THE BRENT (WEMBLEY STADIUM AREA) (PARKING PLACES) (NO. 1, 2012) (AMENDMENT NO. 4) ORDER 2012

  • 1 NOTICE IS HEREBY GIVEN that the Council of the London Borough of Brent on 25 June 2012 made the above-mentioned Orders under sections 6, 45, 46, 49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended by section 8 of and Part 1 of Schedule 5 to the Local Government Act 1985, the Parking Acts of 1986 and 1989 and the Traffic Management Act 2004.
  • 2 The general effect of the ‘Waiting and Loading Restrictions’ Order will be further to amend the Brent (Waiting and Loading Restriction) Order 1979, so that:—
    • a waiting by vehicles (otherwise than for the purpose of delivering or collecting goods or loading or unloading a vehicle) will be prohibited at any time in the lengths of streets specified in Schedule 1 to this Notice;
    • b the existing prohibition on the waiting by vehicles at any time would be revoked in the length of street specified in Schedule 2 to this Notice;
    • c waiting by vehicles for the purpose of delivering or collecting goods or loading or unloading a vehicle for a period of more than 20 minutes in the same place will be prohibited between 11.00 a.m. and 6.30 p.m. throughout the week in the lengths of streets specified in Schedule 1 to this Notice;
    • d the sale or offer for sale of goods from a vehicle will be prohibited (except on Sundays in the lengths of streets specified in the Schedule 1 to this Order) unless there is in force a valid licence issued by the Brent Borough Council or the goods are immediately taken into or delivered at premises adjacent to the vehicle from which the sale is effected;
    • e the use of any vehicle or of any animal or the wearing of fancy dress or other costume, wholly or mainly for the purpose of advertising will be prohibited;
    • f any existing prohibition on the waiting by vehicles, the sale or offer for sale of goods from a vehicle or the use of any vehicle or animal or the wearing of fancy dress or other costume wholly or mainly for the purpose of advertising in the lengths of streets specified in Schedule 1 to this Notice will be revoked.
  • 3 The prohibitions referred to in sub-paragraph 2(a) above will not apply in respect of anything done with the permission or at the direction of a police constable in uniform or in certain circumstances, e.g., the picking up or setting down of passengers; the carrying out of statutory powers or duties; the taking in of petrol, etc., from roadside petrol stations; to licensed street traders, etc. The usual exemption relating to vehicles displaying a disabled person’s “Blue Badge” will apply.
  • 4 The general effect of the ‘Parking Places Amendment’ Order will be to shorten by 1.00 metre in length the existing Wembley Event Day parking place on the west side of Blenheim Gardens outside No. 24 East Lane.
  • 5 A copy of each of the Orders, which will come into operation on 9 July 2012, of maps of the relevant areas and of the above-mentioned Orders of 1979 and 2012 (and any other amending Orders that amend those Orders) can be inspected during normal office hours on Mondays to Fridays inclusive until the end of six weeks from the date on which the Orders were made at:—
    • a The One Stop Local Office, Brent Town Hall, Forty Lane, Wembley, Middx, HA9 9HX; and
    • b The One Stop Local Office, Brent House, 349-357 High Road, Wembley, Middx, HA9 6BZ.
  • 6 Copies of the Orders may be purchased from the address mentioned in paragraph 5(b) above.
  • 7 Any person desiring to question the validity of either of the Orders or of any provision contained therein on the grounds that it is not within the relevant powers of the Road Traffic Regulation Act 1984 or that any of the relevant requirements thereof or of any relevant regulations made thereunder has not been complied with in relation to either of the Orders may, within six weeks of the date on which the Orders were made, make application for the purpose to the High Court.

SCHEDULE 1

Waiting restrictions (At any time)

Boycroft Avenue

  • a the north-west side, between a point opposite the common boundary of Nos. 5 and 7 Boycroft Avenue and the north-eastern kerb-line of the north to south arm of Boycroft Avenue;
  • b the north-east side, between a point 3.70 metres north-west of a point opposite the common boundary of Nos. 23 and 25 Boycroft Avenue and the north-western kerb-line of the east to west arm of Boycroft Avenue.

Blenheim Gardens, Wembley

  • a the north-west side, between a point 10.00 metres north-east of the north-western kerb-line of East Lane and a point 24.20 metres south-west of a point opposite the party wall of Nos. 49 and 50 Blenheim Gardens, Wembley;
  • b the south-east side, between a point 10.00 metres north-east of the north-western kerb-line of East Lane and a point 18.00 metres south-west of a point opposite the party wall of Nos. 1 and 2 Blenheim Gardens, Wembley.

Donnington Road, Kenton

the south-west side, between a point opposite the common boundary of Nos. 55 and 57 Donnington Road and a point 6.50 metres south-east of a point opposite the party wall of Nos. 38 and 40 Donnington Road.

Drayton Waye

between the south-western kerb-line of Upton Gardens and a point 3.00 metres south-west of that kerb-line.

Ilmington Road

between the south-western kerb-line of Donnington Road and a point 11.00 metres north-east of a point opposite the party wall of Nos. 31 and 33 Ilmington Road.

Kingsbury Road

north-east, between a point 1.70 metres south-east of the south-eastern kerb-line of Valley Drive and a point 7.00 metres north-west of the north-western kerb-line of Valley Drive.

The service road lying at the rear of Nos. 1 to 18 Grand Parade, Forty Avenue

the south-west side, between the north-western kerb-line of Barn Hill and a point 16.00 metres north-west of that kerb-line.

Upton Gardens

the south-west side, between a point 6.00 metres north-west of the north-western kerb-line of Drayton Waye and a point 5.00 metres south-east of the south-eastern kerb-line of Drayton Waye.

Wellacre Road

the north-west side, between a point opposite the south-western boundary of No. 20 Wellacre Road and a point 3.50 metres south-west of a point opposite the common boundary of Nos. 10 and 12 Wellacre Road.

Wyld Way

the south-east side, between a point 2.70 metres north-east of a point opposite the south-western wall of No. 5 Wyld Way and a point opposite the south-western wall of No. 9 Wyld Way.
