THE EALING (AMBULANCE PARKING PLACES) (NO. 1, 2001) (AMENDMENT NO. 2) ORDER 2008

1. NOTICE IS HEREBY GIVEN that the London Borough of Ealing Council, in connection with a controlled parking zone for the Ealing Dean area, on the 18th June 2008 made the above-mentioned Orders under sections 6, 45, 46, 49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984 as amended by the Local Government Act 1985.

2. The general effect of the Ealing (Ealing Dean) (Residents Parking Places) Order 2008 will be:

(a) to introduce parking places for the use by residents, their visitors and business users in lengths of Broomfield Place, Broomfield Road, Chapel Road, Churchfield Road, Culmington Road (between Uxbridge Road and Lammas Park Gardens), Dane Road, Lavington Road (between Loveday Road and Rathgar Road), Loveday Road (between Churchfield Road and Rathgar Avenue), Mattock Lane (between Culmington Road and Northfield Avenue), Princes Road, Pursewardens Close, Rathgar Avenue, Somerset Road, St Helens Road and Waldemar Avenue;

(b) to provide that the parking places will operate between the hours of 10am and 11am and between 3pm and 4pm on Mondays to Fridays inclusive (the controlled hours for Ealing Dean Zone);

(c) to provide that passenger vehicles, goods carrying vehicles, motorcycles and disabled persons vehicles may be left in a parking place without limitation on time during the controlled hours and that with the exception of motorcycles and disabled persons vehicles, a valid JJ zone permit or voucher must be displayed whilst parked therein.

3. The general effect of the Ealing (Central Ealing CPZ) (Residents Parking Places) (Amendment No.3) Order 2008 will be to incorporate Mattock Lane between Culmington Road and Bond Street into the Central Ealing Controlled Zone and to:

(a) introduce parking places for the use by residents, their visitors and business users in lengths of Mattock Lane (between Culmington Road and Bond Street);

(b) provide that the parking places will operate between the hours of 8.30 a.m. and 7.30 p.m. on Mondays to Thursdays inclusive, between 8.30 a.m. and 11.00 p.m. on Fridays and Saturdays and between 10.00 a.m. and 4 p.m. on Sundays (the controlled hours for Ealing Central Zone);

(c) provide that passenger vehicles, goods carrying vehicles, motorcycles and disabled persons vehicles may be left in a parking place without limitation on time during the controlled hours and that with the exception of motorcycles and disabled persons vehicles, a valid A zone permit or voucher must be displayed whilst parked therein.

4. The general effect of the Ealing (Parking Places) (Pay and Display) (Ealing Dean) Order 2008 will be:

(a) to introduce 2 hour maximum stay “pay and display” parking places operating between the hours of 8 am and 6.30 pm on Mondays to Saturdays inclusive in lengths of Churchfield Road, Loveday Road and Mattock Lane;

(b) to provide that passenger vehicles, goods carrying vehicles, motorcycles and disabled persons vehicles may be left in the parking places and that with the exception of motorcycles and disabled persons vehicles, a parking ticket purchased from a parking ticket machine must be displayed whilst parked in the parking place;

(c) to provide that no vehicle may return to the same parking place for a period of at least one hour in respect of vehicles where parking tickets purchased from parking ticket machines have been displayed;

(d) the charges for parking in the 2 hour “pay and display” parking place referred to in paragraph 3 will be from 30p for 30 minutes (minimum) to £1.20 for 2 hours (maximum).

5. The general effect of the Ealing (Waiting and Loading Restriction) (Special Parking Area) (Amendment No. 315) Order 2008 will be to:

(a) amend existing waiting restrictions or introduce new waiting restrictions that apply at any time or during the Ealing Dean controlled hours in lengths of Broomfield Place, Broomfield Road, Chapel Road, Churchfield Road, Culmington Road (between Uxbridge Road and Lammas Park Gardens), Dane Road, Lavington Road (between Loveday Road and Rathgar Road), Loveday Road (between Churchfield Road and Rathgar Avenue), Mattock Lane (between Culmington Road and Northfield Avenue), Princes Road, Pursewardens Close, Rathgar Avenue, Somerset Road, St Helens Road and Waldemar Avenue;

(b) amend existing waiting restrictions or introduce new waiting restrictions that apply at any time or during the Central Ealing Zone controlled hours in lengths of Mattock Lane between Culmington Road and Bond Street.

6. The general effect of the Ealing (Free Parking Places) (No. 2) (Amendment No. 98) Order 2008 will be to introduce limited time free parking places in lengths of Broomfield Road, Chapel Road and Culmington Road where parking by vehicles between 8am to 6.30pm on Mondays to Saturdays will be limited to 30 minutes with no return by the same vehicle to the same parking place for a period of one hour. Existing free parking places in Churchfield Road and Loveday Road will have their maximum stay reduced from 1 hour to 30 minutes.

7. The general effect of the Ealing (Ambulance Parking Places) (No. 1, 2001) (Amendment No. 2) Order 2008 will be to introduce a 24 hour parking place for marked ambulance service vehicles only in Loveday Road.

8. The general effect of the Ealing (Free Parking Places) (Disabled Persons) (Amendment No. 82) Order 2008 will be to introduce free parking places for vehicles displaying the disabled driver’s blue badge parking permit without limit on time in certain lengths of Lavington Road, Loveday Road and Mattock Lane.

9. Business Parking Permits will be available at a cost of £250 per annum and Residents Parking Permits at a cost of £25 per annum for the Ealing Dean Zone and £45 for the Central Ealing zone.

10. Business Visitors Vouchers will be available at a cost of £1 per hour.

11. Residents Visitors Vouchers for the Ealing Dean Zone will be available at a cost of 80p for use during two separate visits. Residents’ Visitors Vouchers for the Central Ealing zone will be available at a cost of 40p for use for up to 3 hours parking or £1 for all day parking

12. Borough wide vouchers will be available to park in the zone at a cost of £1 per hour.

13. Copies of the Orders, which will come into operation on the 1st July 2008, and of other documents giving more detailed particulars of the Orders, can be inspected between 9 a.m. and 5 p.m. on Monday to Fridays inclusive until 30th July 2008 at Mouchel Limited, 6th Floor, 58 Uxbridge Road, Ealing, London W5 2ST.

14. Any person desiring to question the validity of any of the Orders or of any provision contained therein on the grounds that it is not within the relevant powers of the Road Traffic Regulation Act 1984 or that any relevant requirements thereof or any relevant regulations made thereunder has not been complied with in relation to any of the Orders may make application for the purpose to the High Court by the 30th July 2008.
