PLANNING (LISTED BUILDINGS AND CONSERVATION AREAS) ACT 1990, SECTION 69

DESIGNATION OF LONGTON TOWN CENTRE CONSERVATION AREA

Notice is hereby given that, on 4 March 2009, the Council of the City of Stoke-on-Trent (“the Council”) resolved to extend and combine the Gladstone Conservation Area and Short Street Conservation Area to create the Longton Town Conservation Area pursuant to section 69 of the Planning (Listed Buildings and Conservation Areas) Act 1990. Those areas of the City described in the Schedule to this Notice shall henceforth be designated the Longton Town Centre Conservation Area.

The effect of the designation will be as follows:

  • i The demolition of certain buildings is brought within Conservation Area control and they may only be demolished with the consent of the Council and/or the Secretary of State for Culture, Media and Sport.
  • ii It becomes an offence to cut down, top, lop, uproot, wilfully damage or wilfully destroy any tree in the area except with the consent of the Council or upon the expiry of 6 weeks after notification was served on the Council, unless any tree is protected by a Tree Preservation Order in which case an application for consent will be required.
  • iii The Council come under the duty to formulate and publish the proposals for the preservation and enhancement of the area.
  • iv Planning applications for development which would, in the opinion of the Council, affect the character or appearance of the Conservation Area must be given publicity and any representations received in consequence taken into account in determining the application.
  • v Permitted development rights under the General Permitted Development Order 1995 are more restricted than in other areas.
  • vi Specific duties are imposed on telecommunications operators.

DESCRIPTION OF THE LONGTON TOWN CENTRE CONSERVATION AREA

The Longton Town Centre Conservation Area will encompass the whole of the existing Gladstone and Short Street Conservation Areas and extend along parts of Normacot Road to connect the two areas. It will also extend along parts of Uttoxeter Road from Anchor Road up to and including St Mary’s Pottery, along parts of Sutherland Road from Anchor Road up to Paragon Road, along the whole of Market Street, Gold Street, Harber Street, Landon Street, Chelson Street, Morpeth Street, Short Street, Times Square and The Strand, along parts of King Street from Times Square up to Goldenhill Road, and along parts of Heathcote Road, Commerce Street, Wood Street, Caroline Street and Bridgewood Street. The Conservation Area will also include the whole or parts of the following streets: Anchor Road, Barford Street, Baths Passage, Baths Road, Beaufort Road, Beech Street, Berry Lane, Bidgewood Street. Caroline Street, Chelson Street, Clayton Street, Commerce Street, Edensor Road, Gold Street, Heathcote Road, Heaths Passage, King Street, Kingcross Street, Landon Street, Market Street, Normacot Road, Paragon Road, Railway Passage, Short Street, Strand Passage, St Martins Lane, Smithy Lane, Sutherland Road, The Strand, Times Square, Transport Lane, Uttoxeter Road, Warren Street, Webberley Lane, and Wood Street, Longton, as detailed on the map described above.
