- 1 NOTICE IS HEREBY GIVEN that the Council of the London Borough of Brent propose to make the above-mentioned Orders under sections 6, 45, 46, 49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended by section 8 of and Part 1 of Schedule 5 to the Local Government Act 1985, the Parking Acts of 1986 and 1989 and the Traffic Management Act 2004.
- 2 The general effect of the ‘Waiting and Loading’ Order would be further to amend the Brent (Waiting and Loading Restriction) Order 1979, so that:—
- a waiting and loading by vehicles (including waiting for the purpose of delivering or collecting goods or loading or unloading a vehicle) would be prohibited at any time in the lengths of streets specified in Schedule 1 to this Notice;
- b waiting by vehicles (otherwise than for the purpose of delivering or collecting goods or loading or unloading a vehicle) would be prohibited at any time in the lengths of a streets specified in Schedule 2 to this Notice;
- c on waiting by vehicles for the purpose of delivering or collecting goods or loading or unloading would be prohibited between 8.00 a.m. to 9.30 a.m. and 4.30 p.m. to 6.30 p.m. on Mondays to Fridays inclusive in the length of street specified in Schedule 3 to this Notice;
- d waiting by vehicles for the purpose of delivering or collecting goods or loading or unloading a vehicle for a period of more than 20 minutes in the same place would be prohibited between 11.00 a.m. and 6.30 p.m. throughout the week in the lengths of streets specified in the Schedule 2 to this Notice and between 11.00 a.m. and 4.30 p.m. on Mondays to Fridays in the length of street specified in Schedule 3 to this Notice;
- e the sale or offer for sale of goods from a vehicle would be prohibited (except on Sundays in the lengths of streets specified in Schedules 1 and 2) unless there is in force a valid licence issued by the Brent Borough Council or the goods are immediately taken into or delivered at premises adjacent to the vehicle from which the sale is effected;
- f the use of any vehicle or of any animal or the wearing of fancy dress or other costume, wholly or mainly for the purpose of advertising would be prohibited;
- g any existing prohibition on the waiting by vehicles, the sale or offer for sale of goods from a vehicle or the use of any vehicle or animal or the wearing of fancy dress or other costume wholly or mainly for the purpose of advertising in the lengths of streets specified in Schedules 1, 2 and 3 to this Notice would be revoked.
- 3 The prohibitions referred to in sub-paragraph 2(a), (b), (c) and (d) above would not apply in respect of anything done with the permission or at the direction of a police constable in uniform or in certain circumstances, e.g., the picking up or setting down of passengers; the carrying out of statutory powers or duties; the taking in of petrol, etc., from roadside petrol stations; to licensed street traders, etc. The usual exemption relating to vehicles displaying a disabled person’s “Blue Badge” would apply.
- 4 The general effect of the ‘Parking Places Amendment’ Orders would be to:—
- a reduce in length the existing dual use and resident parking places in Ashford Road opposite Nos. 54/55 Ashford Road and in Talbot Road outside No. 56 Chaplin Road;
- b reduce in length the resident parking places in Staverton Road outside Nos. 1/3 and Nos. 5/7 Staverton Road.
- 5 The general effect of the ‘Free Parking Places Amendment’ Order would be to relocate free parking places in Barn Rise outside Nos. 55 to 60 Forty Avenue specified in Schedule 4 to this notice.
- 6 The general effect of the ‘Prohibition of Stopping Outside Schools’ Order would be to:—
- a revoke existing school entrance markings in the length of street specified in Schedule 5 to this Notice;
- b prohibit any vehicle stopping or remaining at rest in the length of street specified in Schedule 6 to this Notice between 8.15 a.m. and 9.15 a.m. and 2.30 p.m. and 4.30 p.m. on Mondays to Fridays inclusive.
- 7 The prohibition referred to in sub-paragraph 6(b) above would not apply to:—
- a any person causing or permitting a vehicle to stop or remain at rest:—
- i if that person is obliged to do so in order to prevent an accident; or
- ii if that person is required to do by law;
- b anything done with the permission or at the direction of a police constable in uniform or in accordance with any restriction or requirement indicated by traffic signs placed on the highway by or on behalf of the Metropolitan Police.
- a any person causing or permitting a vehicle to stop or remain at rest:—
- 8 A copy of each of the proposed Orders, of maps of the relevant areas, of the above-mentioned Order of 1979 (and of the Orders which have amended that Order), 1995, 1997, 1998, 2003 and 2008 and of the Council’s statement of reasons for proposing to make the Orders can be inspected during normal office hours on Mondays to Fridays inclusive until the expiration of a period of 21 days from the date on which this Notice is published at:—
- a The One Stop Local Office, Brent Town Hall, Forty Lane, Wembley, Middx, HA9 9HX; and
- b The One Stop Local Office, Brent House, 349-357 High Road, Wembley, Middx, HA9 6BZ.
- 9 Further information may be obtained by telephoning the Transportation Service Unit, telephone number 020 8937 5452.
- 10 Persons desiring to make representations or to object to any of the proposed Orders should send a statement in writing of their objection and the grounds thereof, to Head of Transportation, Transportation Service Unit, 2nd Floor (east) Brent House, 349-357 High Road, Wembley, Middx, HA9 6BZ, quoting the reference TO/02/132/EAM, before the afore-mentioned date.
