Road Traffic Acts

(NOTE: This notice is about proposals, in connection with the installation of kerb build-outs and zebra crossings at certain locations in Cavendish Road and Emmanuel Road, to reduce and extend the lengths of certain parking places and to introduce double yellow line “at any time” waiting restrictions in Cavendish Road, Emmanuel Road, Hydethorpe Road and Weir Road. It is also proposed to introduce a contra-flow cycle lane in Hydethorpe Road and a free short stay parking place in Cavendish Road. Objections or other representations may be made – see paragraph 7.)

• 1 NOTICE IS HEREBY GIVEN that the Council of the London Borough of Lambeth proposes to make the Lambeth (Waiting and Loading Restriction) (Amendment No. *) Order 200*, the Lambeth (Clapham “L”) (Parking Places) (No. *) Order 200*, the Lambeth (Thornton) (Parking Places) (No. *) Order 200*, the Lambeth (Free Parking Place) (Limited Time) (No. *) Order 200* and the Lambeth (Prescribed Routes) (No. *) Traffic Order 200* under sections 6, 45, 46, 49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984.
• 2 The general effect of the Orders would be:

(1) in Cavendish Road (east side only in all cases), to:

• a remove 8.2 metres of shared-use parking (residents / businesses / 4-hour pay & display) outside No. 173a Cavendish Road and replace with “at any time” waiting restrictions;
• b remove 18.3 metres of residents’ permit parking opposite Kenilford Road and introduce 12 metres of “at any time” waiting restrictions southward from the northern kerb-line of Kenilford Road;
• c remove 10 metres of residents’ permit parking outside Nos. 231 and 233 Cavendish Road and introduce 35.6 metres of “at any time” waiting restrictions between Nos. 221 and 233 Cavendish Road;
• d extend the existing “at any time” waiting restrictions at the junction with Weir Road northward by 1.4 metres and southward by 5.2 metres;
• e introduce 6 metres of “at any time” waiting restrictions to the rear of No. 23 Zennor Road;
• f remove 12.5 metres of business permit parking opposite Laitwood Road and introduce 16.2 metres of “at any time” waiting restrictions;
• g introduce 5.5 metres of “at any time” waiting restrictions northward from a point 3.9 metres north of No. 267 Cavendish Road;
• h introduce 9.8 metres of short stay parking outside Nos. 269 to 273 Cavendish Road which would operate between 9:30am and 5:30pm on Mondays to Fridays where vehicles may be parked without charge for up to 20 minutes, no return within 1 hour;
• i remove 7 metres of shared-use parking (residents / businesses / 4-hour pay & display) outside Nos. 275 and 277 Cavendish Road and replace with “at any time” waiting restrictions;
• j remove 7 metres of residents’ permit parking outside Nos. 329 and 331 Cavendish Road and replace with “at any time” waiting restrictions;
• k extend the existing “at any time” waiting restrictions at the junction with Emmanuel Road northward by 14 metres;

(2) in Emmanuel Road, to remove the 5.4 metres of residents’ permit parking adjacent to the southern wall of No. 343 Cavendish Road;

(3) in Hydethorpe Road, to:

• a extend the “at any time” waiting restrictions on the north side from Cavendish Road to Scholars Road;
• b relocate the motorcycle parking place from the north side (at the junction with Cavendish Road) to the centre of the carriageway (immediately to the east of a new traffic island);
• c exempt pedal cycles from the one-way system by introducing a contra-flow cycle lane (east to west) between Scholars Road and Cavendish Road; and

(4) in Weir Road, to extend the existing “at any time” waiting restrictions eastward from the junction with Cavendish Road by 2.1 metres on the north side and to Zennor Road on the south side.

The Council of the London Borough of Wandsworth (being the local traffic authority for the west side of Cavendish Road) are giving similar notice of complimentary measures to those listed above.

• 3 NOTICE IS ALSO HEREBY GIVEN that the Council intends, under section 23 of the Road Traffic Regulation Act 1984, to install “zebra” pedestrian crossings on Cavendish Road outside No. 220 Cavendish Road; and on Emmanuel Road, adjacent to No. 343 Cavendish Road. Associated zigzag markings, on which vehicles would be prohibited from stopping, would be placed on the carriageway either side of each crossing.
• 4 The proposed orders are necessary to accommodate new kerb build-outs and pedestrian crossings and to prevent hazardous and obstructive parking at road junctions and other places, so as to improve safety for all road users. The exemption from the one-way system in Hydethorpe Road is to facilitate access for pedal cycles.

• 6 Documents giving more detailed particulars of the proposed Orders and zebra crossings are available for inspection between 9.30 am and 4.30 pm on Mondays to Fridays inclusive (except on Bank Holidays), until the last day of a period of six weeks beginning with the date on which the Orders are made or, as the case may be, the Council decides not to make the Orders, at the offices of Lambeth Borough Council’s Transport and Highways Group, 3rd Floor, Blue Star House, 234-244 Stockwell Road, London SW9 9SP.
