  • 1 NOTICE IS HEREBY GIVEN that the Council of the London Borough of Brent propose to make the above mentioned Orders under sections 6, 45, 46, 49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended by section 8 of and Part 1 of Schedule 5 to the Local Government Act 1985, the Parking Acts of 1986 and 1989 and the Traffic Management Act 2004.
  • 2 The general effect of the ‘Prohibition of Stopping Outside Schools’ Order would be to:-
    • a revoke the existing school entrance markings in the streets specified in Schedule 1 to this Notice and in Blackbird Hill, Church Lane, Holland Road, Old Kenton Lane, Slough Lane, Stanley Avenue and Willesden Lane;
    • b re-impose those school entrance markings in the streets specified in Schedule 1 to this Notice, with minor amendments to length of generally less than 3 metres, so as to prohibit any vehicle stopping or remaining at rest between 8.15 a.m. and 9.15 a.m. and 2.30 p.m. and 4.30 p.m. on Mondays to Fridays inclusive;
    • c re-impose those school entrance markings in the streets specified in Schedule 2 to this Notice, so as to prohibit any vehicle stopping or remaining at rest between 8.00 a.m. and 9.30 a.m. and 2.30 p.m. and 4.30 p.m. on Mondays to Fridays inclusive.
  • 3 The prohibition in Article 2 above would not apply to:-
    • a any person causing or permitting a vehicle to stop or remain at rest:-
      • i if that person is obliged to do so in order to prevent an accident; or
      • ii if that person is required to do by law;
      ii if that person is required to do by law;
    • b anything done with the permission or at the direction of a police constable in uniform or in accordance with any restriction or requirement indicated by traffic signs placed on the highway by or on behalf of the Metropolitan Police.
  • 4 The general effect of the ‘Parking Places Amendment’ Orders would be to redefine the existing shared use parking places outside Canterbury House, Canterbury Road and outside Mora Primary School, Mora Road and the existing permit only parking bays outside Nos. 36 to 42 Belton Road and John Buck House, Chadwick Road.
  • 5 The general effect of the ‘Waiting and Loading Restrictions’ Order would be further to amend the Brent (Waiting and Loading Restriction) Order 1979, so that:-
    • a waiting by vehicles (otherwise than for the purpose of delivering or collecting goods or loading or unloading a vehicle) would be prohibited at any time in the lengths of streets specified in Schedule 3 to this Notice;
    • b waiting by vehicles (otherwise than for the purpose of delivering or collecting goods or loading or unloading a vehicle) would be prohibited between 8.00 a.m. and 6.30 p.m. on Mondays to Saturdays in the lengths of streets specified in Schedule 4 to this Notice;
    • c waiting by vehicles (otherwise than for the purpose of delivering or collecting goods or loading or unloading a vehicle) would be prohibited between 10.00 a.m. and 9.00 p.m. on Mondays to Saturdays in the lengths of streets specified in Schedule 5 to this Notice;
    • d waiting by vehicles (otherwise than for the purpose of delivering or collecting goods or loading or unloading a vehicle) would be prohibited between 8.15 a.m. to 9.15 a.m. and 2.30 p.m. to 4.30 p.m. on Mondays to Fridays in the lengths of streets specified in Schedule 6 to this Notice;
    • e waiting by vehicles for the purpose of delivering or collecting goods or loading or unloading a vehicle for a period of more than 20 minutes in the same place would be prohibited between 11.00 a.m. and 6.30 p.m. throughout the week in the lengths of streets specified in Schedule 3 to this Notice, between 11.00 a.m. and 6.30 p.m. on Mondays to Saturdays in the length of street specified in Schedules 4 and 5 to this Notice and between 2.30 p.m. to 4.30 p.m. on Mondays to Fridays in the length of street specified in Schedule 6 to this Notice;
    • f the sale or offer for sale of goods from a vehicle would be prohibited (except on Sundays in the lengths of streets specified in Schedules 3, 4, 5 and 6) unless there is in force a valid licence issued by the Brent Borough Council or the goods are immediately taken into or delivered at premises adjacent to the vehicle from which the sale is effected;
    • g the use of any vehicle or of any animal or the wearing of fancy dress or other costume, wholly or mainly for the purpose of advertising would be prohibited;
    • h any existing prohibition on the waiting by vehicles, the sale or offer for sale of goods from a vehicle or the use of any vehicle or animal or the wearing of fancy dress or other costume wholly or mainly for the purpose of advertising in the lengths of streets specified in Schedules 3, 4, 5 and 6 to this Notice would be revoked.
  • 6 The prohibitions referred to in sub-paragraph 5(a), (b), (c) and (d) above would not apply in respect of anything done with the permission or at the direction of a police constable in uniform or in certain circumstances, e.g., the picking up or setting down of passengers; the carrying out of statutory powers or duties; the taking in of petrol, etc., from roadside petrol stations; to licensed street traders, etc. The usual exemption relating to vehicles displaying a disabled person’s “Blue Badge” would apply.
  • 7 Copies of the proposed Orders, of maps of the relevant areas, of the amended or revoked Orders of 1979, 1995, 1998, 2000, 2001, 2003, 2004, 2007, 2008, 2010 and 2011and of the Council’s statement of reasons for proposing to make the Orders can be inspected during normal office hours on Mondays to Fridays inclusive until the end of a period 6 weeks from the date on which the Orders are made or the Council decides not to make the Orders at:-
    • a The One Stop Shop, Brent Town Hall, Forty Lane, Wembley, Middx, HA9 9HX; and
    • b The One Stop Shop, Brent House, 349-357 High Road, Wembley, Middx, HA9 6BZ.

  • 9 Persons desiring to make representations to object to any of the proposals should send a statement in writing of their representations or objections, and the grounds thereof, to the Head of Transportation, Highway and Transport Delivery, 2nd Floor (west) Brent House, 349-357 High Road, Wembley, Middx, HA9 6BZ, quoting the reference TO/20/008/EAM, to arrive not later than 21 days from the date of publication of this notice.

Palermo Road, the north-east and north-west sides, between the south-eastern kerb-line of Furness Road and a point 2.20 metres north-east of a point opposite the party wall of Nos. 2 and 4 Palermo Road.

Waiting restrictions (between 8.00 a.m. and 6.30 p.m. on Mondays to Saturdays)

Palermo Road, the north-east and north-west sides, between a point 2.20 metres north-east of a point opposite the party wall of Nos. 2 and 4 Palermo Road and a point 28.20 metres north-east of a point opposite the party wall of Nos. 2 and 4 Palermo Road.

Mora Road, the north, north-east and north-west sides, between a point 10.00 metres north-west of the north-western kerb-line of Temple Road and a point 4.00 metres south-east of the south-eastern kerb-line of St. Michael’s Road.
