FAIRLOP ROAD, LONDON E11—TRAFFIC CALMING MEASURES

1. Notice is hereby given that the Council of the London Borough of Waltham Forest (hereinafter called “the Council”) on 18 July 2006, made the above-mentioned Orders, under sections 6, 45, 46, 49, 51 and 124 of, and Part IV of Schedule 9 to, the Road Traffic Regulation Act 1984, as amended by the Local Government Act 1985, the Road Traffic (Parking) Act 1986, the Parking Act 1989 and the Road Traffic Act 1991. 2. The general effect of the Orders will be, in connection with the construction of two new mini roundabouts in Fairlop Road, London E11, at the junctions of Bulwer Road and Wallwood Road, to: (a) further amend the Waltham Forest (Waiting and Loading Restriction) Order 1977, so that waiting by vehicles (otherwise than for the purpose of delivering or collecting goods or loading or unloading a vehicle) will be prohibited at any time at the junctions of Fairlop Road, London E11, with Bulwer Road and with Wallwood Road, including the north-east side of Fairlop Road adjacent to Nos 54 to 62. (Note. At certain locations in the vicinity of these junctions the current waiting restrictions will be changed to “at any time” operation); (b) revoke certain “permit” parking places designated either by the Waltham Forest (Leytonstone) (Parking Places West) (No 1) Order 2003, or the Waltham Forest (Leytonstone) (Parking Places West) (No 1) Order 2004, in Bulwer Road, Clarendon Road, Fairlop Road and Wallwood Road in the Leytonstone West Controlled Parking Zone to accommodate the “at any time” waiting restrictions referred to in sub-paragraph (a) above and re-designated the majority of these permit parking places over slightly shorter lengths; (c) make minor drafting amendments to existing traffic orders to reflect the on-street parking and waiting restriction situation as it exists on the ground. 3. A copy of each of the Orders, which will come into operation on 24 July 2006, of the above-mentioned Orders of 1977, 2003 and 2004 (and of the Orders which have previously amended those Orders, where applicable), of the Council’s statement of reasons for making the Orders and of plans showing the locations and effects of the Orders can be inspected during normal office hours on Mondays to Fridays inclusive, until the end of 6 weeks from the date on which the Orders were made at: (a) The Information Desk, Town Hall, Forest Road, Walthamstow, London E17; (b) The Reception Desk, Municipal Offices, 16 The Ridgeway, Chingford, London E4; and (c) The Waltham Forest Direct Shop, 772-776 High Road, Leyton, London E10, and a copy of the Orders may be obtained from the Chief Engineer at the address given below. 4. Any person desiring to question the validity of either of the Orders or of any provision contained therein on the grounds that it is not within the relevant powers of the Road Traffic Regulation Act 1984, or that any of the relevant requirements thereof or of any relevant regulations made thereunder has not been complied with in relation to either of the Orders may, within 6 weeks of the making of the Order, make application for the purpose to the High Court.
