in the parking places specified in Schedules 2 and 3 to this Notice would be:—
    • a for payment by phone - 20 pence for each 6 minutes (short stay up to 15 minutes would be charged at 20 pence only), £1-00 for 30 minutes, £2-00 for 60 minutes and £4-00 for 120 minutes;
    • b for payment other than by phone - 20 pence for each 6 minutes (short stay up to 15 minutes would be charged at 20 pence only), £1-50 for 30 minutes, £2-50 for 60 minutes and £4-50 for 120 minutes, the tickets for which would be issued by pay and display machines. There would be a 50 pence supplementary charge for cash payments (excluding short stay up to 15 minutes);
    • c the interval before a vehicle may again be left in a parking place after the expiration of the period for which a parking charge was incurred would be 2 hours.
  • 5 The general effect of the ‘Parking Places (No. 3, 1999’ Order would be to:—
    • a designate parking places that would operate between 8.00 a.m. and 9.00 p.m., in the length of street specified in Schedule 4 to this Notice;
    • b specify that:—
      • i each parking place may be used, subject to the provisions of the Order, for the leaving during the permitted hours of such vehicles as are passenger vehicles, goods carrying vehicles or invalid carriages displaying a valid permit or parking ticket. Motor cycles park free;
      • ii the maximum parking period for which a vehicle, displaying a valid parking ticket or for which payment has been made using the “pay by phone” system may be left during the permitted hours in the parking places specified in Schedule 4 to this Notice would be 2 hours;
      • iii the charge for short term parking in the parking places specified in Schedule 4 to this Notice would be:—
      ii the maximum parking period for which a vehicle, displaying a valid parking ticket or for which payment has been made using the “pay by phone” system may be left during the permitted hours in the parking places specified in Schedule 4 to this Notice would be 2 hours; iii the charge for short term parking in the parking places specified in Schedule 4 to this Notice would be:—
    • a for payment by phone - 20 pence for each 6 minutes (short stay up to 15 minutes would be charged at 20 pence only), £1-00 for 30 minutes, £2-00 for 60 minutes and £4-00 for 120 minutes;
    • b for payment other than by phone - 20 pence for each 6 minutes (short stay up to 15 minutes would be charged at 20 pence only), £1-50 for 30 minutes, £2-50 for 60 minutes and £4-50 for 120 minutes, the tickets for which would be issued by pay and display machines. There would be a 50 pence supplementary charge for cash payments (excluding short stay up to 15 minutes);

(iv) the interval before a vehicle may again be left in a parking place after the expiration of the period for which a parking charge was incurred would be 2 hours;

(v) any resident whose usual place of abode is in any street specified in Schedule 5 to this Notice may apply to the Council for the issue of a residents permit valid for use in the parking places specified in Schedule 4 to this Notice;

(vi) a maximum of 3 permits per residential postal address would be issued by the Council or its agents, to persons whose usual place of abode is in any street specified in Schedule 5 to this Notice. The charge would be based on a carbon dioxide emissions based sliding charge for passenger vehicles registered on or after 1st March 2001 and on engine size based sliding charge for passenger vehicles registered before 1st March 2001 and qualifying goods carrying vehicles, as specified in Schedule 6 to this Notice. Fully electric vehicles would fall under Band 1;

(vii) car club cars displaying a car club all zone permit would be permitted to park in any permit parking place;

(viii) any resident whose usual place of abode is in any street or part of street specified in Schedule 5 to this Notice may apply to the Council for the issue of a household visitor permit valid for use in the street for which it is issued for the period between 8.00 a.m. and 9.00 p.m. The charge would be based on a carbon dioxide emissions based sliding charge for passenger vehicles registered on or after 1st March 2001 and on engine size based sliding charge for passenger vehicles registered before 1st March 2001 and qualifying goods carrying vehicles, as specified in Schedule 7 to this Notice;

(xiv) any resident whose usual place of abode is in any street or part of street specified in Schedule 5 to this Notice may apply to the Council for the issue of visitor’s e-permits valid for the period between 8.00 a.m. and 9.00 p.m., at a cost of one pound and fifty pence per permit per day of use. No refunds would be made;

(x) permits issued by the Council to essential users or key workers would be valid for use in all the parking bays provided for resident and business users in the E zone. The charge for an essential user permit would be £130 and the charge for a special permit would be £160 per annum;

(xi) any resident of a “car free” development as defined in a section 106 agreement made under the Town and Country Planning Act 1990 would not be eligible for a residents permits in the E zone.

  • c make minor drafting amendments to the existing shared use parking places in Ealing Road to reflect the current layout.
  • 6 The general effect of the ‘Goods Vehicles Free Loading Places’ Orders would be to:—
    • a designate a free loading place in the length of street specified in Schedule 8 to this Notice to operate at any time;
    • b specify that goods carrying vehicles constructed or adapted for use for the carriage of goods or burden of any description and is not drawing a trailer, may be used, subject to the provisions of the Order, for the purpose of continuous loading and unloading during the permitted hours;
    • c make minor drafting amendments to the existing loading places in Ealing Road to reflect the current layout.
  • 7 The general effect of the ‘Prescribed Routes’ Order would be to introduce the one-way working in Coronet Parade, Ealing Road, between the south-eastern kerb-line of Union Road and the north-eastern kerb-line of Ealing Road (from south-east to north-west).
  • 8 The general effect of the Wembley Stadium Area ‘Waiting and Loading Restriction in Zones Amendment’ Order would be to amend the Brent (Wembley Stadium Area Waiting and Loading Restriction in Zones) Order, accordingly after the introduction of the at any time waiting restriction in certain lengths of Ealing Road specified in Schedule 9 to this Notice.
  • 9 The general effect of the ‘Waiting and Loading Restriction’ Order would be to further amend the Brent (Waiting and Loading Restriction) Order 1979, so that:—
    • a waiting by vehicles (otherwise than for the purpose of delivering or collecting goods or loading or unloading a vehicle) would be prohibited at any time in the lengths of streets specified in Schedule 9 to this Notice;
    • b waiting by vehicles (for the purpose of delivering or collecting goods or loading or unloading a vehicle) would be prohibited at any time in the lengths of streets specified in Schedule 10 to this Notice and between 8a.m. and 9.30 a.m. and between 4.30 p.m. and 6.30 p.m. throughout the week in the lengths of streets specified in Schedule 11 to this Notice;
    • c waiting by vehicles for the purpose of delivering or collecting goods or loading or unloading a vehicle for a period of more than 40 minutes in the same place would be prohibited throughout the week in the lengths of streets specified in Schedule 9 to this Notice and between 8a.m. and 9.30 a.m. and between 4.30 p.m. and 6.30 p.m. throughout the week in the lengths of streets specified in Schedule 11 to this Notice;
    • d the sale or offer for sale of goods from a vehicle would be prohibited (except on Sundays in the lengths of streets specified in Schedules 9, 10 and 11 to this Notice) unless there is in force a valid licence issued by the Brent Borough Council or the goods are immediately taken into or delivered at premises adjacent to the vehicle from which the sale is effected;
    • e the use of any vehicle or of any animal or the wearing of fancy dress or other costume, wholly or mainly for the purpose of advertising would be prohibited in the lengths of streets specified in Schedules 9, 10 and 11 to this Notice;
    • f any existing prohibition on the waiting by vehicles, the sale or offer for sale of goods from a vehicle or the use of any vehicle or animal or the wearing of fancy dress or other costume wholly or mainly for the purpose of advertising in the lengths of streets specified in Schedules 9, 10 and 11 to this Notice would be revoked.
    • g to make minor drafting amendments to the existing waiting, loading and unloading restrictions in certain lengths of Ealing Road to reflect the current layout.
  • 10 The prohibitions referred to in sub-paragraph 9(a) (b) and (c) above would not apply in respect of anything done with the permission or at the direction of a police constable in uniform or in certain circumstances, e.g., the picking up or setting down of passengers; the carrying out of statutory powers or duties; the taking in of petrol, etc., from roadside petrol stations; to licensed street traders, etc. The usual exemption relating to vehicles displaying a disabled person’s “Blue Badge” would apply.
  • 11 A copy of the proposed Orders, of relevant Orders of 1979, 1997, 1999, 2003 and 2012 (and of the Orders which have amended those Orders) of the Council’s statement of reasons for proposing to make the Orders and of maps which indicate each length of road to which the Orders relate can be inspected during normal office hours on Mondays to Fridays inclusive until the end of a period of 6 weeks from the date on which the Orders are made or the Council decides not to make the Orders at Brent Customer Services, Brent Civic Centre, Engineers Way, Wembley, Middlesex, HA9 0FJ.

  • 13 Persons desiring to make representations or to object to any of the proposed Orders should send a statement in writing of their representations or objections, and the grounds thereof, to the Head of Transportation, Transportation Service, 5th Floor North Wing, Brent Civic Centre, Engineers Way, Wembley, Middlesex, HA9 0FJ, quoting the reference TO/02/177/EAM, to arrive no later than 21 days from the date of publication of this notice.
