RELATING TO HIGH STREET, SUTTON
- 1 NOTICE IS HEREBY GIVEN that the Council of the London Borough of Sutton proposes to make the Orders listed below under sections 6 and 124 of, and Part III of Schedule 9 to, the Road Traffic Regulation Act 1984, as amended by the Local Government Act 1985, the Road Traffic Act 1991 and the Traffic Management Act 2004.
- 2 The principal objective of the Orders is to enhance the pedestrian and cycling environment in Sutton High Street to preserve and improve amenities for all users.
- 3 The general effect of the Sutton (Disabled Persons Parking Places) (No. *) (Amendment No. *) Order 200* will be to:-
- a extend and redefine the length of the Disabled Persons Parking Place operating “at any time” and where “waiting is limited to 3 hours with no return within 2 hours” in Throwley Road, Sutton at the rear of ‘Sutton Park House’ No. 15 Carshalton Road;
- b redefine and reduce the length to contain one bay of the Disabled Persons Parking Place operating “at any time” and where “waiting is limited to 3 hours with no return within 2 hours” in Throwley Road, Sutton adjacent to No. 76 High Street;
- c introduce two Disabled Persons Parking Places containing a total of 5 bays operating “at any time” and where “waiting is limited to 3 hours with no return within 2 hours” in Throwley Road, Sutton on the north-west side; and
- d revoke a Disabled Persons Parking Place containing 3 bays operating “between midnight and 10.00 a.m. and between 6.00 p.m. and midnight throughout the week” in High Street, Sutton outside Nos. 66 to 72.

- 4 The general effect of the Sutton (Loading Places) (Limited Time) (No. *) (Amendment No. *) Order 200* will be to revoke the loading place operating “at any time” and where “loading/unloading is limited to 30 minutes with no return within 2 hours” in High Street, Sutton outside Nos. 92 and 94.

- 5 The general effect of the Sutton (Prescribed Routes) (Cycle Lanes) (No. *) (Revocation No. *) Order 200* will be to revoke the three cycle lanes in High Street, Sutton.

- 6 The general effect of the Sutton (Prescribed Routes)) (One-Way) (No. *) (Amendment No. *) Order 200* will be to revoke:-
- a the one-way prescribed route in High Street, Sutton in three sections:-
- i between its junctions with Carshalton Road, Cheam Road, Grove Road and Sutton Court Road (A232);
- ii from the closure point north of the junction with St Nicholas Road to its junction with Benhill Avenue; and
- iii from its junction with Greenford Road to its junction with Marshalls Road;
- b the one-way plugs in:-
- i High Street at its junctions with Carshalton Road and Cheam Road (A232); and
- ii Throwley Road at its junction with High Street.
- a the one-way prescribed route in High Street, Sutton in three sections:-

- 7 The general effect of the Sutton (Traffic Restriction) (Prohibition of Motor Vehicles) (No. *) (Amendment No. *) Order 200* will be to:-
- a amend the traffic restriction “no vehicles at any time” in High Street, Sutton from its junction with Greenford Road to its junction with Marshalls Road to allow pedal cycles; and
- b revoke the traffic restrictions “no vehicles between 9.00 p.m. and 4.00 a.m. throughout the week except for access” in:-
- i High Street, Sutton from its junction with St Nicholas Road to its junction with Greenford Road;
- ii Greenford Road, Sutton from its junction with High Street to its junction with St Nicholas Road; and
- iii St Nicholas Road, Sutton.

- 8 The general effect of the Sutton (Traffic Restriction) (Prohibition of Motor Vehicles) (No. *) Order 200* will be to:-
- a revoke the traffic restriction “no motor vehicles between 10.00 a.m. and 6.00 p.m. on Fridays to Wednesdays and 10.00 a.m. to 8.00 p.m. on Thursdays from 1 January to 30 November; and between 10.00 a.m. and 8.00 p.m. throughout the week from 1 December to 31 December inclusive” in High Street, Sutton between its junctions with Carshalton Road, Cheam Road, Grove Road and Sutton Court Road; and from the closure point north of the junction with St Nicholas Road to its junction with Benhill Avenue; and Throwley Road at its junction with High Street; and
- b introduce the traffic restriction “no vehicles at any time” except for pedal cycles and vehicles loading / unloading between 6.00 a.m. and 10.00 a.m. throughout the week” in lengths of the following streets:-
- i High Street in two sections; between its junctions with Carshalton Road, Cheam Road, Grove Road and Sutton Court Road (A232); and between its junctions with Carshalton Road and Cheam Road (A232) and Benhill Avenue;
- ii St Nicholas Road, Sutton at its junction with High Street; and
- iii Throwley Road, Sutton at its junction with High Street.

- 9 The general effect of the Sutton (Waiting and Loading Restriction) (No. *) (Amendment No. *) Order 200* will be to:-
- a introduce loading restrictions “no loading / unloading at any time” in Throwley Road, Sutton on the south-east side adjacent to No. 76 High Street and at the entrance to the service road to rear of Nos. 56 to 76 High Street;
- b introduce loading restrictions “no loading / unloading between 10.00 a.m. and 6.00 a.m. throughout the week” in the following lengths of street:-
- i Church Street, Sutton; and
- ii Throwley Road, Sutton on the south-east side at its junction with High Street;
- c redefine existing waiting restrictions “no waiting between 8.00 a.m. and 5.30 p.m. on Mondays to Saturdays inclusive” as “no waiting at any time” in Church Street, Sutton;
- d redefine existing waiting restrictions “no waiting between 8.00 a.m. and 6.30 p.m. on Mondays to Saturdays inclusive” as “no waiting at any time” in the following lengths of street:-
- i High Street, Sutton from the north-western kerb-line of Throwley Road to the party wall of Nos. 88 and 90; and
- ii Throwley Road, Sutton on the south-east side;
- e redefine existing waiting restrictions “no waiting between 8.00 a.m. and 6.30 p.m. throughout the week” as “no waiting at any time” in High Street, Sutton:-
- i between its junctions with Carshalton Road, Cheam Road, Grove Road and Sutton Court Road (A232), excluding those sections with red route restrictions;
- ii from its junction with Carshalton Road and Cheam Road (A232) to its junction with Benhill Avenue;
- f redefine existing loading restrictions “no loading / unloading at any time” as “no loading / unloading between 10.00 a.m. and 6.00 a.m. throughout the week” in the following lengths of streets:-
- i in the vicinity of the junction of High Street, Sutton and St Nicholas Road; and
- ii Throwley Road, Sutton on the north-west side adjacent to Nos. 78 to 82 High Street;
- g redefine existing loading restrictions “no loading / unloading between 10.00 a.m. and 6.00 p.m. throughout the week” as “no loading / unloading between 10.00 a.m. and 6.00 a.m. throughout the week” in High Street, Sutton:-
- i between its junctions with Carshalton Road, Cheam Road, Grove Road and Sutton Court Road (A232), excluding those sections with red route restrictions;
- ii from its junction with Carshalton Road and Cheam Road (A232) to its junction with Benhill Avenue; and
- h reduce the length of existing loading restrictions “no loading / unloading at any time” in Throwley Road, Sutton to accommodate the new disabled bays on the north-west side.
