CHANGES TO THE CITY’S CONTROLLED PARKING ZONES AND PARKING CHARGES

  • 1 NOTICE IS HEREBY GIVEN that the Common Council of the City of London propose to make changes to the City’s Controlled Parking Zones and parking charges by means of orders made under section 6 and section 45 of the Road Traffic Regulation Act 1984.
  • 2 The City currently has two Controlled Parking Zones. The Smithfield Zone includes the streets and lengths of streets immediately adjacent to Smithfield Market and operates 24 hours a day throughout the week. The City Zone covers the remainder of the City streets (excluding “Red Routes”) and operates between 8.30 a.m. and 6.30 p.m. on Mondays to Fridays inclusive and between 8.30 a.m. and 1.30 p.m. on Saturdays, although in some streets restrictions apply at different times. These are indicated by local timeplates or double yellow lines.
  • 3 The proposed changes are as follows :

• Combine the Smithfield Zone and the main City Controlled Parking Zone into one zone.

• Change the hours of operation of the Controlled Parking Zone so that it operates between 7 a.m. and 7 p.m. on Mondays to Fridays inclusive and between 7 a.m. and 11 a.m. on Saturdays. (N.B. the restrictions in the streets and lengths of streets in the area adjacent to Smithfield Market would remain the same).

• In the new zone only two periods of waiting restrictions would apply i.e. the new controlled parking hours (single yellow lines) and At any time (double yellow lines). In the streets and lengths of streets specified in the Schedule to this Notice, the restrictions on waiting by vehicles would be changed to apply At any time

• Change the period when vehicles may wait on a street for the purpose of deliveries etc. (unless otherwise prohibited) from twenty minutes to forty minutes

• At Pay and Display parking places the maximum permitted stay would be increased from two to four hours. Also, between 7 a.m. and 8 a.m. on Monday to Saturdays inclusive, parking would be free of charge, whilst on Saturdays a flat rate charge of £2 would be introduced for any period of parking between 8 a.m. and 11 a.m.

• At coach parking places the operational hours would be increased to 24 hours a day throughout the week and the maximum permitted stay would be increased from two to four hours. The parking places in Silk Street and Fore Street would be free of charge whilst the charging period for the parking places in Queen Victoria Street and St.Pauls Churchyard would change to between 8 a.m. and 7 p.m. on Mondays to Fridays inclusive and between 8 a.m. and 11 a.m. on Saturdays.

  • 4 A copy of the proposed orders, of the Common Councils statement of reasons for proposing to make the orders and of plans showing the affected streets can be inspected during normal office hours on Monday to Fridays inclusive within a period of 28 days from the date on which this Notice was published at the Department of Planning and Transportation, Guildhall. London EC2P 2EJ.
  • 5 Further information may be obtained from the Department of Planning and Transportation at the above address.
  • 6 Persons desiring to object to the proposed measures should send a statement of their objection and the grounds thereof to the Director of Planning and Transportation at the above address within the afore-mentioned period of 28 days quoting the reference P&T/LTP/CPZ.
