THE CITY OF WESTMINSTER (WAITING AND LOADING RESTRICTION) (AMENDMENT NO. 26) ORDER 2012

  • 1 NOTICE IS HEREBY GIVEN that Westminster City Council on 25th June 2012 made the above Orders under sections 6, 45, 46, 49 and 124 of, and Part IV of Schedule 9 to, the Road Traffic Regulation Act 1984, as amended.
  • 2 The general effect of the Orders will be in:
    • a Arlington Street, to introduce ‘at any time’ loading/unloading restrictionson the north-east side (outside Nos. 1 to 3) and on the south-east side (adjacent to the ‘Ritz Hotel’ No. 150 Piccadilly);
    • b Cockspur Street, to introduce ‘at any time’ loading/unloading restrictionsoutside Nos. 14 to 16;
    • c Haymarket, to introduce ‘at any time’ loading/unloading restrictionsat its junctions with Pall Mall and Pall Mall East;
    • d Jermyn Street :—
      • i To remove loading restrictions (operating between 8.30 a.m. and midnight throughout the week) on the south-east side,between its junctions with Regent Street and St. Alban’s Street; and
      • ii to introduce ‘at any time’ loading/unloading restrictionson the south-east side, at its junction with St. Alban’s Street;
      ii to introduce ‘at any time’ loading/unloading restrictionson the south-east side, at its junction with St. Alban’s Street;
    • e Pall Mall, to introduce ‘at any time’ loading/unloading restrictions on the north-west side, adjacent to ‘New Zealand House’ No. 80 Haymarket, and on the south-east side, outside Nos. 120 to 125;
    • f Piccadilly :—
      • i to introduce a taxi rank clearway on the south-east side, outside Nos. 187 to 189, with a nominal capacity of 3 vehicles where ‘no stopping is permitted at any time’ except for licensed taxis
      • ii to introduce ‘at any time’ loading/unloading restrictions on the south-east side outside Nos. 200 to 203; and
      • iii to remove ‘at any time’ loading/unloading restrictions in Piccadilly on the south-east side outside Nos. 210 to 217;
      ii to introduce ‘at any time’ loading/unloading restrictions on the south-east side outside Nos. 200 to 203; and iii to remove ‘at any time’ loading/unloading restrictions in Piccadilly on the south-east side outside Nos. 210 to 217;
    • g St. James’s Street :—
      • i to remove a loading bay from the south-west side outside No. 54;
      • ii to remove a ‘pay by phone’ parking place outside No. 78;
      • iii to extend and convert an existing residents’ parking place outside Nos. 28 to 30 to shared use operation (‘residents’ and pay by phone’ parking);
      • iv to convert an existing ‘pay by phone’ parking place outside Nos. 23/24 and 26 to shared use operation (‘residents’ and pay by phone’ parking)
      • v to reduce the length of the taxi ranks located in the centre of the carriageway;
      • vi to introduce ‘at any time’ waiting restrictions on the north-east side, outside Nos. 34/35; Nos. 30 to 32; and ‘Boodles’ No. 28; and
      • vii to introduce ‘at any time’ loading/unloading restrictions on the north-east side, outside Nos. 34 and 35, and on the south-west side, outside Nos. 71 to 78.
      ii to remove a ‘pay by phone’ parking place outside No. 78; iii to extend and convert an existing residents’ parking place outside Nos. 28 to 30 to shared use operation (‘residents’ and pay by phone’ parking); iv to convert an existing ‘pay by phone’ parking place outside Nos. 23/24 and 26 to shared use operation (‘residents’ and pay by phone’ parking) v to reduce the length of the taxi ranks located in the centre of the carriageway; vi to introduce ‘at any time’ waiting restrictions on the north-east side, outside Nos. 34/35; Nos. 30 to 32; and ‘Boodles’ No. 28; and vii to introduce ‘at any time’ loading/unloading restrictions on the north-east side, outside Nos. 34 and 35, and on the south-west side, outside Nos. 71 to 78.
  • 3 The Orders also correct anomalies between on-street markings and current Traffic Orders.
  • 4 The Orders, which will come into force on 30th June 2012, and other documents giving more detailed particulars of the Orders are available for inspection until 6th August 2012 between 9 a.m. and 5 p.m. on Mondays to Fridays inclusive at West One, 10th Floor, Westminster City Hall, 64 Victoria Street, London, SW1E 6QP.
  • 5 Any person desiring to question the validity of the Orders or of any provision contained therein on the grounds that it is not within the relevant powers of the Road Traffic Regulation Act 1984 or that any relevant requirements thereof or any relevant regulations made thereunder has not been complied with in relation to the Orders may, within six weeks from the date on which the Orders were made make application for the purpose to the High Court.
