PROPOSED REVIEW OF THE WINCHMORE HILL CONTROLLED PARKING ZONE

Further information may be obtained from Traffic and Transportation Services, telephone number 020-8379 3549. 1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Enfield propose to make: (a) the Enfield (Residents’ Parking Places) (Winchmore Hill Green) (Special Parking Area) (No.*) Order 200*; (b) the Enfield (Business Parking Places) (Winchmore Hill Green) (Special Parking Area) (No.*) Order 200*; (c) the Enfield (Shared-Use Parking Places) (Winchmore Hill Green) (Special Parking Area) (No.*) Order 200*; (d) the Enfield (Voucher Parking Places) (Winchmore Hill Green) (Special Parking Area) (No.*) Order 200*; (e) the Enfield (Free Parking Places) (Special Parking Area) (No.*) Order 200*; and (f) the Enfield (Waiting and Loading Restriction) (Special Parking Area) (Amendment No.*) Order 200*; under sections 6, 45, 46, 49, 51 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended. 2. The general effect of the Orders would be to: (a) include the west side of Green Lanes, between Vicars Moor Lane and Sainsbury’s Store (including Carey Hall, Compton Lodge, Broadway Mews and No. 21 Berry Close), into the zone for the purpose of the issue of residents and business permits (N ote: those parts of Compton Road, Radcliffe Road, Shrubbery Gardens, Station Road and Vicars Moor Lane which currently lie between Green Lanes and the present zone boundary would be included into the zone); (b) shorten an existing free parking place in Downes Court and convert another to a residents’ parking place; (c) vary the limits of certain residents parking places, which may include complete revocation, in Barber Close, Branscombe Gardens, Broadfields Avenue, Church Hill, Compton Road, Cresswell Way, Denleigh Gardens, Downs Court, Esther Close, Hoppers Road, Orpington Road, Ringwood Way, Seaforth Gardens, Shrubbery Gardens, The Spinney and Vicars Moor Lane; (d) convert certain residents parking places in Church Hill, Denleigh Gardens and Vicars Moor Lane to shared-use (residents’ and business); (e) introduce new shared-use parking places in Kings Avenue, Radcliffe Road and Shrubbery Gardens; (f) re-position the business parking place in Hoppers Road; (g) introduce voucher (scratch card) parking places in The Green and Wades Hill at which the charges for parking would be either 20 pence for 15 minutes, 50 pence for 30 minutes, one pound for 1 hour or £2 for 2 hours; ( Note: the classes of vehicles which could use the new or varied parking places, the time limits and permit charges would be the same as those applying to similar such parking places within the existing zone) (h) introduce new “at any time” waiting restrictions in parts of Branscombe Gardens, Broad Walk, Broadfields Avenue, Church Hill, Compton Road, Cresswell Way, Denleigh Gardens, Downes Court, Esther Close, Hillcrest, Hoppers Road, Laurel Drive, Paulin Drive, Ringwood Way, Seaforth Gardens, Station Road, Stone Hall Road, The Alders, The Spinney, Vicars Moor Lane, Wades Grove, Wades Hill and Woodland Way. ( Note: In certain instances existing waiting restrictions which currently operate at different times would be changed to “at any time” operation); (i) change the times of operation of certain waiting restrictions in parts of Hoppers Road to operate between 8am and 6.30pm on Mondays to Saturdays; and (j) change the times of operation of certain waiting restrictions in parts of Radcliffe Road, Shrubbery Gardens and The Green Winchmore Hill to operate at zone times (between 10.30am and 11.30am on Mondays to Fridays). 3. A copy of each of the proposed Orders, other relevant Orders, a map indicating the locations and effects of the proposed Orders, of the Council’s statement of reasons for proposing to make the Orders and other relevant documents can be inspected at the Reception Desk, “B” Block, the Civic Centre, Silver Street, Enfield, Middlesex, EN1 3XD during normal office hours on Mondays to Fridays inclusive. 4. Persons desiring to object to any of the proposed Orders, or make any other representations in respect of any of the proposed Orders, should send a statement in writing to that effect, and in the case of an objection stating the grounds thereof, to the Head of Traffic and Parking Services, the Civic Centre, Silver Street, Enfield, Middlesex, EN1 3XD, quoting the reference LB/TG52/927, by 7 February 2007. 5. Under the Local Government (Access to Information) Act 1985, any letter you write to the Council in response to this Notice may, upon written request, be made available to the press and to the public, who would be entitled to take copies of it if they so wished.
