INTRODUCTION OF LONDON CYCLE HIRE SCHEME

  • 1 NOTICE IS HEREBY GIVEN that Westminster City Council proposes to make the following Orders under sections 45, 46, 49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984 as amended:

  • 2 The general effect of the Orders would be, in connection with the London Cycle Hire Scheme, to designate areas of the highway as parking places for pedal cycles. A brief description of each location is set out in the Schedule to this Notice.
  • 3 In accordance with section 23 of the Road Traffic Regulation Act 1984, the scheme would also necessitate revisions to the layout of zigzag markings at the following pedestrian crossings:

• Great Titchfield Street (on the north-east side, near its junction with New Cavendish Street); and

• Westbourne Grove (on the south side, outside Nos. 33 – 45).

  • 4 In accordance with section 6 of the Road Traffic Regulation Act 1984, the scheme would also necessitate revisions to the layout to the School Keep Clear markings on Greycoat Lane.
  • 5 The proposed Orders and other documents giving more detailed particulars of the Orders are available for inspection until six weeks have elapsed from the date on which either the Orders are made or the Council decides not to make the Orders between 9 a.m. and 5 p.m. on Mondays to Fridays inclusive at:

• West One, 3rd Floor, Westminster City Hall, 64 Victoria Street, London, SW1E 6QP; and

• One Stop Shop, City Hall, 62 Victoria Street, London, SW1E 6QP.

All objections must specify the grounds on which they are made.

INTRODUCTION OF LONDON CYCLE HIRE SCHEME

Statement of Reasons

The London Cycle Hire Scheme is the centrepiece of the Mayor of London’s cycling programme and one of the top transport priorities for London. The scheme will go towards bringing about a step change in cycling in central London and this will be achieved through the installation of some 400 cycle hire stations across the scheme, with approximately 125 of these stations being of City of Westminster highway.

The scheme has been developed in collaboration with Transport for London, nine central London Boroughs and The Royal Parks, and will go live in Summer 2010, with some 6000 bicycles available for hire 24 hours a day, 365 days a year. It is anticipated that the scheme would help achieve a modal shift from other transport modes to cycling, and also help to remove a number of perceived and real barriers to cycling in central London.
