1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Harrow propose to make the above mentioned orders under Sections 6, 7, 45, 46, 47, 124 and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984 as amended by the Local Government Act 1985 and all other enabling powers.

2. The general effect of the orders would be to extend the areas of the existing Wealdstone Controlled Parking Zone C, and provide additional waiting restrictions at locations where obstructive parking is a problem. Parking places for residents and visitors would be provided for use during the proposed zone time of 10am - 11am Monday to Friday (see Schedules 1 and 2).

3. The general effect of The Harrow (Parking Places) (Amendment No.*) Traffic Order would be to further amend The Harrow (Parking Places) Traffic Order 2006, so as to make provision for all the proposed designated on-street parking places scheduled in this notice. In addition to the Zone C extension proposals, minor alterations are proposed as follows to increase parking provision at the following locations:

(a) it is proposed to extend the existing permit parking place outside No. 47 Masons Avenue by an additional car length.

(b) it is proposed to create a shared use parking place for four vehicles in Masons Avenue on the north-east side, between Nos. 33 and 47 Masons Avenue. Parking would be permitted by displaying a valid zone CA permit or by payment at a tariff of 30p per 20 minutes for first 3 hours, £10 over 3 hours.

(c) it is proposed to create pay and display parking places on the north side of Milton Road for 14 vehicles adjacent the civic centre site. Parking would be permitted by payment at a tariff of 40p per hour for first 3 hours, £10 over 3 hours.

4. The general effect of The Harrow (Free Parking Places) (Amendment No.*) Traffic Order would be to relocate the free parking place outside Nos. 1 to 6 Tudor Enterprise Park, Tudor Road, to the opposite side of Tudor Road.

5. The general effect of The Harrow (Prohibition of Stopping Outside Schools) (Amendment No.*) Traffic Order shall be to make enforceable the existing advisory school keep clear markings located outside Elmgrove First and Middle Schools in Kenmore Avenue (see schedule 4).

6. The general effect of the waiting and loading restriction amendment order would be to further amend The Harrow (Waiting and Loading Restriction) Order 1978, by providing the underlying waiting restrictions for the operational zone time as appropriate. The opportunity has been taken to propose additional waiting restrictions within and outside the zone that would operate at different times to that of the Zone at junctions, including revisions to loading restrictions in the vicinity of Marlborough Hill and Station Road (see Schedules 5 and 6).

7. The restrictions referred to in this notice would not apply in respect of anything done at the direction of a police constable in uniform or with the permission of a civil enforcement officer or other person authorised by the Council or in certain circumstances, such as the picking up or setting down of passengers, the carrying out of statutory powers or duties. The usual exemption relating to vehicles lawfully displaying a disabled person’s ‘Blue Badge’ would apply.

8. A copy of the proposed orders and other documents giving more detailed particulars of the orders and the orders they amend are available for inspection during normal office hours on Mondays to Fridays inclusive until the expiration of a period of 21 days from the date on which this notice is published, in the one stop shop at the address below. 9. All objections and other representations relating to the proposed orders must be made in writing and received by the Traffic and Highway Network Manager at the address given below quoting reference DP/2008-07 not later than the 23rd July 2008.
