EXTENSION OF SOUTHFIELDS CONTROLLED PARKING ZONE (S1)

1. Notice is hereby given that the Council of the London Borough of Wandsworth proposes to make the following Orders under sections 6, 45, 46, 49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984 as amended by the Local Government Act 1985 and the Road Traffic Act 1991: The Wandsworth (Southfields) (Parking Places) (No  ) Order 200   The Wandsworth (Waiting and Loading Restriction) (Special Parking Areas) (Amendment No  ) Order 200   2. The general effect of the Orders will be to extend the Southfields controlled parking zone (sub zone S1) into the length of Wimbledon Park Road between Princes Way and Victoria Drive. 3. The following provisions would apply to the extended controlled parking zone: Parking places would be designated on the length of road specified in paragraph 2 above. Parking places would be shared use with the maximum parking period being unrestricted for permit holders and four hours for pay and display. The hours of operation would be 9.30am to 4.30pm on Mondays to Fridays. Vehicles which may be left in the parking places would be either: (a) passenger vehicles (12 seats or less) and goods carrying vehicles upon payment of the appropriate parking charge and displaying a relevant ticket issued by a ticket parking meter (pay and display), motor cycles (exempt from charge); or (b) vehicles displaying either a valid resident permit, a valid visitor permit or a valid business permit appropriate to the S1 sub zone. The rate of charge at the ticket metered parking places (pay and display) in the length of road described in paragraph 2 would be £1.20 per hour (£1.00 pence per hour for holders of annual resident permits using their resident parking discount card). The charge for resident permits would be £27.00 (3 months), £42.00 (6 months) or £66.00 (12 months) and they will be issued to any person residing in the extended Southfields S1 zone who is the owner of a passenger vehicle (12 seats or less) or a goods carrying vehicle. For vehicles which are electrically or gas propelled the charge would be £16.50 for 12 months. The charge for business permits available in all zones would be £160 (3 months), £280 (6 months) or £480 (12 months) and they would be issued to any person who occupies premises in the extended Southfields S1 sub zone and who uses such premises for non-residential purposes or is employed in those premises and who is the owner of a vehicle of the class mentioned above. For vehicles which are electrically or gas propelled or carry prominent and permanent company livery the charge would be £150 for six months or £250 for 12 months. For vehicles which are electrically or gas propelled and carry prominent and permanent company livery the charge would be £75 for six months or £125 for 12 months. The charge for business permits available in one individual sub-zone only would be £125 (3 months), £220 (6 months) or £375 (12 months) and they would be issued to any person who occupies premises in the extended Southfields S1 sub zone and who uses such premises for non-residential purposes or is employed in those premises and who is the owner of a vehicle of the class mentioned above. For vehicles which are electrically or gas propelled or carry prominent and permanent company livery the charge would be £110 for six months or £185 for 12 months. For vehicles which are electrically or gas propelled and carry prominent and permanent company livery the charge would be £55 for six months or £92.50 for 12 months. The charge for visitor permits would be £5 per day (£2.50 per day if the applicant is aged 60 or over, the holder of a disabled person’s badge or the parent or carer for a minor who is the holder of a disabled person’s badge) and they would be issued to any household in the extended Southfields S1 sub zone. Each household would be restricted to not more than fifty visitor permits per year (one hundred if the applicant is aged 60 or over, the holder of a disabled person’s badge or the parent or carer for a minor who is the holder of a disabled person’s badge). Note - All resident permits are only valid within the zone or sub zone in which the permit holder resides. All permits would be issued by Wandsworth Borough Council on application being made together with payment of the appropriate charge. Generally yellow line waiting restrictions would be imposed in those lengths of road within the controlled parking zone not occupied by parking places. The restrictions operate between 9.30 am and 4.30 pm on Mondays to Fridays. Waiting restrictions which operate for longer than those hours would remain. 4. Copies of documents giving more detailed particulars of the proposed Orders, including a plan showing the location of the parking places, are available for inspection during normal office hours on Mondays to Fridays in The Concourse, The Town Hall, Wandsworth High Street, London SW18 2PU.
