PECKHAM RYE SOUTH AREA - HIGHWAY IMPROVEMENTS

THE LONDON BOROUGH OF SOUTHWARK (WAITING AND LOADING RESTRICTIONS) (AMENDMENT NO. *) ORDER 2011, AND THE LONDON BOROUGH OF SOUTHWARK (PRESCRIBED ROUTE) (PECKHAM RYE CYCLE LANE) (AMENDMENT) TRAFFIC ORDER 2011

  • 1 NOTICE IS HEREBY GIVEN that the Council of the London Borough of Southwark (‘the Council’) propose to make the above-mentioned Orders under Legislation section: sections 6 and Legislation section: 124 of and Legislation section: Part IV of Legislation section: Schedule 9 to the Legislation: Road Traffic Regulation Act 1984, as amended.
  • 2 The general effect of the (Waiting and loading restrictions) Order would be to introduce new or extend existing lengths of ‘at any time’ waiting restrictions in the following lengths of street:- (a) PECKHAM RYE (the eastern north to south-east arm), both sides, between its junction with Philip Walk and the common boundary of Nos. 181 and 183 Peckham Rye (except where there are existing parking places); (b) PECKHAM RYE (the western north to south arm): [i] the west side, between its junction with Peckham Rye (the eastern north to south-east arm) and the common boundary of Nos. 148-150 and 152 Peckham Rye, and [ii] all sides of the triangular traffic island located opposite Nos. 66-68 Peckham Rye; (c) OLD JAMES STREET, both sides, between its junction with Scylla Road and Whorlton Road and a point 7.5 metres south-east of the southern kerb-line of Scylla Road; (d) SCYLLA ROAD, both sides, between the eastern kerb-line of Vivian Square and a point 5 metres west of the western wall of Nos. 43-67 Scylla Road; and (e) WHORLTON ROAD, both sides, between a point 6 metres north-east of the eastern wall of No. 38 Scylla Road and its junction with Scylla Road and Old James Street.
  • 3 The general effect of the(Prescribed route) (Peckham Rye cycle lane) Order would be to remove the existing on-carriageway cycle lanes in Peckham Rye (the eastern north to south-east arm) between its junction with Philip Walk and a point south of its junction with Scylla Road - to be replaced by the on-footway cycle track below.
  • 4 FURTHER NOTICE IS HEREBY GIVEN that the council propose to construct under Legislation section: section 65(1) of the Legislation: Highways Act 1980 the following cycle track:- PECKHAM RYE (the eastern north to south-east arm), a one-way south and south-eastbound segregated cycle track (for the use of pedal cycles only) - comprising all that part of the eastern footway extending from its northernmost point, 10 metres south of the southern kerb-line of Philip Walk, is bounded on the east by a line drawn 1.9 metres east of and parallel to the eastern kerb-line of Peckham Rye and on the west by a line drawn 0.3 m north of and parallel to that kerb-line, turning south-east at a point approximately 45 metres south of the southern kerb-line of Philip Lane so as to be bounded on the east by a line drawn as the extended projection of the north-eastern kerb-line of Peckham Rye (as such is laid out south-east of its junction with Scylla Road) and bounded on the west by a line drawn 1.6 metres south-west of and parallel to that extended projection line, to the northern kerb-line of Scylla Road.
  • 5 FURTHER NOTICE IS HEREBY GIVEN that the Council, under sections 90A to 90I of the Legislation: Highways Act 1980 and in accordance with the provisions of the Legislation: Highways (Road Humps) Regulations 1999 and the Legislation: Highways (Traffic Calming) Regulations 1999, propose to construct speed tables of flat top construction, 100 millimetres in height and covering the entire width of the carriageway at the following locations:- [i] KINSALE ROAD, at its junction with Peckham Rye (the western north to south arm), extending from the western kerb-line of Peckham Rye westward for a distance of 12.5 metres; [ii] OLD JAMES STREET, at its junction with Scylla Road and Whorlton Road, extending from the southern kerb-line of Scylla Road south-eastward for a distance of 6 metres, measured on the north-east side; [iii] PECKHAM RYE (the eastern north to south-east arm), at its junction with the eastern and western arms of Peckham Rye, north of its junction with Scylla Road, extending from the south-eastern kerb-line of the eastern north-to-south arm of Peckham Rye (fronting Austin’s Court) to a point 7 metres north-west of a line extended from the northern kerb-line of Scylla Road, measured on the north-east side; [iv] PECKHAM RYE (the eastern north to south-east arm), at its junction with Solomon’s Passage, extending from a point 6.5 metres north-west of the north-western kerb-line of Solomon’s Passage to a point 6 metres south-east of the south-eastern kerb-line of Solomon’ Passage, and extending into SOLOMON’S PASSAGE for distance of 5 metres north-east of the north-eastern kerb-line of Peckham Rye; [v] SCYLLA ROAD, at its junction with Peckham Rye, extending from the north-eastern kerb-line of Peckham Rye (the eastern north to south-east arm) eastward for a distance of 9 metres, measured on the south side; and [vi] SCYLLA ROAD, at its junction with Whorlton Road, extending from the north-western kerb-line of Whorlton Road westward to a point 10 metres east of the eastern wall of No. 38 Scylla Road.
