NOTICE OF APPLICATION FOR A SUBMARINE PIPELINE WORKS AUTHORISATION

Newfield Petroleum UK Limited hereby gives notice, in accordance with the provisions of part I of Schedule 2 to the Petroleum Act 1998 that it has made an application to the Secretary of State for Trade and Industry for the grant of an authorisation for the construction and use of a system of pipelines between the proposed Grove Normally Unmanned Installation (NUI) in UK Block 49/10 a to a proposed riser platform adjacent to the existing Markham J6-A platform in Block J6 of the Dutch sector and between the proposed Grove West subsea well and the proposed Grove NUI. A map (or maps) delineating the route of the proposed pipelines and providing certain further information may be inspected free of charge at the places listed in the Schedule to this notice from 10.00 am to 4.00 pm on each weekday from the date that this notice is published until the date mentioned in the next paragraph of this notice. Pursuant to a direction of the Secretary of State, representations with respect to the application may be made in writing and addressed to the Secretary of State for Trade and Industry at the Department of Trade and Industry, ERDU-LED, Atholl House, 86-88 Guild Street, Aberdeen, AB11 6AR (marked FAO Mrs Chris Kelly, Offshore Pipeline Authorisations) not later than 23 June 2006 and should bear Ref RDBC/001/000259C and state the grounds upon which the representations are made. Technical Annex At the request of the Secretary of State for Trade and Industry, and as agreed by the Health and Safety Executive, Newfield Petroleum UK Limited presents the following information about the Grove Development: Pre-Commissioning Testing The pipeline will be tested to the satisfaction of the Health and Safety Executive prior to commissioning. Design Pressure The pipeline will not be operated at a pressure greater than that for which it has been designed. Leak Detection Flow of fluids through the pipeline will be monitored to enable the detection of leaks at all times. In the event of a leak being detected the location and significance of the leak will be established and steps will be taken to bring the leak under control as soon as possible. In the event of a leak likely to harm persons or the environment being confirmed then Emergency Action will be taken. Routine surveillance will be carried out along the pipeline route. Emergency Action In the event a major release from the pipeline occurs the following emergency action will be taken: All fluid delivery into the pipeline will be manually or automatically stopped. The Health & Safety Executive will be notified by the quickest practical means. A survey will be carried out to determine the location of the release and remedial pipeline works will be undertaken as necessary. Should pollution result from the discharge, the Newfield Petroleum UK Limited’s Oil Spill Contingency Plan will be implemented. If necessary, the emergency pollution control system held in constant readiness by the UK Offshore Operators Association will be mobilised. Recommissioning In the event of a pipeline break, repairs and integrity proving will be carried out as agreed with the Health and Safety Executive before returning the pipeline to use. On Bottom Stability and Safety The pipeline will be laid in a manner that will ensure its safety and stability and the safety of users of the sea under all reasonably foreseeable conditions. Limits of Deviation The pipeline will be laid within a boundary of 100 metres on either side of the proposed route.
