TOWN AND COUNTRY PLANNING ACT 1990

THE SECRETARY OF STATE hereby gives notice that she proposes to make, seven, Orders under section 247 of the above Act to authorise the stopping up of (1) part widths of Lower Broughton Road, Camp Street, and Brought Lane (NATTRAN/NW/S247/08); (2) a length of Duke Street (NATTRAN/NW/S247/47); (3) the whole of the area of the former cul-de-sac Wheater’s Crescent, the whole of Wheater’s Terrace, cul-de-sac Piercy Avenue, and cul-de-sac Grosvenor Square, and of an unnamed highway, a length of Charley Avenue, part widths of Lower Broughton Road and Clarence Street, and a network of unnamed footpaths between Grosvenor Nursery Centre and Grosvenor Gardens (NATTRAN/NW/S247/48); (4) the whole of a generally rectangular area of unnamed highway as emanating from Lord Street and east of Countess Grove and of a unnamed footpath from the southern end of Duke Street to Lord Street (NATTRAN/NW/S247/50); (5) a western part width of Great Clowes Street (NATTRAN/NW/S247/51); (6) an eastern part width of Alban Street (NATTRAN/NW/S247/52); and (7) a generally rectangular area of unnamed highway emanating from Clarence Street just west of its junction with Great Clowes Street (NATTRAN/NW/S247/53), at Lower Broughton, Salford.

IF THE ORDERS ARE MADE, the stopping ups referred to above will be authorised only in order to enable the development described the Schedule to this notice to be carried out in accordance with the outline planning permission granted to Countryside Properties UK Limited by Salford City Council on 20 June 2006 under reference 06/52316/OUT, and planning permissions (reserved matters approvals) granted to Countryside Properties UK Limited by Salford City Council on 5 October 2006 under reference 06/53281/REM, and on 3 July 2008 under references 08/56281REM, 08/56283/REM and 08/56284/REM.

COPIES OF THE DRAFT ORDERS AND RELEVANT PLANS MAY BE INSPECTED at all reasonable hours during 28 days commencing on 2 October 2008 at Salford City Council, Salford Civic Centre, Chorley Road, Swinton, Salford, M27 5AW, and may be obtained free of charge from the Secretary of State at the offices of the Department for Transport quoting the particular reference which relates to the Order as appears in brackets in paragraph 1 above following the description of the highways to be stopped up which that Order proposes, at the address stated below.

ANY PERSON MAY OBJECT to the making of any of the proposed Orders within the period of 28 days commencing on 2 October 2008 by notice to the Secretary of State, quoting the particular reference which relates to the Order as specified in paragraph 1 above, addressed to the National Transport Casework Team, Government Office for the North East, Citygate, Gallowgate, Newcastle upon Tyne NE1 4WH.

In preparing an objection it should be borne in mind that the substance of it may be imparted to other persons who may be affected by it and that those persons may wish to communicate with the objector about it.

Part A: Outline Planning Permission (06/52316/OUT) is granted for the demolition, conversion and redevelopment of 22.7 hectares of land and buildings to provide mixed use development comprising residential (C3), school, community uses (D1), assembly and leisure (D2), business (B1), retail (A1/A2), cafes, restaurants and public houses (A3,A4,A5), car parking, public spaces and ancillary uses together with associated highways and other works at land bounded by Camp Street, Great Clowes Street, Lower Broughton Road, Cumberland Street and Harrison Street, Salford 7;

Part B: Planning Permission (06/53281/REM) is granted for details of reserved matters for siting, design, external appearance, means of access and landscaping in relation to the erection of 121 houses and 311 apartments (in four blocks – a 5 storey apartment building and 2 and 3 story houses known as Block A, 2, 2.5 and 3 storey houses with 3 and 4 storey apartments known as Blocks B & C, 2, 2.5 and 3 storey houses with 4 storey apartments known as Block D together with mixed use development in a nine and a half storey building known as Block F, comprising residential development and a mix of community uses (D1), business (B1), retail (A1 and A2), cafes and restaurants and public houses (A3, A4 and A5), and car parking, creation of two sports pitches, public spaces, car parking and ancillary uses together with associated highway and other works at land bounded by Camp Street, Great Clowes Street, Alban Street, Moss Street, Lord Street, Duke Street and Clarence Street, Salford 7;

Part C: Planning Permission (08/56281/REM) is granted for details of reserved matters for the siting, design, external appearance, means of access and landscaping in relation to the erection of 115 dwellings comprising 76 houses and 39 apartments, laying out of public open space, public spaces, car parking and ancillary uses together with associated highway an other works at land facing Trinity House, Great Clowes Street, Salford; and

Part D: Planning Permission (08/56283/REM) is granted for details of reserved matters for siting, design, external appearance, and means of access in relation to the erection of 428 apartments, laying out of public open space, public spaces, car parking and ancillary uses together with associated highway an other works at land fronting Clarence Street (known as Phase 5); and

Part E: Planning Permission (08/56284/REM) is granted for details of reserved matters for siting, design, external appearance, means of access and landscaping in relation to the erection of 265 dwellings comprising 181 houses and 84 apartments, laying out of public open space, public spaces, car parking and ancillary uses together with associated highway an other works, at land bounded by Camp Street, Broughton Lane, Lord Street, Ascension Road, Lower Broughton Road, Harrison Street, Cumberland Street, Wheaters Street and Great Clowes Street (known as Phase 2).
