NOTICE IS HEREBY GIVEN that the Council of the London Borough of Barnet propose to make the above-mentioned Orders under Sections 6, 45, 46, 49, 124 and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984.

In order to address various parking issues in the area, and effectively manage parking on the highway, taking into account the parking demands from residents of, visitors to and workers of the area, the general effect of the Orders would be to introduce a Controlled Parking Zone in the Burnt Oak area that would operate between 10am to 11am and 2pm to 3pm Mondays to Fridays, and would include the streets or part of streets detailed in Schedule 1 to this notice.

The Parking Places Order would provide resident permit parking places, pay and display parking places, and ‘dual use’ resident permit and pay and display parking places which would indicate by the appropriate signage their use during their controlled hours by vehicles displaying either a valid resident permit, visitor voucher or a pay and display ticket as appropriate. Loading and unloading in these parking places would be permitted without the need to display a permit, pay and display ticket or visitor voucher for up to forty minutes, provided that the loading and unloading is seen to be continuous.

Vehicles displaying disabled persons blue badges and motorcycles are exempt from all parking charges. Resident permits cost £40 per year for the first vehicle and £70 each for the second and third vehicles. A maximum of three valid permits are allowed per household. Visitor vouchers cost £10 per book of ten vouchers, with a maximum of 20 books per household per year. BU resident permits and visitor vouchers are valid throughout the respective Controlled Parking Zone area. Addresses which would be eligible for the issue of resident permits and visitor vouchers would be any address which falls within the streets or lengths of street detailed in Schedules 1 and 2 to this notice.

The fees for pay and display parking would be:-

Up to 15 minutes £0.30
Up to 30 minutes £0.50
Up to 45 minutes £0.80
Up to 1 hour £1.50
Up to 90 minutes £2.50
Up to 3 hours £3.00
Over 3 hours £4.00

The Waiting and Loading Restriction Order would introduce yellow lines restrictions where parking places are not provided in certain lengths of road in the area, which would restrict parking at all times (generally at junctions) or during the hours the CPZ operates.

In addition, the Waiting and Loading Restriction Order would:

• upgrade existing Monday to Saturday 8am to 6.30pm waiting restrictions to ‘at any time’ waiting restrictions on certain lengths of Back Lane, Edgware; Gaskarth Road, Edgware; Barnfield Road, Edgware; Market Lane, Edgware; Silkstream Road, Edgware, Watling Avenue, Edgware.

• upgrade existing Monday to Saturday 7am to 10am, 4pm to 7pm waiting restrictions to ‘at any time’ waiting restrictions on certain lengths of North Road, Edgware; A5 Burnt Oak Broadway, Edgware; Southbourne Avenue, Edgware; A5 The Hyde, Edgware and Greenway Gardens, Edgware

• upgrade existing Monday to Saturday 7am to 10am, 4pm to 7pm waiting restrictions to Monday to Saturday 8am to 6.30pm waiting restrictions on North Road, Edgware

• remove certain lengths of Monday to Friday 8am to 9.30am waiting restrictions on Gaskarth Road, Edgware

• remove certain lengths of Monday to Saturday 8am to 9am, 5pm to 6.30pm waiting restrictions on Watling Avenue, Edgware.

• introduce ‘at any time’ waiting restrictions on certain lengths of Abbots Road, Edgware; Arundel Gardens, Edgware; Blundell Road, Edgware; Brearly Close, Edgware; Colchester Road, Edgware; Compton Close, Edgware; Cressingham Road; Gatting Close, Edgware; Goldbeaters Grove, Edgware; Greenway Close, Colindale; Greenway Gardens, Colindale; Horsecroft Road, Edgware; Hutton Row, Edgware; Langham Gardens, Edgware; Langham Road, Edgware; Littlefield Road, Edgware; Montrose Avenue, Edgware; Mostyn Road, Edgware; Orange Hill Road, Edgware; Pavilion Way, Edgware; Portman Gardens, Colindale; Southbourne Avenue, Colindale; The Greenway, Colindale; Trueman Close, Edgware; Watling Avenue, Edgware; Wolsey Grove, Edgware.

The Disabled Persons Parking Places Order would provide new, and relocate existing parking places for vehicles displaying a valid blue disabled badge, as follows

Watling Avenue, Edgware (two outside the medical centre), No. 52 Colchester Road, Edgware, Fortescue Road, Edgware (relocation of existing disabled persons parking place), Goldbeaters Grove, Edgware (relocation of existing disabled persons parking place).

Business Permits – Watling Avenue Car Park

In order to be of assistance to businesses who need to be able to park vehicles in the area to enable trade, businesses who retail trade from premises whose address is within the streets or lengths of streets specified in Schedules 1 and 2 to this notice, would be eligible to apply for business permits which would allow them to park within the majority of spaces within the Watling Avenue Car Park during its controlled hours of Mondays to Fridays, 9am to 5.30pm. Business Permits cost £300 per year, and a maximum of 3 valid permits are allowed per business.

A copy of the proposed Orders, a plan of the proposed Controlled Parking Zone (CPZ) and the Council’s Statement of Reasons for proposing to make the Orders can be inspected between 9am and 5pm on Mondays to Fridays (Public and Bank Holidays excepted) inclusive for a period of 21 days from the date on which this notice is published at:
