THE LONDON BOROUGH OF SOUTHWARK (PRESCRIBED ROUTES) (VARIOUS STREETS) (NO. 1) TRAFFIC ORDER 2009

  • 1 NOTICE IS HEREBY GIVEN that the Council of the London Borough of Southwark (hereinafter referred to as “the Council”), propose to make the above-mentioned Orders under sections 6, and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended.
  • 2 The general effect of the (Waiting & Loading Restrictions) Order would be:-
    • a to introduce new lengths of ‘At any time’ waiting restrictions at the following locations:—

CARDEN ROAD - the south-west side, at its junction with Forester Road;

DAVEY STREET - at its junction with Sumner Road;

FORESTER ROAD - (i) at its junction with Linden Grove, and (ii) the south-east side, at its junction with Carden Road;

FRIERN ROAD and UPLAND ROAD - either side of the road closure detailed in paragraph 3 below;

LINDEN GROVE - the south-west side, at its junction with Forester Road;

ST. GEORGE’S WAY - at its junction with Sumner Road;

SUMNER ROAD - between its junctions with St. George’s Way and Willowbrook Road;

WESTON STREET - between its junctions with Tooley Street and St. Thomas Street;

  • b to introduce a new length of loading restrictions which would operate between the hours of 7.00 a.m. and 10.00 a.m. and between the hours of 4.00 p.m. and 7.00 p.m. throughout the week, in the east side of WESTON STREET between its junctions with Tooley Street and St. Thomas Street.
  • 3 The general effect of the (Prescribed Routes) Order would be:-
    • a to close part of the junction of FRIERN ROAD and UPLAND ROAD so that upon reaching said junction no motor vehicle proceeding in either street can continue across said junction. Pedal cycles will be exempt from this restriction and a pedal cycle gap will be provided in the closure island.
    • b to close WAVENEY AVENUE at its junction with Forester Road and Carden Road, so that upon reaching said junction no motor vehicle proceeding in Waveney Avenue can continue into either road. Pedal cycles will be exempt from this restriction and a pedal cycle gap will be provided in the closure island.
    • c in WESTON STREET, to provide a southbound with-flow cycle lane in the east side of the carriageway, between its junctions with Tooley Street and St. Thomas Street, for the use of pedal cycles only at all times.
  • 4 FURTHER NOTICE IS HEREBY GIVEN that the Council, under section 65(1) of the Highways Act 1980 propose to construct a Cycle Track on the footway at the following locations:-
    • a in SUMNER ROAD, to create a short length of segregated Cycle Track for the use of pedal cycles only on the western and south-western footway at its junction with Willowbrook Road; and
    • b in ALLEYN PARK, to formalise the existing shared-use Cycle Track for the use of both pedal cycles and pedestrians on the eastern footway, between a point 13 metres south of the southern kerb-line of Dulwich Common and a point 24 metres south of a point opposite the southernmost wall of No. 83 Alleyn Park.
  • 5 FURTHER NOTICE IS HEREBY GIVEN that the Council with the agreement of Lambeth Borough Council, under sections 90A to 90I of the Highways Act 1980 and in accordance with the provisions of the Highways (Road Humps) Regulations 1999 and the Highways (Traffic Calming) Regulations 1999, propose to construct:-
    • a speed tables of flat top construction, covering the entire width of the carriageway and level with the surrounding kerb at the following locations:-

CRIMSCOTT STREET at its junction with Willow Walk, extending from the north-eastern kerb-line of Willow Walk north-eastward for a distance of 8 metres;

DAVEY STREET at its junction with Sumner Road, extending from the western kerb-line of Sumner Road westward for a distance of 7.5 metres;

NEATE STREET at its junction with Trafalgar Avenue, extending from the western kerb-line of Trafalgar Avenue westward for a distance of 6.5 metres;

ST. GEORGE’S WAY at its junction with Sumner Road, extending from the western kerb-line of Sumner Road westward for a distance of 8.5 metres;

SUMNER ROAD, south of its junction with Willowbrook Road, extending from a point opposite the south-western kerb-line of Willowbrook Road south-westward for a distance of 10.5 metres.

  • b a speed table of sinusoidal construction, 6 metres in length, covering the entire width of the carriageway, and level with the surrounding kerb at its apex, in ALLEYN PARK, outside No. 105;
  • c road humps of sinusoidal construction, 3.7 metres in length, 100 millimetres in height and covering the greater width of the carriageway at the following locations:-

ALLEYN PARK (i) outside No. 119, (ii) outside No. 113, (iii) outside No. 91, and (iv) approx. 24 metres south of the southernmost wall of No. 83;

BROOK DRIVE (i) outside the Tankard House PH, (ii) outside Nos. 32/34, (iii) outside Nos. 62/64, (iv) outside No. 106, (v) outside No. 119B, (vi) outside No. 135, (vii) outside No. 155, (viii) outside No. 169, (ix) outside No. 181, and (x) 6.2 metres south of the southern kerb-line of Oswin Street;

CRIMSCOTT STREET (i) outside No. 18, (ii) outside No. 23, and (iii) outside No. 36;

PAGE’S WALK (i) outside No. 81, (ii) outside No. 51, (iii) at the southern flank wall of ‘The Willows’, (iv) outside No. 29, and (v) outside Nos. 17/19;

WILLOW WALK (i) outside No. 24 Crimscott Street, (ii) outside No. 61 Willow Walk, (iii) 28 metres north-west of the north-western kerb-line of Curtis Street (iv) outside No. 14 Setchell Way, (v) outside No. 68 Setchell Way, (vi) outside No. 6A Willow Walk, and (vii) outside Nos. 40-42 Buttermere Close;

Any existing traffic calming measures at or close to the above locations would be replaced by these new proposals.

  • 7 Copies of the proposed Orders and other documents giving more detailed particulars of the proposals can be inspected at the Reception Desk, Walworth Old Town Hall, 151 Walworth Road, London SE17 1RY during normal office hours on Mondays to Fridays inclusive.
  • 8 Persons desiring to object to the proposals, or make any other representations in respect of them, should send a statement in writing to that effect, and in the case of an objection, stating the grounds thereof to: the Traffic Orders Officer, Public Realm - Network Development, Southwark Council, Old Town Hall, 151 Walworth Road, London SE17 1RY, quoting reference PR/ND/RDH/TMO0809-102 by 9th April 2009.
  • 9 Under the Local Government (Access to Information) Act 1985, any letter you write in response to this Notice may be made available to the press and to the public, who would be entitled to take copies of it if they so wished.
