THE GLA ROADS AND GLA SIDE ROADS (RICHMOND UPON THAMES) RED ROUTE CONSOLIDATION TRAFFIC ORDER 2007 A205 GLA ROAD (UPPER RICHMOND ROAD) VARIATION ORDER 2009

  • 1 Transport for London, hereby gives notice that it intends to make the above named Orders under section 6 of the Road Traffic Regulation Act 1984.
  • 2 The general nature and effect of the Orders is to make changes to the red route controls on A205 Upper Richmond Road West / Upper Richmond Road / Mortlake Road and A316 Lower Mortlake Road / Lower Richmond Road / Clifford Avenue and various sides roads to those roads as follows—
    • a vary and extend lengths of the “no stopping at any time” red route controls (double red lines) where existing bus stops are located / to be relocated, new bus stops are to be situated or where additional hours of control are required to facilitate the safe movement of traffic, pedestrians and cyclists at the following locations—
      • i the A205 Upper Richmond Road West;
      • ii the A205 Upper Richmond Road;
      • iii the A205 Mortlake Road;
      • iv the A316 Lower Richmond Road;
      • v the A316 Lower Mortlake Road;
      • vi the A316 Clifford Avenue;
      ii the A205 Upper Richmond Road; iii the A205 Mortlake Road; iv the A316 Lower Richmond Road; v the A316 Lower Mortlake Road; vi the A316 Clifford Avenue;
    • b vary the lengths and locations of the parking areas and red route loading areas to allow for the provision of the controls referred to in paragraph (a) above;
    • c extend lengths of the “no stopping at any time” red route controls (double red lines) in the following side roads - Connaught Avenue, Courtlands Avenue, Gilpin Avenue (east side), High Park Road, Leconfield Avenue, Leinster Avenue (west side), Priests Bridge (west and east arms), Queens Road, Larkfield Road (east side), Marksbury Avenue, Salisbury Road (south-west side), Sheendale Road, Taylor Avenue, Trinity Road, Victoria Villas (north-east side), West Hall Road, West Park Avenue and West Park Road.
  • 3 The roads which would be affected by the Orders are the A205 Mortlake Road/Upper Richmond Road West/Upper Richmond Road and the A316 Lower Mortlake Road/Lower Richmond Road/Clifford Avenue and their side roads in the London Borough of Richmond upon Thames and London Borough of Wandsworth.
  • 4 A copy of the Orders, a statement of Transport for London’s reasons for the proposals, a map indicating the location and effect of the Orders and copies of any Order revoked, suspended or varied by the Orders can be inspected during normal office hours at the offices of:

Transport for London, Streets Traffic Order Team (STOT/RNM), Palestra, 197 Blackfriars Road, London SE1 8NJ; Richmond Borough Council, Civic Centre, 44 York Street, Twickenham TW1 3BZ and Wandsworth Borough Council, Town Hall, High Street, Wandsworth, London SW18 2PU.

  • 5 All objections and other representations to the proposed Orders must be made in writing and must specify the grounds on which they are made. Objections and representations must be sent to Transport for London, Streets Traffic Order Team, Palestra, 197 Blackfriars Road, London SE1 8NJ quoting reference RNM/STOT/TRO, GLA/2009/0065-0070 to arrive before 26 March 2009. Objections and other representations may be communicated to other persons who may be affected.
