CHANGES TO THE BRIXTON “E” CONTROLLED PARKING ZONE
(Note: This notice is about the Council’s proposal to make changes to the lengths of certain existing parking bays and yellow lines within the Brixton “E” Controlled Parking Zone and the provision of business and pay and display parking places in Horsford Road, a loading bay in Branksome Road and the designation and removal of disabled persons’ parking places in various roads within the zone, to meet the needs and requests made by local residents and businesses. Objections may be made see paragraph 9.) 1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Lambeth propose to make the Lambeth (Brixton “E”) (Parking Places) (No. *) Order 2006, the Lambeth (Loading Bay) (No. *) Order 2006, the Lambeth (Free Parking Places) (Disabled Persons) (No. *) Order 2006, the London Borough of Lambeth (Prohibition of Stopping Outside Schools) (Amendment No. *) Order 2006 and the Lambeth (Waiting and Loading Restriction) (Special Parking Area) (Amendment No. **) Order 2006, under sections 6, 45, 46, 49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984. 2. In brief, the general effect of the Brixton “E” Parking Places Order and the Waiting and Loading Restriction Order would be to make changes to the Brixton “E” controlled parking zone, as follows:- (a) certain residents’ parking places (for use of vehicles displaying either a residents’ permit or a visitors’ permit or a trade permit) situated in the roads specified in Schedule 1 to this notice would be extended in length and additional resident’s parking places would be provided in Kings Avenue; (b) certain shared-use parking places (for use by vehicles displaying either a pay and display ticket, or a residents’ permit, or a primary care trust permit, or a business permit, or a teachers’ permit, or a trade permit, or a visitors’ permit) situated in Halliwell Road and Horsford Road would be extended in length, new shared-use parking places would be provided in Mandrell Road and Trent Road and an existing shared-use parking place in Blenheim Gardens opposite The Windmill Public House, would be removed; (c) certain shared-use parking places (for use by vehicles displaying either a pay and display ticket, or a residents’ permit, or a primary care trust permit, or a trade permit, or a visitors’ permit) situated in the roads specified in Schedule 2 to this notice would be extended in length and an existing parking place in Branksome Road situated at the side of No. 89 Acre Lane would be converted to a loading bay; (d) certain shared-use parking places (currently for use by vehicles displaying either a pay and display ticket, or a residents’ permit, or a primary care trust permit, or a visitors’ permit, or a trade permit, or a business permit, or a teachers’ permit) situated in Horsford Road would no longer be for use by vehicles displaying either a residents’ permit, or a visitors’ permit, or a trade permit; (e) the ban on waiting by vehicles at any time (indicated by double yellow lines) which currently applies in certain parts of the streets specified in Schedule 3 to this notice would be revoked and waiting by vehicles between 8.30 am and 6.30 pm Mondays to Fridays inclusive would be banned there instead; (f) at anytime waiting restrictions would be introduced on the east side of Kings Avenue between Crescent Lane and a point 12 metres south of Clarence Avenue; (g) certain shared-use parking places (currently for use by vehicles displaying either a pay and display ticket, or a residents’ permit, or a primary care trust permit, or a visitors’ permit, or a trade permit) situated in Lyham Road, Mandrell Road and Mauleverer Road would also become available for the use of business and teachers’ permit holders; (h) certain residents’ parking places (for use by vehicles displaying either a residents’ permit, or a visitors’ permit, or a trade permit) situated in Branksome Road would be converted to shared use parking places (for use by vehicles displaying either a residents’ permit, or a primary care trust permit, or a visitors’ permit, or a trade permit, or a business permit, or a teachers’ permit or a pay and display ticket); (i) certain parking places situated in the roads specified in Schedule 4 to this notice would be redefined so that they better reflect the situation that currently exists on the ground in those streets; (j) an existing shared use parking place in Trent Road opposite No. 17 Trent Road would be relocated opposite Nos. 1a and No. 11 The Priest House, Trent Road. 3. The operational times of the parking places, the classes of vehicles that may use them and the charges for their use will be the same as those that currently apply. 4. The general effect of the Loading Bay Order would be to provide a loading bay in Branksome Road, for use by vehicles which are being loaded or unloaded for a period of not more than 30 minutes, with no return to the loading bay within 2 hours of leaving it. The loading bay would operate from 8.30 a.m to 6.30 p.m Mondays to Fridays inclusive. 5. The general effect of the Prohibition of Stopping Outside Schools Order would be to relocate the school keep clear markings in Trent Road and redefine the school keep clear markings in Horsford Road and Lambert Road so that they reflect the situation that currently exists on the ground in those roads. 6. The general effect of the Disabled Persons’ Parking Place Order would be:- (a) to formally designate new and existing disabled persons’ parking places on the streets specified in Schedule 5 to this Notice; and (b) to revoke disabled persons’ parking places in Hayter Road (outside No. 71 Hayter Road), Margate Road (outside No. 39 Margate Road and outside No. 44 Margate Road) and Sudbourne Road (outside No. 92 Sudbourne Road) this would enable the council to remove disabled bays that are no longer required. 7. Documents giving more detailed particulars of the proposed Orders are available for inspection between the hours of 9.30am and 4.30pm (except Bank Holidays) Mondays to Fridays inclusive, until the last day of a period of six weeks beginning with the date on which the Orders are made, or as the case may be, the Council decides not to make the orders at the offices of Lambeth Borough Council’s Transport and Highways Group, 3rd Floor, Blue Star House, 234-244 Stockwell Road, Brixton, London SW9 9SP. 9.
