THE A5036 TRUNK ROAD (ST PHILIPS SCHOOL LAYBY) (LAYBY CLOSURE) EXPERIMENTAL TRAFFIC ORDER

Notice is hereby given that the Secretary of State for Transport has made an Experimental Order under sections 9(1) and (3) and 10(2) of the Road Traffic Regulation Act 1984 on the A5036 Trunk Road in the district of Sefton in Merseyside, which comes into force on Monday 24 July 2006. The effect of the Order is to ban any vehicle from entering or proceeding in the layby situated adjacent to the end of St Philip’s Avenue, the western end of the layby being some 151 metres east of the centre line of Orrell Road, and the eastern end of the layby being some 196 metres east of the centre line of Orrell Road. The Order will be in operation for an experimental period of up to 18 months from the date the Order comes into force. The Order contains provisions under section 10(2) of the above-mentioned Act allowing a specified Officer (the Director, Traffic Operations North) to modify or suspend the operation of the Order or any provisions of it if it appears to him essential in the interests of the expeditious, convenient and safe movement of traffic. A copy of the Order, a plan illustrating the proposal, and a statement explaining the Secretary of State’s reasons for making this Order may be inspected, during normal opening hours from Monday 24 July 2006 at Bootle Town Hall, Oriel Road, Bootle, Merseyside L20 7AE; or may be obtained by application from the office of the Director, Traffic Operations (North), The Highways Agency, Room 908, City Tower, Manchester, M1 4BE. The Secretary of State will be considering in due course whether the provisions of this Order should be continued in force indefinitely. Any person wishing to object to the making of this Order for the purpose of continuing the prohibition in force indefinitely should send a written statement of their objection and the grounds thereof to the Director at the above address. The objection should quote Ref number HA A5036/41/7/1 and must be received not later than Monday 22 January 2007.
