THE WALTHAM FOREST (PROHIBITION OF STOPPING OUTSIDE SCHOOLS) (NO. 3) TRAFFIC ORDER 2008

  • 1 NOTICE IS HEREBY GIVEN that the Council of the London Borough of Waltham Forest propose to made the above-mentioned Orders under sections 6, 45, 46, 49, 51, 84(1) and (2), and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended by the Local Government Act 1985(b), and of all other powers thereunto enabling.
  • 2 The general effect of the Speed Limit Order will be to impose a maximum speed limit of 20 miles per hour for motor vehicles on the roads specified in Schedule 1 to this Notice.
  • 3 The general effect of the Parking Places Order will be:
    • i on Cairo Road, join together the 2 existing residents parking places between its junction with Hoe Street and the south-western boundary of No. 1 Cairo Road; and
    • ii on Church Hill, shorten the existing resident parking place outside No. 12 Cairo Road by 6 metres.
    ii on Church Hill, shorten the existing resident parking place outside No. 12 Cairo Road by 6 metres.
  • 4 The general effect of the Waiting and Loading Order will be to further amend The Waltham Forest (Waiting and Loading Restriction) Consolidation Order 2008 so that:
    • i waiting by vehicles will be prohibited “at any time” in parts of the streets specified in Schedule 2 to this Notice; and
    • ii certain lengths of waiting restrictions in Aubrey Road, Church Hill, Prospect Hill and The Drive will be either removed or changed.

  • 5 The general effect of the Prescribed Routes Order will be to impose a one-way working for vehicles in Woodbury Road travelling from its junction with Church Hill to its junction with Folkestone Road ( Please Note: this aspect will not in any case take place until the new Walthamstow Girls School is completed).
  • 6 The general effect of the Prohibition of Stopping Outside Schools Order will be to prohibit vehicles stopping or waiting on the existing School Keep Clear markings outside St. Mary’s C of E Primary School on Rectory Road and The Drive between 8 a.m. and 4 p.m. on Mondays to Fridays inclusive during school term time.
  • 7 Copies of the Orders, which will come into operation on 9th September 2008 and of other relevant documents can be inspected during normal office hours on Mondays to Fridays inclusive until the end of 6 weeks from the date on which the Orders were made at:- (a) The Information Desk, Town Hall, Forest Road, Walthamstow, E17; (b) The Waltham Forest Direct Shop, 772-776 High Road, Leyton, E10; and (c) Low Hall, Argall Avenue, London, E10 7AS.
  • 8 Any person desiring to question the validity of the Orders or of any of their provisions on the grounds that they are not within the relevant powers of the Road Traffic Regulation Act 1984, or that any of the relevant requirements thereof or of any relevant regulations made thereunder have not been complied with in relation to the Orders may, within six weeks of the date on which the Orders are made, make application for the purpose to the High Court.

Aubrey Road, Brantwood Close, Brown’s Road, Byron Road, Cairo Road, Church Hill, Church Hill Road, Eastfield Road, Falmer Road, Folkestone Road, Howard Road, Hurst Road, Milton Road, Prospect Hill, Rectory Road, Richards Place, Seaford Road, St. Mary Road, Stainforth Road, The Drive, Tower Hamlets Road, West Avenue Road and Woodbury Road.

Aubrey Road, (a) the east and north-east side, (i) between its junction with Church Hill and the common boundary of Nos. 31 and 33 to 35 Howard Road, (ii) between the common boundary of Nos. 139 and 141 Howard Road and a point 1 metre north-west of a point opposite the south-eastern wall of No. 66 Aubrey Road, (b) the west and south-west side, (i) between its junction with Church Hill and a point 1 metre north-west of a point opposite the southern wall of No. 1 Aubrey Road; (ii) between a point 8 metres south-east of the south-eastern kerb-line of Milton Road and a point 1 metre north-west of the common boundary of Nos. 15 and 16 Aubrey Road; (iii) between a point 4 metres north-west of the common boundary of Nos. 51 and 52 Aubrey Road and its junction with Hoe Street;

Church Hill, (a) the north-west side, (i) between its junction with Hoe Street and a point 15 metres north-east of that junction; (ii) between a point 6 metres south-west of the south-western kerb-line of Eastfield Road and a point opposite the common boundary of Nos. 18 and 20 Church Hill; (iii) between a point opposite the south-western kerb-line of West Avenue Road and a point 2 metres north-east of a point opposite the north-eastern kerb-line of West Avenue Road; (iv)between a point 8 metres south-west of the south-western kerb-line of Cairo Road and the common boundary of Nos. 77 and 79 Church Hill; (v) between a point 12 metres west of the western kerb-line of Rectory Road and a point 6 metres east of the eastern kerb-line of Rectory Road; (vi) between the southern kerb-line of Prospect Hill and a point 6 metres south of the southern kerb-line of Church Hill Road; (b) the west and south-west side (i) between its junction with Hoe Street and a point 45 metres east of the eastern kerb-line of Hoe Street; (ii) between a point 12 metres west of the western kerb-line of Stainforth Road and a point 18 metres east of the eastern kerb-line of Stainforth Road; (iii) between a point 12 metres west of the western kerb-line of Folkestone Road and a point 12 metres east of the eastern kerb-line of Folkestone Road; (iv) between a point 12 metres west of the western kerb-line of Woodbury Road and a point 12 metres east of the eastern kerb-line of Woodbury Road; (vi) between the southern kerb-line of Church Hill/Prospect Hill and a point 4 metres south of the southern kerb-line of Church Hill Road;
