THE GREENWICH (WOOLWICH ARSENAL) (PARKING PLACES) (AMENDMENT NO. *) ORDER 201*

  • 1 NOTICE IS HEREBY GIVEN that the Council of the Royal Borough of Greenwich, with the agreement of the London Borough of Lewisham, proposes to make the above-mentioned Orders under sections 6, 45, 46, 49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984 and section 14(4) of the London Olympic Games and Paralympic Games Act 2006.
  • 2 The general effect of the Olympic Games and Paralympic Games Orders would be to give parking priority to residents and local businesses in all areas within the Royal Borough of Greenwich affected by the London 2012 Olympic and Paralympic Games (hereinafter referred to as “the Games”) by discouraging spectators from parking in the vicinity of the venues being used for the Games. This would be achieved as follows:
    • a in the following Controlled Parking Zones (CPZs): Blackheath – Kidbrooke (“BK”), Blackheath – Lee (“BL”), Charlton (“C”), Deptford Green (“DG”), East Greenwich (“EG”), Elverson Road (“EV”), Greenwich Town Centre (“G”), Plumstead Station (“PL”), Westcombe Park (“W”), Woolwich Arsenal (“WA”) and Woolwich Dockyard (“WD”) during the period of 26th July to 9th September 2012 inclusive:
      • i the operational hours of all on-street parking places, loading bays and waiting restrictions would be extended so that they would operate between 8:30am and 7:00pm on Mondays to Sundays inclusive (hereinafter called “Games Times”). Any parking places, loading bays or waiting restrictions that already commence earlier or finish later than Games Times (such as “Blue Badge” disabled persons’ parking places, car club bays, motorcycle bays, “at any time” waiting restrictions and certain free parking places) would continue to operate during those longer operational hours as normal;
      • ii CPZ residents and business permits would continue to be valid during Games Times. CPZ residents and business visitors’ vouchers would NOT be valid during Games Times. However, each resident in an affected CPZ would be entitled to apply for up to two free Games Times CPZ Resident’s Visitors’ Permits and each business user in “C”, “EG” and “W” CPZs would be entitled to apply for up to 10 free Games Times CPZ Business Visitors’ Permits. These visitors’ permits would only be valid in CPZ permit-holder parking places in the CPZ for which they were issued. These visitors’ permits would not be vehicle-specific and there would be no maximum period of stay for visitor permit-holders throughout Games Times;
      • iii during Games Times, all existing free parking places within each CPZ would be converted to shared-use parking places in which CPZ permit-holders and Games Times CPZ visitors’ permit-holders would be able to park without time limit and with no restrictions on return. This change of use would also continue to apply at any free parking places during any existing hours of operation outside of Games Times, except at free parking places that operate at any time;
      • iv during Games Times, the maximum stay period for non-permit holders at the shared-use parking places described in paragraph 2(a)(iii) above would become 2 hours with no return in 3 hours, EXCEPT at those free parking places with an existing maximum stay of 1 hour or less in the “BL”, “C”, “EG”, “G”, “W”, “WA” and “WD” CPZs which would retain their existing maximum stay and no return periods. Existing shared-use CPZ permit-holder / short-stay free parking places would also retain their existing maximum stay and no return periods;
      • v except as described above, the classes of vehicles which can use the parking places within those CPZs, any charges for parking therein and all permit issue and use would remain the same as at present, albeit the hours of control would be extended and any pay and display or meter parking places would necessitate payment of the parking charge during their extended operational hours; and
      • vi certain exceptions to the above changes will be published in due course and would be signed accordingly at their respective locations;
      ii CPZ residents and business permits would continue to be valid during Games Times. CPZ residents and business visitors’ vouchers would NOT be valid during Games Times. However, each resident in an affected CPZ would be entitled to apply for up to two free Games Times CPZ Resident’s Visitors’ Permits and each business user in “C”, “EG” and “W” CPZs would be entitled to apply for up to 10 free Games Times CPZ Business Visitors’ Permits. These visitors’ permits would only be valid in CPZ permit-holder parking places in the CPZ for which they were issued. These visitors’ permits would not be vehicle-specific and there would be no maximum period of stay for visitor permit-holders throughout Games Times; iii during Games Times, all existing free parking places within each CPZ would be converted to shared-use parking places in which CPZ permit-holders and Games Times CPZ visitors’ permit-holders would be able to park without time limit and with no restrictions on return. This change of use would also continue to apply at any free parking places during any existing hours of operation outside of Games Times, except at free parking places that operate at any time; iv during Games Times, the maximum stay period for non-permit holders at the shared-use parking places described in paragraph 2(a)(iii) above would become 2 hours with no return in 3 hours, EXCEPT at those free parking places with an existing maximum stay of 1 hour or less in the “BL”, “C”, “EG”, “G”, “W”, “WA” and “WD” CPZs which would retain their existing maximum stay and no return periods. Existing shared-use CPZ permit-holder / short-stay free parking places would also retain their existing maximum stay and no return periods; v except as described above, the classes of vehicles which can use the parking places within those CPZs, any charges for parking therein and all permit issue and use would remain the same as at present, albeit the hours of control would be extended and any pay and display or meter parking places would necessitate payment of the parking charge during their extended operational hours; and vi certain exceptions to the above changes will be published in due course and would be signed accordingly at their respective locations;
    • b during the period of 26th July to 9th September 2012 inclusive, five Event Day Parking Zones (EDZs) would be introduced in the roads referred to in the Schedule to this Notice:
      • i all existing on-street parking places, loading bays and waiting restrictions in the EDZs would continue to operate as normal but outside of those hours of operation and within Games Times those lengths of roads would be restricted to EDZ permit-holders or EDZ visitors’ permit-holders without time limit, or non-permit-holders for a maximum of 2 hours, no return in 3 hours. Any parking places, loading bays or waiting restrictions that already commence earlier or finish later than Games Times (such as “Blue Badge” disabled persons’ parking places, car club bays, motorcycle bays, “at any time” waiting restrictions and certain free parking places) would continue to operate during those longer operational hours as normal;
      • ii during Games Times, uncontrolled lengths of roads would be restricted to EDZ permit-holders or EDZ visitors’ permit-holders without time limit, or non-permit-holders for a maximum of 2 hours, no return in 3 hours;
      • iii during Games Times, all existing free parking places within each EDZ would be converted to shared-use parking places in which EDZ permit-holders and EDZ visitors’ permit-holders would be able to park without time limit and with no restrictions on return. This change of use would also continue to apply at any free parking places during any existing hours of operation outside of Games Times, except at free parking places that operate at any time;
      • iv during Games Times, the maximum stay period for non-permit holders at the shared-use parking places described in paragraph 2(b)(iii) above would become 2 hours with no return in 3 hours, EXCEPT at those free parking places with an existing maximum stay of 1 hour or less which would retain their existing maximum stay and no return periods;
      • v each resident who lives in an EDZ would be:
      ii during Games Times, uncontrolled lengths of roads would be restricted to EDZ permit-holders or EDZ visitors’ permit-holders without time limit, or non-permit-holders for a maximum of 2 hours, no return in 3 hours; iii during Games Times, all existing free parking places within each EDZ would be converted to shared-use parking places in which EDZ permit-holders and EDZ visitors’ permit-holders would be able to park without time limit and with no restrictions on return. This change of use would also continue to apply at any free parking places during any existing hours of operation outside of Games Times, except at free parking places that operate at any time; iv during Games Times, the maximum stay period for non-permit holders at the shared-use parking places described in paragraph 2(b)(iii) above would become 2 hours with no return in 3 hours, EXCEPT at those free parking places with an existing maximum stay of 1 hour or less which would retain their existing maximum stay and no return periods; v each resident who lives in an EDZ would be:

(A) either granted or be eligible to apply for one EDZ Permit for one specified vehicle. These would be issued automatically to owners of vehicles registered to an address within a road referred to in the Schedule to this Notice. Certain essential workers, doctors, medical practitioners and resident’s carers would also be eligible for EDZ permits); and

(B) eligible to apply for up to two EDZ Visitors’ Permits (these would not be vehicle-specific).

  • vi each business user who carries out business in an EDZ would be:

(A) either granted or be eligible to apply for one EDZ Permit for one specified vehicle. These would be issued automatically to vehicles registered to an address within a road referred to in the Schedule to this Notice; and

(B) eligible to apply for up to 10 EDZ Visitors’ Permits (these would not be vehicle-specific).

  • vii all EDZ Permits and EDZ Visitors’ Permits would be specific to the EDZ for which they were issued and could not be used in other EDZs; and
  • viii all EDZ permits would be free of charge; and

viii all EDZ permits would be free of charge; and

[Note: (i) the permit system would operate either with a hard copy (paper or card) permit or by a “virtual” permit system where eligible vehicle registration numbers would be held by the Council on a “virtual permit” list of vehicles authorised to park in the EDZs; and (ii) vehicles displaying a valid disabled person’s blue badge and motorcycles would be eligible to park in the EDZs without the requirement to display an EDZ permit.]

  • c during the period of 26th July to 9th September 2012 inclusive:
    • i in Beresford Street, Plumstead Road, Woolwich Church Street, Woolwich High Street and Woolwich Road, the days on which all parking places, loading bays and waiting restrictions operate would additionally include Sundays at the same times as they presently operate; and
    • ii the hours of control of the entire length of single yellow line waiting restriction within the bus lane on the south-west side of Shooters Hill approaching the Academy Road / Well Hall Road junction would be extended to operate from 7:00am to 7:00pm throughout the week.
    ii the hours of control of the entire length of single yellow line waiting restriction within the bus lane on the south-west side of Shooters Hill approaching the Academy Road / Well Hall Road junction would be extended to operate from 7:00am to 7:00pm throughout the week.
  • 3 For special occasions such as weddings or funerals the Council would have discretion to issue Special Permits which would grant certain parking dispensations.
  • 4 The general effect of the Plumstead Station Area CPZ and Woolwich Arsenal Amendment Orders would be to correct minor drafting errors in their respective “parent” Orders.
  • 5 A copy of the proposed Orders and other documents giving more detailed particulars of the Orders are available for inspection during normal office hours until the end of six weeks from the date on which the Orders are made or, as the case may be, the Council decides not to make the Orders, at the Directorate of Regeneration, Enterprise and Skills, Strategic Transportation, Royal Borough of Greenwich, The Woolwich Centre, 35 Wellington Street, SE18 6HQ.
  • 6 Any person who wishes to object to or make other representations about the proposed Orders should send a statement in writing by 19th June 2012, specifying the grounds on which any objection is made, to the Royal Borough of Greenwich, PO Box 485, Kemp House, 152-160 City Road, London, EC1V 2NV (quoting reference PCL/TMO/PJ/10280-A).
  • 7 Persons objecting to the proposed Orders should be aware that, in view of the Local Government (Access to Information) Act 1985, this Council would be legally obliged to make any comments received in response to this notice open to public inspection.
