1. Notice is hereby given that the Council of the London Borough of Brent on 15 January 2007 made the above-mentioned Orders under sections 6, 45, 46, 49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended by section 8 of and Part 1 of Schedule 5 to the Local Government Act 1985, the Parking Acts of 1986 and 1989 and the Road Traffic Act 1991.
2. The general effect of the “Disabled Persons Parking Places” Order will be to:-
(a) designate parking places in certain lengths of the streets specified in Schedule 1 to this Notice in which vehicles authorised by the Order may be left for any period without charge;
(b) provide that the parking places will operate “at any time”;
(c) specify, in respect of the parking places, that disabled persons’ vehicles displaying in the relevant position a disabled person’s badge (commonly referred to as “the Blue Badge”) issued by any local authority under the provisions of the Disabled Persons (Badges for Motor Vehicles) (England) Regulations 2000 may be left therein;
(d) provide that certain vehicles may wait in the parking places in certain circumstances, e.g., to allow persons to board or alight (maximum 2 minutes), to load or unload (maximum 20 minutes), etc;
(e) relocate the designation of a parking place outside No. 101 Rugby Avenue;
(f) revoke the designation of parking places in the lengths of streets specified in Schedule 2 to this Notice.
3. The general effect of the “Parking Places Amendment” Order will be to:-
(a) revoke the designation of an existing resident parking place in association with the provision of a disabled persons parking bay in Rosebank Avenue;
(b) increase in length an existing resident parking place following the revocation of the no longer required disabled persons parking bay in Fernbank Avenue.
4. A copy of each of the Orders, which will come into operation on 29 January 2007, of maps of the relevant area, of the above-mentioned Orders of 2001 and 2003 (and of the Orders which have amended those Orders) can be inspected during normal office hours on Mondays to Fridays inclusive until the end of six weeks from the date on which the Orders were made at:-
(a) The One Stop Local Office, Brent Town Hall, Forty Lane, Wembley, Middlesex HA9 9HX; and
(b) The One Stop Local Office, Brent House, 349 - 357 High Road, Wembley, Middlesex HA9 6BZ.
5. Copies of the Orders may be purchased from the address mentioned in paragraph 4(b) above.
6. Any person desiring to question the validity of either of the Orders or of any provision contained therein on the grounds that it is not within the relevant powers of the Road Traffic Regulation Act 1984 or that any of the relevant requirements thereof or of any relevant regulations made thereunder has not been complied with in relation to either of the Orders may, within six weeks of the date on which the Orders were made, make application for the purpose to the High Court.
