  • 1 NOTICE IS HEREBY GIVEN that the Council of the London Borough of Newham on 25 June 2012 made the above mentioned Orders under Sections 6, 45, 46, 49, 51 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended.
  • 2 The general effect of the Orders will be to:
    • a amend the Orders relating to all Controlled Parking Zones (CPZs) in Newham so that, in all CPZs:

• the maximum height (2.3 metres) and length (5.3 metres) limits, applying to vehicles in respect of which parking permits can be issued, will now apply to passenger vehicles (eg cars) as well as goods carrying vehicles;

• all motorcycles, not only solo motorcycles, will be able to park without charge in parking places;

• invalid carriages will not be eligible for parking permits;

• disabled resident permits will also be valid in all permit parking places within the zone of residence;

• a disabled resident permit will now be regarded as if it were a first (free) resident permit per household when charging for resident permits.  If a valid disabled resident permit was held by a member of a household, a first resident parking permit (currently issued without charge) will now, upon renewal, be classed as the second vehicle within the household i.e. subject to a £50 annual charge.  A second resident parking permit will now, upon renewal, be classed as the third vehicle within the household, i.e. subject to a £100 annual charge;

• no refund will be made if a chargeable resident permit issued to a household was subsequently surrendered because the first (free) resident permit holder, or a disabled resident permit holder, moved out of the household;

• discretionary resident visitor permits will be withdrawn;

thirty resident visitor permits, valid for one day’s continuous parking, will be available without charge in any 12 month period to households where no resident owns a vehicle;

• new resident visitor permits, valid for a maximum of 10 hours continuous parking, will be available at £3 per permit, sold in packs of 5;

• new resident visitor permits valid for a maximum of 24 hours continuous parking will be available at £5 per permit, sold in packs of 5;

(these new resident visitor permits will be in addition to the current permits valid for a maximum of 2 or 6 hours continuous parking at 50p per permit, sold in packs of 10);

• a maximum of 40 chargeable resident visitor permits will be sold to any household per calendar month;’

• school visitor permits for use by visitors to schools and other educational institutions, valid for a maximum of three hours continuous parking, will be available (to educational institutions only) at £1.50 per permit, sold in packs of 10;

• temporary trade permits will replace temporary business permits.  They will be available to trades people, occupiers, residents or landlords for use by trades people at £2 per day, with a maximum use of 5 consecutive days, or £10 with a maximum use of 7 consecutive days;

• residents’ carer permits, for use by a resident’s carer(s), will be available in certain circumstances at £10 per year;

• the Council could make additional administrative charges to applicants for any type(s) of permit in certain circumstances, e.g. when application is made in person;

  • b withdraw the special arrangements applying in (i) Beckton CPZ, whereby if a permit was validated after 1230pm on Friday it was valid for continuous parking until noon on Saturday; and (ii) Manor Park CPZ, whereby if a permit was validated after 1230pm on Monday to Friday it was valid for continuous parking until 9am the following day, and If a permit was validated at any time on Saturday or Sunday it was valid for continuous parking until 9am on Monday.
  • 3 Copies of the Orders, which will come into force on 2 July 2012, and documents giving more detailed particulars of the Orders are available for inspection during normal office hours on Monday to Friday inclusive at Newham Dockside, 1000 Dockside Road, E16 2QU until 6 August 2012.
  • 4 If any person wishes to question the validity of any of the Orders or of any of their provisions on the grounds that it or they are not within the powers conferred by the Act, or that any requirement of the Act or of any instrument made under the Act has not been complied with, that person may, within 6 weeks from the date on which the Orders were made, apply for the purpose to the High Court.
