THE GREENWICH (CHARLTON-WESTCOMBE CPZ) (PARKING PLACES) (NO 1) (AMENDMENT NO 4) EXPERIMENTAL ORDER 2006

1. Notice is hereby given that Greenwich Council, hereinafter called the Council, on 5 July 2006, made the above-mentioned Orders under sections 9 and 124 of, and Part IV of Schedule 9 to, the Road Traffic Regulation Act 1984, as amended. 2. The general effect of the free parking places Order will be to designate a parking place operative at any time on the length of street specified in Schedule 1 to this notice, where vehicles may wait, free of charge, without time limit. A further effect of the Order will be to suspend certain existing free parking places in Elliscombe Road and Fingal Street. 3. The general effect of the Charlton-Westcome CPZ parking places Order will be to designate parking places operative between 9.00 am and 6.30 pm on Mondays to Saturdays inclusive, on the lengths of street specified in Schedule 2 to this notice, where vehicles may wait for a maximum period of 2 hours or without time limited if the vehicle is displaying a valid permit or visitor’s voucher. A further effect of the Order would be to add Elliscombe Road and Fingal Street to the list of addresses eligible to purchase parking permits and visitor’s vouchers. 4. Copies of the Orders, which will come into operation on 12 July 2006, of the Orders being amended, of the Council’s statement of reasons for making the Orders, together with plans showing the locations and effects of the Orders can be inspected during normal office hours on Mondays to Fridays inclusive, at Greenwich Transportation and Highways, Greenwich Council, Peggy Middleton House, 50 Woolwich New Road, Woolwich, London SE18 6HQ, and copies of the Orders may be obtained from that address. 5. The Orders provide that in pursuance of section 10(2) of the Road Traffic Regulation Act 1984, the Assistant Director of Transportation and Highways for the time being, or some person authorised in that behalf by him, may, if it appears to him or that person essential in the interests of the expeditious, convenient and safe movement of traffic or for preserving or improving the amenities of the area through which any road affected by the Orders extend, modify or suspend the Orders or any provision thereof. 6. In due course the Council will consider whether or not the provisions of the Orders should be continued in force indefinitely. Within the period of 6 months from the coming into force of the Orders, or if the Orders are subsequently varied by another Order or Orders or modified, pursuant to section 10(2) of the Road Traffic Regulation Act 1984, from the coming into force of that variation or modification (whichever is the latest), any person may object to the making of the Orders to continue indefinitely those provisions by means of Orders under section 6, 45, 46 and 49 of the said Act of 1984, by sending a statement in writing of their objection and the grounds thereof to the Assistant Director of Transportation and Highways at the address shown in paragraph 4 above. Schedule 1 Elliscombe Road, the north-west and south-west sides, from a point 9.5 metres south-east of the north-eastern kerbline of Victoria Way extending south-eastward for a distance of 20 metres. Schedule 2 Elliscombe Road: (a) the south and south-east sides, from a point 10 metres east of the north-eastern kerbline of Victoria Way to a point 5.5 metres south-west of a point opposite party wall of Nos 97 and 99 Elliscombe Road; (b) the south-east side, from a point 0.5 metres north-east of a point opposite the party wall of Nos 97 and 99 Elliscombe Road to a point 5.65 metres south-west of a point opposite party wall of Nos 79 and 81 Elliscombe Road; (c) the south-east side, from a point 0.35 metres north-west of a point opposite party wall of Nos 79 and 81 Elliscombe Road extending north-eastward for a distance of 9 metres; and (d) the north-west and west sides, from a point 17 metres south-west of a point opposite the south-western wall of No 98 Elliscombe Road to a point 2 metres south-east of the south-eastern kerbline of Coombe Lodge. Fingal Street: (a) the north-west and west side, from a point 3.5 metres south-west of the north-eastern boundary of No 71 Tunnel Avenue south-west and southward to a point 3 metres south of the common boundary of Nos 4 and 6 Fingal Street; (b) the west side, from a point on the southern kerbline of Fingal Street northward for a distance of 11.5 metres and which has a width throughout of 5 metres; and (c) the east side, from a point 6.5 metres south of the northern boundary of No 117 Woolwich Road northward to a point 9 metres north of the northern boundary of No 59 Fingal Street.
