ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14 & 15
THE A1(M) MOTORWAY AND THE A1 TRUNK ROAD (DISHFORTH INTERCHANGE TO LEEMING BAR INTERCHANGE) (TEMPORARY RESTRICTION AND PROHIBITION OF TRAFFIC AND PEDESTRIANS)
NOTICE IS HEREBY GIVEN that the Secretary of State for Transport has made an Order on the A1(M) Motorway and the A1 Trunk Road, in the Districts of Hambleton and Harrogate, to enable carriageway widening and construction works to be carried out in safety.The Order will come into effect on Saturday 4 April 2009 and will remain in force until the works are completed, an estimated period of 3 years and 2 months.
The effect of the Order will be to close to all traffic, during the works, either the northbound or southbound carriageways of the A1(M) and A1 from 1200 metres south of the northbound exit slip road at Junction 49 (Dishforth) to 4000 metres north of the A684 underbridge at Leeming Bar Interchange (a distance of 26000 metres), during which times traffic will be diverted on to the opposite carriageway, or temporary carriageways alongside the existing carriageways, using a contraflow system. A 50mph, and at times a 40mph, speed limit will be in force for the duration of the works. Vehicles with an overall width exceeding 6′ 6″ or an operating weight exceeding 7.5 Tonnes will be banned from specified lanes as directed by traffic signs.
It will be necessary to impose, at times during the works, either a 50mph, a 40mph or a 30mph speed limit, and at other times, close the following A1 slip roads:
- i the northbound entry and southbound exit slip roads at the A168 Dishforth Interchange;
- ii the northbound and southbound exit and entry slip roads at the B6267 Sinderby Junction;
- iii the northbound and southbound exit and entry slip roads at the A684 Leeming Bar Interchange;
- iv the northbound and southbound exit and entry slip roads at the A61 Baldersby Interchange;
- v the northbound and southbound exit and entry slip roads at Gatenby Interchange;
- vi the southbound exit and entry slip roads at Londonderry Interchange;
- vii the northbound exit and entry slip roads at Green Gate Lane Junction (Londonderry); and
- viii the southbound exit and entry slip roads connecting with Street Lane (leading to Pick Hill).
ii the northbound and southbound exit and entry slip roads at the B6267 Sinderby Junction;
iii the northbound and southbound exit and entry slip roads at the A684 Leeming Bar Interchange;
iv the northbound and southbound exit and entry slip roads at the A61 Baldersby Interchange;
v the northbound and southbound exit and entry slip roads at Gatenby Interchange;
vi the southbound exit and entry slip roads at Londonderry Interchange;
vii the northbound exit and entry slip roads at Green Gate Lane Junction (Londonderry); and
viii the southbound exit and entry slip roads connecting with Street Lane (leading to Pick Hill).
For the duration of the works, it will be necessary to ban pedestrians from using the verges adjacent to the A1 northbound and southbound carriageways between Dishforth Interchange and Tickergate Lane (south of Catterick).
It will also be necessary to close, during the works, the A1:
- i central reservation gaps between, and including, the gap opposite New Road (also known as Church Road) at Rainton to, and including, the gap opposite the access road to Holtby Hall (south of Catterick); and
- ii laybys adjacent to the northbound and southbound carriageways between, and including, the laybys adjacent to the northbound and southbound carriageways approximately 900 metres north of the A168 underbridge at Dishforth Interchange to, and including, the layby adjacent to the southbound carriageway approximately 2800 metres north of the A684 underbridge at Leeming Bar Interchange.
ii laybys adjacent to the northbound and southbound carriageways between, and including, the laybys adjacent to the northbound and southbound carriageways approximately 900 metres north of the A168 underbridge at Dishforth Interchange to, and including, the layby adjacent to the southbound carriageway approximately 2800 metres north of the A684 underbridge at Leeming Bar Interchange.
Traffic management will be in operation 24 hours a day and traffic signs will indicate the extent of the restrictions (which will not apply to emergency service vehicles) and prohibitions (which will not apply to emergency service vehicles or vehicles being used in connection with the said works or for traffic officer or winter maintenance purposes or to anyone engaged in the said works). During the slip road closures, traffic will continue to the next interchange to change carriageways and return on the opposite carriageway to access the intended interchange.
It may also be necessary at times during the works period, as required by the setting out of traffic management, to impose temporary rolling road blocks to prohibit traffic. These are expected to be in place on limited occasions when traffic will be controlled by traffic officers, who will slow and occasionally stop traffic for short periods until it is safe to allow drivers to proceed.
