DEVELOPMENT CONSENT ORDER FOR A30 TEMPLE TO HIGHER CARBLAKE IMPROVEMENT, CORNWALL.

NOTICE PUBLICISING A PROPOSED APPLICATION FOR A DEVELOPMENT CONSENT ORDER (“DCO”)

Notice is hereby given that Cornwall Council (the “Applicant”) of County Hall, Treyew Road, Truro, Cornwall, TR1 3AY proposes to apply to the Planning Inspectorate (the “Inspectorate”) under section 37 of The Planning Act 2008 for the above-mentioned development consent order (the “Application”).

The Application relates to the upgrading of a 4.5km stretch of single carriageway of the A30 Trunk Road to Dual Carriageway standard between Temple and Higher Carblake (“the Project”), linking the two existing stretches of dual carriageway road.

The proposed DCO will, amongst other things, authorise:

  • 1 Construction of a 4.5km, two lane all purpose dual carriageway to link to the existing dual carriageways on the A30 at either end;
  • 2 Construction of slip roads and new highways to connect the above mentioned highway to the existing highway network;
  • 3 Construction of grade separated junctions with over bridges to ensure connectivity to all directions for the existing highway network;
  • 4 Improvement, alteration, diversion and stopping up of lengths of existing highways and Public Rights of Ways in the vicinity of the route;
  • 5 Stopping up of private means of access and creating of new private means of access to premises and farm land at various locations in the vicinity of the route;
  • 6 Construction of a new culvert to replace the existing drainage pipe crossing the A30;
  • 7 Installation of new cattle grids;
  • 8 The carrying out of drainage works and attenuation ponds in connection with the construction of highways / provision of new means of access;
  • 9 The compulsory acquisition of land and / or rights for the Project;
  • 10 The temporary use of land for the carrying out of the authorised Project and maintaining the authorised Project;
  • 11 The provision of replacement land in exchange for common land;
  • 12 The application and / or disapplication of legislation relating to the project;
  • 13 Such ancillary, incidental and consequential provisions, permits or consents as are necessary and / or convenient.

The Project is an Environmental Impact Assessment development. Accordingly, the Applicant will be making Preliminary Environmental Information (PEI) available during the consultation period. The Applicant is consulting on its proposals for the Project. The following documents may be inspected free of charge from 20 May 2013 to 19 June 2013 at the listed council offices and during the hours set out below:

  • 5 Preliminary Environmental Information Report

Copies have been provided to the following Parish Councils: Cardinham, Blisland, Helland, St Neot, and Warleggan. Please contact the Parish Clerk, Cornwall Council or visit the Council’s website for further details. Electronic copies of the information can be provided by email free of charge or on CD at a cost of £5, but for paper copies there will be a charge of £20 for each drawing and £50 for each document.

The documents referred to above will also be available free of charge from 20 May 2013 on www.cornwall.gov.uk/majorschemes which also contains detailed information on the Project including the consultation documentation.

Any response or representation in respect of the proposed development consent order must be (i) received on or before 19 June 2013, (ii) be made in writing, (iii) state the grounds of the response or representation and (iv) give an address to which correspondence relating to the response or representation may be sent. Responses may be made public, although personal information will be removed.
