THE WALTHAM FOREST (BUS STOP CLEARWAYS) (AMENDMENT NO. *) TRAFFIC ORDER 200*

1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Waltham Forest (hereinafter called “the Council”) propose to make the above-mentioned Orders under sections 6 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended by the Local Government Act 1985 and the Road Traffic Act 1991.

2. The general effect of the Orders would be, in respect of:

A. the Waiting and Loading Restriction Order, to further amend the Waltham Forest (Waiting and Loading Restriction) Order 1977, so that waiting by vehicles (otherwise than for the purpose of delivering or collecting goods or loading or unloading a vehicle) would be prohibited at any time in parts of the streets specified in Schedule 1 to this Notice. ( Note: The restrictions would apply mainly at the junctions of adjoining roads. In certain instances existing waiting restrictions which currently operate at different times would be changed to “at any time” operation to reflect the situation as it appears on the ground); and

B. the Bus Stop Clearways Order, to further amend the Waltham Forest (Bus Stop Clearways) (No.1) Traffic Order 2001 so as to (a) re-define a certain bus stop clearway imposed by that Order relating to Old Church Road E4 so as to reflect the current position as exists on the ground; and (b) to revoke certain bus stop clearway items imposed by that Order relating to Old Church Road E4 which currently operate at either 7am to 7pm or between 7am and midnight, throughout the week and relocate them over slightly different areas, to operate 24 hours a day. It is also proposed to provide other 24 hour operation bus stop clearways at new sites in Old Church Road and The Ridgeway. The locations of the proposed and revised bus stop clearways are specified in Schedule 2 to this Notice. ( Note: due to a change in legislation, new bus stop clearways which depict the approved clearway sign and road markings are not subject to the making of a traffic order).

3. FURTHER NOTICE IS HEREBY GIVEN that under section 23 of the Road Traffic Regulation Act 1984, the Council intend to (a) relocate the existing zebra crossing in Old Church Road just south of Alpha Road to a new position just north of the northern arm of Churchill Terrace, (b) provide new zebra crossings in Old Church Road and The Ridgeway; and (c) extend the length of the zig-zag markings associated with the existing zebra crossing in Old Church Road in the vicinity of Mulberry Close and Peel Close, the locations being specified in Schedule 3 to this Notice. As part of the crossings, zig-zag markings would be laid on both sides of the carriageways on either side of the crossings. The general effect of these markings would be to prohibit all vehicles from stopping on the markings for any reason.

4. A copy of each of the Orders, of the above-mentioned Orders of 1977 and 2001 (and of the Orders which have amended those Orders, where applicable), of the Council’s statement of reasons for proposing to make the Orders and of plans showing the locations and effects of the Orders and bus stop clearway and zebra crossing arrangements can be inspected during normal office hours on Mondays to Fridays inclusive until the end of 6 weeks from the date on which the Orders are made, or as the case may be, the Council decides not to make the Orders at (a) The Information Desk, Town Hall, Forest Road, Walthamstow E17; (b) The Reception Desk, Municipal Offices, 16 The Ridgeway, Chingford E4; and (c) The Waltham Forest Direct Shop, 772-776 High Road, Leyton E10.

5. Any person desiring to object to either of the proposed Orders or zebra crossings to make any other representation should send a statement in writing of either their objection and the grounds thereof or of their representation to the Council’s agents in this matter, The Project Centre Ltd., 14b St. Cross Street, London EC1N 8XA, quoting the reference PCL/DF/LB30/33012801 by 1 February 2007.

Alpha Road, Bosgrove, Chingford Avenue, Churchill Terrace, College Gardens, Endlebury Road, Lambourne Gardens. Leadale Avenue, Mansfield Hill, Mount Echo Avenue, Mulberry Close, Peel Close, Priory Avenue, Salisbury Road, St. Egberts Way, Silverthorne Gardens, Warren Road, Wellington Road, the roundabout at the junction of Old Church Road, Mansfield Hill, Mount Echo Avenue and The Ridgeway and the service road which lies on the north-west side of The Ridgeway between St. Egberts Way and Nation Way (all in E4).

Old Church Road E4 - (a) the west side, from a point 6 metres north of the northern kerb-line of Hall Lane northward for a distance of 23 metres; (b) the west side, from a point 6 metres north of a point opposite the party wall of Nos. 89 and 91 Old Church Road southward for a distance of 27 metres (revised existing site); (c) the north-west side, the lay-by which lies between Mulberry Close and Silverthorn Gardens, from a point 9 metres south-west of the south-western kerb-line of Silverthorn Gardens south-westward for a distance of 32 metres; (d) the north-west side, from a point 11.5 metres north-east of the north-eastern boundary of No. 320 Old Church Road north-eastward for a distance of 23 metres; (e) the south-east side, the lay-by fronting Nos 199 and 201 Old Church Road, from the party wall of Nos. 197 and 199 Old Church Road north-eastward for a distance of 40 metres; and (f) the east side, from a point 7 metres south of the southern wall of No. 103 Old Church Road northward for a distance of 21.5 metres.

The Ridgeway E4 - (a) the north-west side, the lay-by fronting Nos. 88 to 98 The Ridgeway, from a point 7 metres north-east of the common boundary of Nos. 98 and 100 The Ridgeway to the common boundary of Nos. 86 and 88 The Ridgeway; (b) the north-west side, from a point 31.5 metres south-west of the south-western kerb-line of St. Egberts Way south-westward for a distance of 27 metres; (c) the north-west side, from a point 50.5 metres south-west of the south-western kerb-line of Kings Head Hill south-westward for a distance of 33 metres; (d) the south-east side (north-western side of the triangular island site situated at the junction of The Ridgeway and Endlebury Road, from a point opposite the common boundary of Nos. 92 and 94 The Ridgeway south-westward for a distance of 19 metres; (e) the south-east side, from a point 1.5 metres north-east of the party wall of Nos. 9 and 9a The Ridgeway north-eastward for a distance of 33 metres; and (f) the south side, from a point 6.5 metres west of a point opposite the common boundary of Nos. 106 and 108 The Ridgeway westward for a distance of 19 metres.

( new zebra pedestrian crossings with zig-zag markings and amendments)

Old Church Road E4 (relocated crossing) - the centre of the crossing to be approximately 22 metres north of the northern kerb-line of the northern arm of Churchill Gardens, with zig-zag markings extending on the west side of the carriageway from a point 4 metres south of the southern kerb-line of the northern arm of Churchill Terrace to the southern boundary of Nos. 112 to 122 Old Church Road and extending on the east side of the carriageway from a point 3 metres north of the northern kerb-line of the said arm of Churchill Gardens to a point 12 metres north of a point opposite the southern boundary of Nos. 112 to 122 Old Church Road.

Old Church Road E4 (new crossing) - the centre of the crossing to be approximately 1.5 metres north-east of the common boundary of No. 255 and Nos. 257/259 Old Church Road, with zig-zag markings extending on the north-west side of the carriageway from a point 34.5 metres north-east of the north-eastern boundary of No. 320 Old Church Road to the roundabout at the junction of Old Church Road, Mansfield Hill, Mount Echo Avenue and The Ridgeway and extending on the south-east side of the carriageway from a point 7 metres north-east of the common boundary of Nos. 249 and 251 Old Church Road to the said roundabout.

The Ridgeway E4 (new crossing) - the centre of the crossing to be approximately 23.5 metres west of a point opposite the western boundary of No. 104 The Ridgeway, with zig-zag markings extending on both sides of the carriageway from a point 5 metres west of the western boundary of No. 104 The Ridgeway to the roundabout at the junction of Old Church Road, Mansfield Hill, Mount Echo Avenue and The Ridgeway.

The Ridgeway E4 (revised zig-zag markings) - the revised zig-zag markings associated with the zebra crossing situated just north-east of Mulberry Close/Peel Close would extend on both sides of the carriageway from a point 11 metres south-west of the south-western kerb-line of Peel Close 24 metres south-west of the south-western kerb-line of Silverthorne Gardens.
