THE BROMLEY (WAITING AND LOADING RESTRICTION) ORDER 2003 (AMENDMENT NO. 119) ORDER 2012.

(BECKENHAM AREA)

NOTICE IS HEREBY GIVEN that the Council of the London Borough of Bromley on 14th June 2012 made the above-mentioned Orders under Sections 6, 45, 46, 47, 49 and 124 of and Part IV of Schedule 9 of the Road Traffic Regulation Act 1984, as amended by Section 8 of and Part 1 of Schedule 5 to the Local Government Act 1985, and of all other powers thereunto enabling, which will come into operation on 2nd July 2012.

The effect of the Orders would be to:

  • a introduce Pay & Display and resident parking places as specified in the Schedule to this notice;
  • b introduce waiting restrictions as specified in the Schedule to this notice;
  • c the existing waiting restrictions in Bevington Road, Downs Road and Manor Grove at the junction with Manor Road be removed and replaced with ‘At Any Time’ waiting restrictions as specified in the Schedule to this notice.

A copy of the Orders may be inspected during normal office hours on Mondays to Fridays at the Bromley Civic Centre, Stockwell Close, Bromley, Kent until the expiration of a period of 6 weeks from the date of making the Orders.

ANY person wishing to question the validity of the Orders or of any of their provisions on the grounds that it is not within the powers of the relevant enabling Act or that any requirement of any such enabling Act or of any relevant regulations made thereunder has not been complied with, may within 6 weeks from the date on which the Orders were made, make application for the purpose to the High Court.

Schedule:

RESIDENTS PERMIT PARKING PLACES

Permit holders only between 8.30am and 8.00pm on Mondays to Sundays inclusive:

BEVINGTON ROAD, Beckenham, (a) the west side, from a point 3m north of the party wall of Nos. 2 & 4 southwards to a point 4m south of the party wall of Nos. 14 & 16 (approx 9 parking spaces); (b) the east side, from a point 4m south of the northern boundary of No. 1 southwards to its extremity (approx 10 parking spaces).

BURNHILL ROAD, Beckenham, the north side, (i) from the western boundary of No. 27 eastwards to a point 3m west of the south western kerbline of Kelsey Park Road (approx 13 parking spaces); (ii) from a point 2m west of the eastern boundary of No. 28 westwards for a distance of 41m (approx 8 parking spaces).

KELSEY PARK ROAD, Beckenham, (a) the north east side, (i) from a point 2m north west of the south eastern flank wall of No. 13 north westwards for a distance of 11m (approx 2 parking spaces); (ii) from a point 2m south east of the north western flank wall of No. 15 south eastwards for a distance of 7m (2 parking spaces); (iii) from a point 1m south east of the north western flank wall of No. 19 south eastwards to a point 9m south east of the party wall of Nos. 27 & 29 (approx 9 parking spaces); (iv) from a point 1m south east of the south eastern boundary of No. 29 south eastwards for a distance of 29m (approx 6 parking spaces); (b) the south west side, (i) from a point 3m north west of the party wall of Nos. 4 & 6 south eastwards for a distance of 10m (2 parking spaces); (ii) from a point 4m south east of the common boundary of Nos. 6 & 8 south eastwards to a point 7m south east of the party wall of Nos. 12 & 14 (approx 5 parking spaces).

LEA ROAD, Beckenham, the south side, from a point 1m west of the party wall of Nos. 12 & 13 westwards for a distance of 32m (approx 6 parking spaces).

STANMORE TERRACE, Beckenham, (a) the south east side, from the south western boundary of No. 7 north eastwards to a point 6m south west of the south western kerbline of Kelsey Park Road (approx 6 parking spaces); (b) the north west side, from the northern kerbline of Lea Road north eastwards to a point 3m north east of the party wall of Nos. 1 & 2 (approx 5 parking spaces).

Permit holders only between 8.30am and 8.00pm on Mondays to Sundays inclusive:

(the following parking places will not be initially implemented, but may be progressed if parking displacement is evident following a six month review)

DOWNS ROAD, Beckenham, (a) the west side, from a point 5m south of the northern boundary of No. 2 southwards to a point 4m south of the party wall of Nos. 22 & 24 (approx 15 parking spaces); (b) the east side, from a point 2m south of the northern flank wall of No. 1 southwards to the party wall of Nos. 19 & 21 (approx 14 parking spaces).

MANOR GROVE, Beckenham, (a) the west side, from a point 3m south of the northern boundary of No. 2 southwards to a point 7m south of the party wall of Nos. 10 & 12 (approx 10 parking spaces); (b) the east side, from a point 4m south of the northern boundary of No. 1 southwards to a point 7m south of the party wall of Nos. 9 & 11 (approx 10 parking spaces).

PAY AND DISPLAY PARKING PLACES

Pay and Display parking between 8.30am and 8.00pm on Mondays to Sundays inclusive, except Public Holidays and Bank Holidays. 70p per hour – 2 hours maximum stay. Permit holders may park during the permitted hours with no additional charge:

BEVINGTON ROAD, Beckenham, (a) the west side, (i) from a point 15m south of the southern kerbline of Bromley Road southwards for a distance of 23m (approx 4 parking spaces); (ii) from a point 10m north of the northern kerbline of Manor Road northwards for a distance of 22m (approx 4 parking spaces); (iii) from a point 10m south of the southern kerbline of Manor Road southwards for a distance of 25m (approx 5 parking spaces); (b) the east side, (i) from a point 14m south of the southern kerbline of Bromley Road southwards for a distance of 11m (2 parking spaces); (ii) from a point 10m north of the northern kerbline of Manor Road northwards for a distance of 13m (approx 2 parking spaces); (iii) from a point 10m south of the southern kerbline of Manor Road southwards for a distance of 28m (approx 5 parking spaces).

STANMORE TERRACE, Beckenham, the east and south east side, from a point 2m north of the northern kerbline of Burnhill Road northwards to the rear common boundary of Nos. 24 & 25 Burnhill Road (approx 8 parking spaces).

Pay and Display parking between 8.30am and 8.00pm on Mondays to Sundays inclusive, except Public Holidays and Bank Holidays. 70p per hour – 2 hours maximum stay. Permit holders may park during the permitted hours with no additional charge:

MANOR GROVE, Beckenham, (a) the west side, from a point 10m south of the southern kerbline of Manor Road southwards for a distance of 25m (approx 5 parking spaces); (b) the east side, from a point 10m south of the southern kerbline of Manor Road southwards for a distance of 26m (approx 5 parking spaces).

BEVINGTON ROAD, Beckenham, both sides, from a point 10m south of the southern kerbline of Manor Road northwards to a point 10m north of the northern kerbline of Manor Road.

DOWNS ROAD, Beckenham, both sides, from the southern kerbline of Manor Road southwards for a distance of 10m.

MANOR GROVE, Beckenham, both sides, from the southern kerbline of Manor Road southwards for a distance of 10m.

MANOR ROAD, Beckenham, (a) both sides, from a point 10m west of the western kerbline of Bevington Road eastwards to a point 10m east of the eastern kerbline of Bevington Road; (b) the south side, (i) from a point 10m west of the western kerbline of Manor Grove eastwards to a point 10m east of the eastern kerbline of Manor Grove; (ii) from a point 10m west of the western kerbline of Downs Road eastwards to a point 10m east of the eastern kerbline of Downs Road.

No Waiting between 8.30am and 8.00pm on Mondays to Sundays inclusive:

BEVINGTON ROAD, Beckenham, both sides, (i) from a point 10m south of the southern kerbline of Manor Road southwards to its extremity; (ii) from a point 10m north of the northern kerbline of Manor Road northwards to the southern kerbline of Bromley Road.

BURNHILL ROAD, Beckenham, both sides, from a point 5m east of the eastern kerbline of Fairfield Road eastwards to the south western kerbline of Kelsey Park Road.

KELSEY PARK ROAD, Beckenham, (a) the north east side, from a point 6m north west of the party wall of Nos. 11 & 13 south eastwards to its junction with Court Downs Road; (b) the south west side, from a point 6m north of the north western kerbline of Stanmore Terrace south eastwards to the north western kerbline of Manor Way.

LEA ROAD, Beckenham, both sides, from the eastern kerbline of Fairfield Road eastwards to the north western kerbline of Stanmore Terrace.

MANOR ROAD, Beckenham, both sides, from the eastern boundary of No. 71 High Street eastwards to a point 10m west of the western kerbline of Bevington Road.

STANMORE TERRACE, Beckenham, both sides, from the northern kerbline of Burnhill Road northwards to the south western kerbline of Kelsey Park Road.
