INTRODUCTION OF 24-HOUR RESIDENTS’ PARKING ON NAMED ROADS IN CONTROLLED PARKING ZONES B AND F

1. Notice is hereby given that Westminster City Council on 26 April 2006 made the above Orders under section 9 of the Road Traffic Regulation Act 1984, as amended by the Local Government Act 1985. 2. The general effect of the Orders will be, on an experimental basis, to extend the hours of control at residents’ parking places in the roads specified in the Schedule to this notice within controlled parking zones B and F, so that the permitted hours additionally include the period between 8.30 pm and 8.30 am throughout the week, thereby making such parking places operational at all times. 3. The Orders will come into force on 4 May 2006. 4. Copies of the Orders and of other documents giving more detailed particulars of the Orders can be inspected between 9.00 am and 5.00 pm on Mondays to Fridays, from 27 April 2006 until such time as the Orders cease to have effect, at West One, 59 Buckingham Gate, London SW1E 6AJ. 5. The Orders provide that, subject to the provisions of section 10 of the Road Traffic Regulation Act 1984, the Council’s Director of Transportation for the time being, or some person authorised in that behalf by him, may, if it appears to him or that person essential: (a) in the interest of the expeditious, convenient and safe movement of traffic; (b) in the interest of providing suitable and adequate parking facilities on the highway; or (c) for preserving or improving the amenities of the area through which any road affected by the Orders runs, modify or suspend the Orders or provisions contained therein. 6. Any person desiring to question the validity of the Orders or of any provision contained therein on the grounds that it is not within the relevant powers of the Road Traffic Regulation Act 1984, or that any relevant requirements thereof or any relevant regulations made thereunder has not been complied with in relation to the Orders may, within 6 weeks from the date on which the Orders were made make application for the purpose to the High Court. 7. The Council will consider in due course whether the provisions of the Experimental Orders should be continued in force indefinitely by means of Orders made under section 6 of the Road Traffic Regulation Act 1984. Any person may object to the making of the Orders for the purpose of such indefinite continuation within a period of 6 months, beginning from the date on which the Experimental Orders came into force. Any objection must be in writing, stating the grounds on which it is made, and sent to the Council’s Agents, West One, 59 Buckingham Gate, London SW1E 6AJ, quoting Ref 5132/PBEJ.
