BRIXTON WATER LANE, ARLINGFORD ROAD, DALBERG ROAD, DULWICH ROAD, EFFRA PARADE AND JOSEPHINE AVENUE – PROPOSAL TO REMOVE AND PROVIDE PARKING PLACES, RESTRICT WAITING AND LOADING BY VEHICLES, RELOCATE A ZEBRA PEDESTRIAN CROSSING AND INSTALL ROAD HUMPS (SPEED TABLES) AND CYCLE LANES/CYCLE TRACKS

(Note: This notice is about the proposal to remove certain parking places from Brixton Water Lane, to provide new parking places in Arlingford Road and Dulwich Road and to prohibit waiting and loading by vehicles at any time (double yellow lines) in parts of Brixton Water Lane. The proposal also includes the re-location of a zebra crossing in Dulwich Road, the installation of one speed table in Brixton Water Lane and another at the junction of that road with Dalberg Road, Dulwich Road, and Effra Parade, and the provision of new cycle lanes and cycle tracks in Brixton Water Lane and Josephine Avenue, some of which will allow pedal cyclists to proceed against the existing one-way system in Brixton Water Lane. Objections or other representations may be made – see paragraph 8 below.)

  • 1 NOTICE IS HEREBY GIVEN that Lambeth Borough Council (“the Council”) proposes to make the Lambeth (Brixton “B”) (Parking Places) (No. *) Order 200*, the Lambeth (Brixton Hill East) (Parking Places) (No. 1) (No. *) Order 200*, the Lambeth (Poets’ Corner) (Parking Places) (No. *) Order 200*, the Lambeth (Doctor Parking Place) (Revocation No. *) Order 200*, the Lambeth (Prescribed Routes and Cycle Lanes) (No. *) Traffic Order 200* and the Lambeth (Waiting and Loading Restriction) (Amendment No. *) Order 200*, under sections 6, 45, 46, 49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984.
  • 2 The general effect of the Orders would be to:
    • a remove all the on-street parking places (shared-use residents’/business/4-hour pay & display and doctors’ parking place) from the south side of Brixton Water Lane between Arlingford Road and Dulwich Road, and ban waiting by vehicles at any time on the south side of this length of Brixton Water Lane;
    • b remove a length of shared-use parking space (residents’/business/4-hour pay & display) from the north side of Brixton Water Lane outside Nos. 59 and 61 Brixton Water Lane and ban waiting by vehicles there at any time;
    • c ban loading/unloading of vehicles at any time on the north side of Brixton Water Lane from outside the Hootenanny Public House to No. 61 Brixton Water Lane, and on the south side of Brixton Water Lane outside Nos. 46 to 66 Brixton Water Lane;
    • d provide new permit parking places which would operate from 8:30 am until 5:30 pm on Mondays to Fridays inclusive:
      • i on the west side of Arlingford Road (near its junction with Brixton Water Lane) and on the north-east side of Dulwich Road outside Nos. 1a and 3 Dulwich Road for the use of vehicles displaying a “BR” or “BIR” residents’ permit or a “BB” or “BIB” business permit or a teachers’, trade, visitors or appropriate car club permit; and
      • ii on the south-west side of Dulwich Road outside No. 2 Dulwich Road for the use of vehicles displaying a “PR” residents’ permit, or a trade, visitors or appropriate car club permit;
      ii on the south-west side of Dulwich Road outside No. 2 Dulwich Road for the use of vehicles displaying a “PR” residents’ permit, or a trade, visitors or appropriate car club permit;
    • e exempt pedal cycles from the westbound one-way system for vehicles in Brixton Water Lane, between Effra Road/Tulse Hill and Dalberg Road/Dulwich Road, when they use the contra-flow cycle lane referred to in paragraph 2(f) below and the cycle track described in paragraph 4(c) below;
    • f provide a contra-flow cycle lane on the carriageway on the north side of Brixton Water Lane at and near its junction with Effra Road, and a with-flow cycle lane on the carriageway on the south side of Brixton Water Lane at its junction with Tulse Hill (all vehicles, except pedal cycles, would be banned from entering these cycle lanes); and
    • g resolve minor inconsistencies between the existing parking and waiting restriction orders and the on-street road markings in Josephine Avenue.
  • 3 The charges for permits will be the same as those that currently apply in Lambeth’s Controlled Parking Zones.
  • 4 FURTHER NOTICE IS HEREBY GIVEN that the Council proposes:
    • a to re-locate the zebra pedestrian crossing on Dulwich Road, immediately south-east of Effra Parade, to a new position approximately 2.7 metres north-west (towards Effra Parade) on the flat-top road hump described in paragraph 4(b)(ii) below;
    • b to construct the type of flat-top road humps known as “speed tables” at the following locations:
      • i in Brixton Water Lane, outside the entrance to Brockwell Park and Nos. 67/69/71 Brixton Water Lane; and
      • ii at the junction of Brixton Water Lane, Dulwich Road, Dalberg Road and Effra Parade;
      ii at the junction of Brixton Water Lane, Dulwich Road, Dalberg Road and Effra Parade;

(The speed tables would extend across the full width of the carriageway, from kerb to kerb, and at a height of 75 millimetres higher than the surrounding carriageway. The speed table specified in sub-paragraph (i) above would be 15 metres in length including the gradients and the speed table specified in sub-paragraph (ii) above would cover the junction described and also extend into Dalberg Road for approximately 10 metres from the northern kerb-line of Brixton Water Lane, into Effra Parade for approximately 11 metres from the north-eastern kerb-line of Dalberg Road, into Dulwich Road for approximately 15 metres from the south-eastern kerb-line of Effra Parade and into Brixton Water Lane for approximately 6 metres from the south-western kerb-line of Dalberg Road, including the gradients.)

  • c to provide segregated cycle tracks —
    • i on the northern footway of Brixton Water Lane, between the contra-flow cycle lane mentioned in paragraph 2(f) above and No. 85 Brixton Water Lane; and
    • ii on the southern footway of Brixton Water Lane, between Tulse Hill and Josephine Avenue;
    ii on the southern footway of Brixton Water Lane, between Tulse Hill and Josephine Avenue;
  • d to provide shared use cycle tracks at the junctions of Brixton Water Lane with Dalberg Road and Brixton Water Lane with Josephine Avenue.

(Note: The segregated cycle tracks would be for the use of pedal cycles only and the shared use cycle tracks would be for the use of both pedal cycles and pedestrians.)

  • 5 The Orders are necessary to prevent vehicles from parking and blocking the road on a stretch of Brixton Water Lane where the footway is to be built out to accommodate a new cycle track. Some new parking space would be provided in Arlingford Road and Dulwich Road to partly compensate for the loss of parking space that would occur as a result of this. The exemption from the one-way system in Brixton Water Lane for pedal cycles is necessary to facilitate cycle access and the speed tables, cycle lanes and tracks are intended to improve safety for all road users.

  • 7 Documents giving more detailed particulars of the proposed Orders, speed tables and cycle tracks are available for inspection from 9.30 am until 4.30 pm on Mondays to Fridays inclusive (except Bank Holidays) until the last day of a period of six weeks beginning with the date on which the Orders are made or, as the case may be, the Council decides not to make the Orders, at: the offices of Lambeth Borough Council’s Transport and Highways Group, 3rd Floor, Blue Star House, 234-244 Stockwell Road, London SW9 9SP.
  • 8 All objections and other representations relating to the proposed Orders, speed tables or cycle tracks must be made in writing and all objections must specify the grounds on which they are made and be sent to Barbara Poulter, Transport and Highways Group, London Borough of Lambeth, 3rd Floor, Blue Star House, 234-244 Stockwell Road, London SW9 9SP, by 22nd July 2009. Any objection may be seen by, or be communicated to, any person who has an interest in this matter.
