CHANGES TO THE KENNINGTON CONTROLLED PARKING ZONE (CONTROLLED ZONE “K”)

1. NOTICE IS HEREBY GIVEN that Lambeth Borough Council on 18 April 2007 made the Lambeth (Kennington) (Parking Places) (No. 1) Order 2007, the Lambeth (Waiting and Loading Restriction) (Special Parking Area) (Amendment No. 123) Order 2007, the Lambeth (Free Parking Places) (Disabled Persons) (No. 1) Order 2007, the Lambeth (Free Parking Places) (Limited Time) (No. 1) Order 2007, the Lambeth (Loading Bays) (No. 2) Order 2007, the Lambeth (Prohibition of Stopping on Ambulance Bays) (No. 1) Order 2007 and the Lambeth (Prohibition of Stopping on Cab Ranks) (No. 1) Order 2007 under sections 6, 45, 46 49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984. The Orders will come into force on 23 April 2007.

2. The general effect of the Orders will be to make changes to the Kennington Controlled Parking Zone (CPZ), as follows:

(a) to provide that only the residents and business users of the streets specified in Schedule 1 to this Notice (the sub-zone) will be issued with permits to leave their vehicles in the residents’ and business parking places situated in these streets. These residents’ and business permit holders will still be able to use the residents’ and business parking places situated in the other streets within the Kennington CPZ but the residents’ and business permit holders of the other streets will not be able to use the residents’ and business parking places situated in the sub-zone;

(b) to remove all the pay & display (only) parking places and shared use business/pay and display parking places from the Kennington CPZ and provide additional parking space (various types of residents’/business/pay and display) in Black Prince Road, Bolton Crescent, Bowden Street, Bowling Green Street, Brook Drive, Chester Way, Cottington Street, Crewdson Road, Dorset Road, Durand Gardens, Fentiman Road, Hackford Road, Hanover Gardens, Jonathan Street, Juxon Street, Kennington Road (side of the Old Town Hall), Kibworth Street, Langley Lane, Loughborough Street, Meadow Road, Milverton Street, Montford Place, Oakden Street, Oval Way, Richborne Terrace, St Mary’s Gardens, Stannary Street, Sullivan Road, Tyers Street, Walcot Square and Wincott Street;

(c) to provide disabled person’s parking places in Aveline Street, Caldwell Street, Fentiman Road, Meadow Road and Orsett Street ;

(d) to provide motor cycle parking space in Brook Drive, Claylands Road, Goding Street, Kennington Road, Meadow Place and Whitgift Street;

(e) to provide limited time parking places in Albert Embankment (the service road fronting Nos. 9 to 20), Black Prince Road, Kennington Road, Lambeth Walk, Sail Street and Randall Road, the use of which will be free of charge and will operate between 8.30 am and 6.30 pm on Mondays to Saturdays with parking limited to periods of up to 30 minutes at a time with no return to the parking place within 2 hours of leaving it;

(f) to provide loading bays in Cleaver Square, Farnham Royal, Glasshouse Walk, Newport Street, Pratt Walk, Sail Street, Wincott Street and Randall Road, the use of which will be free of charge, will operate between 8.30 am and 6.30 pm on Mondays to Fridays and be for the use of vehicles being continually loaded or unloaded;

(g) to relocate motor cycle parking areas to new positions in Hanover Gardens and Cleaver Square, some residents’ parking spaces to new positions in Hanover Gardens and Hackford Road, some shared use residents’/business parking space to a new position in Hackford Road, and a disabled persons’ parking place to a new position in Cleaver Square ;

(h) to convert some residents’ parking space into a motor cycle parking area in Cranworth Gardens, some business parking space into shared use residents’/business parking space in Dolland Street and Tyers Street, some shared use residents’/business parking space to motor cycle parking space in Bonnington Square, some pay and display parking space into shared use residents’/business parking space in Bolton Crescent, some shared use residents’/business parking space into a loading bay and a limited time parking place in Oval Way, a loading bay into a limited time parking place in Jonathan Street and some shared use residents’/business parking space into a limited time parking place in Vauxhall Street ;

(i) to remove certain lengths of residents’/business/pay and display parking space from Bowling Green Street, Clayton Street, Kennington Oval, Kibworth Street, Langley Lane and St Oswalds Place and replace them with yellow lines (a ban on waiting by vehicles either at any time or from 8.30 am to 6.30 pm on Mondays to Fridays);

(j) to remove the disabled persons’ parking places from outside Nos. 72/74 Richborne Terrace and No. 40 Offley Road and replace them with residents’ parking space;

(k) to ban vehicles, except certain taxis, from stopping at any time on the taxi rank being provided in the service road fronting Nos. 9 to 20 Albert Embankment ;

(l) to ban waiting by vehicles at any time (double yellow lines) in parts of the streets specified in Schedule 2 to this Notice, instead of the existing ban on waiting by vehicles.

3. Documents giving more detailed particulars of the Orders are available for inspection from 9.30 am until 4.30 pm on Mondays to Fridays inclusive (except Bank Holidays) until the last day of a period of six weeks beginning with the date on which the Orders are made, at: the offices of Lambeth Council’s Transport and Highways Group, 3rd Floor, Blue Star House, 234-244 Stockwell Road, London SW9 9SP.

4. If any person wishes to question the validity of the Orders or of any of their provisions on the grounds that it or they are not within the powers conferred by the Road Traffic Regulation Act 1984, or that any requirement of that Act or of any instrument made under that Act has not been complied with, that person may, within 6 weeks from the date on which the Orders are made, apply for the purpose to the High Court.

Streets in the sub-zone: Aulton Place, Bowden Street, Cottington Street, Cleaver Street, Cleaver Square, Kennings Way, Kennington Lane (the south-east side, between Cottington Street and Windmill Row), Kennington Park Road (the north-west side, between Kennington Road and Kennings Way), Kennington Road (generally both sides between Kennington Lane and Kennington Park Road), Methley Street, Milverton Street, Montford Place (the east to west arm only), Radcot Street, Ravensdon Street, Seaton Close, Stannary Street, Stannary Place, Tavy Close, Wigton Place, Windmill Row and White Hart Street.
