THE NEWHAM (PRESCRIBED ROUTE) (NO.2) TRAFFIC ORDER 2009

  • 1 NOTICE IS HEREBY GIVEN that the Council of the London Borough of Newham on 30 March 2009 made the above-mentioned Orders under sections 6, 84(10 and (2) and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended.
  • 2 The general effect of the Waiting and Loading Order will be to introduce waiting restrictions operating ‘at any time’ (double yellow lines) into:—
    • a Cecil Road,
      • i between the northern kerb-line of Terrace Road and a point 10 metres north of that kerb-line;
      • ii between the southern kerb-line of Plashet Road and a point 10 metres south of that kerb-line;
      ii between the southern kerb-line of Plashet Road and a point 10 metres south of that kerb-line;
    • b Clegg Street, between the southern kerb-line of the east to west arm of Pelly Road and a point 24 metres south of that kerb-line.
    • c Eastern Road, between the southern kerb-line of Junction Road and a point 10 metres south of that kerb-line.
    • d Gwendoline Avenue, between the southern kerb-line of Plashet Road and a point 5 metres south of that kerb-line;
    • e Harold Road, the north side, between a point 7 metres east of the eastern kerb-line of Penge Road and a point 7 metres west of the western kerb-line of Penge Road.
    • f Junction Road, the south side, between a point 8 metres east of the eastern kerb-line of Eastern Road and a point 10 metres west of the western kerb-line of Eastern Road.
    • g Pelly Road,
      • i the east to west arm, between the eastern kerb-line of the north to south arm of Pelly Road and a point 10 metres east of that kerb-line;
      • ii the north to south arm, the east side, between a point 59 metres north of the northern kerb-line of Queen’s Road West and its junction with Clegg Street;
      • iii the north to south arm, the west side, between a point 66 metres north of the northern kerb-line of Queen’s Road West and its junction with Clegg Street.
      ii the north to south arm, the east side, between a point 59 metres north of the northern kerb-line of Queen’s Road West and its junction with Clegg Street; iii the north to south arm, the west side, between a point 66 metres north of the northern kerb-line of Queen’s Road West and its junction with Clegg Street.
    • h Penge Road, between the northern kerb-line of Harold Road and a point 7 metres north of that kerb-line.
    • i Raymond Road, between the southern kerb-line of Plashet Road and a point 8 metres south of that kerb-line;
    • j Queens Road West, between the eastern kerb-line of the north to south arm of Pelly Road and a point 10 metres east of that kerb-line.
    • k Terrace Road, the north side, between a point 10 metres east of the eastern kerb-line of Cecil Road and a point 10 metres west of the western kerb-line of Cecil Road.
  • 3 The general effect of the Free Parking Places Order will be to install free parking places in Pelly Road, on the east side of the north to south arm, between a point 9 metres south of the southern kerb-line of Queen’s Road West and 9.5 metres north of the northern kerb-line of the east to west arm of Pelly Road. The places will be restricted to a maximum period of free parking of 20 minutes with no return within 1 hour between the hours of 8 am to 7 pm, Monday to Saturday.
  • 4 The general effect of the Speed Limit Order will be to impose a maximum speed limit of 20 mph for motor vehicles in:—
    • a HAROLD RESIDENTIAL HAVEN

Bishops Avenue, Cecil Road, Churston Avenue, Claude Road, Crescent Road, Dacre Road, Donald Road, Gwendoline Avenue, Harold Road, Lawrence Road, Lucas Avenue, Penge Road, Raymond Road, Selwyn Road, Terrace Road, Thorngrove Road.

  • b QUEENS RESIDENTIAL HAVEN

Bushey Road, Carter Road, Credon Road, Crown Mews, Davis Street, Dundee Road, Eastern Road, Edinburgh Road, Elgar Close, Fawn Road, Glasgow Road, Hyde Close, James Close, Junction Road, Kings Court, Kirton Road, Lilac Court, May Road, Nile Road, North Street, Northern Road, Old Street, Orwell Road, Parsons Road, Pelly Road (the east to west arm leading to North Street), Plaistow Park Road, Pragel Street, Prince’s Terrace, Queens Road, Queens Road West, Queens Terrace, Ravenhill Road, Richmond Street, Rochester Avenue, Samson Street, Selsdon Road, Southern Road, St. Mary’s Road, Stirling Road, Tolpuddle Avenue, Tweedmouth Road, Waghorn Road, Walton Road, Watson Street, Western Road.

  • 5 The general effect of the Prescribed Route Order will be to impose one-way working for motor vehicles within Selsdon Road in a north to south direction between the southern kerb-line of Bushey Road and the northern kerb-line of Barking Road.
  • 6 Copies of the Orders, which come into effect on 6 April 2009, and of documents giving more detailed particulars of the Orders are available for inspection during normal office hours on Monday to Fridays inclusive at the offices of the Chief Engineer, Parking, 25 Nelson Street, East Ham, London E6 6EH, until the 16 April 2009. Thereafter, arrangements can be made to view the documents at the Town Hall, East Ham.
  • 7 If any person wishes to question the validity of the Orders or of any of its provisions on the grounds that it or they are not within the powers conferred by the Road Traffic Regulation Act 1984 or that any requirement of the Act or any instrument made under the Act has not been complied with, that person may, within six weeks from the date on which the Order was made, apply for the purpose to the High Court.
