- 1 NOTICE IS HEREBY GIVEN that the Council of the London Borough of Harrow propose to make the above mentioned orders under Sections 6, 7, 45, 46, 47, 124 and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984 as amended by the Local Government Act 1985 and all other enabling powers.
- 2 The intention of the orders is to create a Controlled Parking Zone (CPZ) for permit holders in the area of Edgware to the west of Burnt Oak Broadway. The proposed zone would operate between the hours of 10am to 11am and 2pm to 3pm, Monday to Friday. Parking places for permit holders and visitors would be provided for use during these times. To establish if your address is proposed to be included in the new zone for permit entitlement, please refer to Schedule 2.
- 3 The general effect of the waiting and loading restriction amendment order would be to further amend The Harrow (Waiting and Loading Restriction) Traffic Order 2008, by providing the underlying waiting restrictions for the operational zone times as appropriate. The opportunity has been taken to propose additional waiting restrictions within and outside the zones at junctions. The extents of road where waiting restrictions would apply are listed in Schedule 5 to this notice. Loading restrictions at busy junctions are also proposed as scheduled in Schedule 6 to this notice.
- 4 The general effect of the parking places amendment order would be to further amend The Harrow (Parking Places) Traffic Order 2006 so as to make provision for all the proposed designated on-street parking places proposed in the zone, and allow all types of permits to use the shared use and permit holder parking places.
- 5 The general effect of the loading places amendment order is to further amend The Harrow (Loading Places) Traffic Order 2008 by introducing four new loading places, one at each of the following locations; outside Nos. 75 and 77 Burnt Oak Broadway, outside Nos. 79 and 81 Burnt Oak Broadway, on the north side of The Highlands adjacent No. 100 Burnt Oak Broadway, and on the south side of Oakleigh Avenue, adjacent No. 127 Burnt Oak Broadway.
- 6 The proposed prescribed routes order intends to introduce two separate one-way systems in Park Way. One-way northbound is proposed in Park Way between The Highlands and Oakleigh Avenue. One-way southbound is proposed between The Highlands and Stag Lane.
- 7 The restrictions referred to in this notice would not apply in respect of anything done at the direction of a police constable in uniform or with the permission of a civil enforcement officer or other person authorised by the Council or in certain circumstances, such as the picking up or setting down of passengers, the carrying out of statutory powers or duties. The usual exemption relating to vehicles lawfully displaying a disabled person’s “Blue Badge” would apply.
- 8 A copy of the proposed orders and other documents giving more detailed particulars of the orders, are available for inspection at request between 9am to 5pm on Mondays to Fridays until the expiration of a period of 21 days from the date on which this notice is published, at the One Stop Shop at the address below. - 9 All objections and other representations relating to the proposed orders must be made in writing and received by the Service Manager - Traffic & Highway Network Management at the address given below quoting reference DP2010-01 not later than the 7th July 2010. All objections must specify the grounds on which they are made.
